REGULAR MEETING
of the
VILLAGE COUNCIL
September 4, 1956
Pursuant to due call and notice thereof a regular meeting of the Village Council
of the Village of Golden Valley, Hennepin County, Minnesota, was held in the
Village Hall in said Village on September 4, 1956, at 7:30 o'clock P.M. The
follmwing members were present: Bies, Rahn, Stark and Teresi; and the following
were absent: Nadasdy. Acting Mayor Bies called the meeting to order at 7:30
o'clock P.M.
MOVED by Teresi seconded by Bies carried that the reading of the minutes of the
previous meetings be tabled until the regular meeting of September 18, 1956.
Sale of Winnetka Avenue Pr22erty ; "GravePit":
The Village Administrator presented an affidavit of publication of notice of
call for bids for purchase of the Village Gravel Pit, located on Winnetka Avenue
North according to the description approved by this Council on July 2, 1956.
Said affidavit was examined, approved, and ordered placed on file.
The Administrator presented to the.0ouricil two (2) seeled bids submitted in the
course of said notice. Said bids were opened, publicly read, and considered.
Said bids were found to be as follows:

Valley West Realty Co. $60,620.00
MDVED by Rahn seconded by Teresi carried to table the bids until September 18,
1956.
LVED by Stark seconded by Teresi carried to approve the minutes of July 2, 1956
as corrected at this meeting by the insertion of the following paragraph under
the title "Public hearing - Rezoning, 'Hope Chest:' "Homes must be under con-
struction before 'Tope Chest" may obtain a commercial building permit for
said company."
OPenin& of Bids - Olson Hi&hway Water Main:
The Village Administrator presented an affidavit of publication of notice of call
for bids for repair of the Olson Highway Water Main according to specifications
heretofore approved by this Council. Said affidavit was examined, approved,
and ordered placed on file. The Administrator presented to the Council two (2)
sealed bids submitted in the course of said notice. Said bids were opened,
publicly read, and considered. Said bids were found to be as follows:

NDVED by Rahn seconded by Teresi carried to refer the bids to the Engineers for
study, recommendation, and report at the Special Meeting of the Council hereby
called for the 6th of September, 1956.
Public Hear - Sanit= Seger Lateral Area 3B - General Nulls Pro ert :
The Village Administrator presented preliminary plans for a lateral sanitary
sewer improvement prepared by the consulting engineers for the Village, and said
engineer's estimated entire cost for the improvement:
Cost of Improvement: $11,500.00
The Village Administrator then presented an affidavit of viblication of notice in
the official village newspaper of public hearing to be held at this time and place
regarding the proposed lateral sanitary sewer improvement described in said
affidavit. Said affidavit was examined, approved and ordered placed on file in
the office of the Village Clerk. The Mayor announced that this was the time and
place for the public hearing above referred to. All persons who desired to do
so were afforded an opportunity to express their views thereon, and written
objections heretofore filed with the Clerk were duly noted and ordered placed
on file.

NIUVED by Teresi seconded by Stark carried to adjourn the instant public hearing.
Acting Mayor Bies thereupon closed the meeting to the public.
MVED by Teresi seconded by Stark to postpone the vote on said issue until the
September 6, 1956, meeting at 8:00 o'clock P.M. Upon roll call vote being taken
thereon the following were the results.-

Whereupon the Acting Mayor declared said motion lost.
Member Bies thereupon introduced and read the following written resolution and
MJVED its adoption: "RESOLUTION ORDERING CONSTRUCTION OF SANITARY SEWER LATERLL
I PROVEMgNT" .
The motion for the adoption of the foregoing resolution was duly* seconded by
Member Stark and, upon vote being taken thereon, the following voted in favor
thereof: Bies, Rahn, Stark, Teresi, and the following voted against same: None
whereupon said resolution was declared duly passed and adopted, signed by the
Mayor and his signature attested by the Clerk. See Resolution Book Page Ia.

The Village Administrator presented an affidavit of publication of notice in the
official village newspaper of public hearing to be held at this time and place
regarding the proposed lateral sanitary sewer improvement described in said
affidavit. Said affidavit was examined, approved and ordered placed on file in
the office of the Village Clerl .
The Mayor announced that this was the time and place for the public hearing above
referred to. All persons who desired to do so were afforded an opportunity to
express their views thereon, and all written objections heretofore filed with
the Village Clerk were duly noted and ordered placed on file.

Fred Jones Sewer premature at this time; will force owners
to sell property with large losses.
Oscar Jones Owners do not want or need sewer now.
Mrs. Busby Do not need sewer now, cost too high for too few
owners.
Nels Stadler Does not need sewer now.
6641 Medicine Lake Rd.
George Bakke Too soon, does not want sewer now.
Mr. Allen McLean, representing Minneapolis Honeywell Regulator Company, appeared
on behalf of the proposed Sanitary Sewer Lateral, and stated that his company
must have sewer and that if the proposed sewer lateral was denied, his company
was ready to install their own private sewer line.
M VED by Teresi seconded by Rahn carried to adjourn the instant public hearing.
There being no further discussion, Acting Mayor Bies then reconvened the Council.
Member Rahn thereupon introduced the following resolution and NDVED its adoption
"RESOLUTION ORDERING CONSTRUCTION OF SANITARY SEWER LATERAL IMPROVEMENT".
The motion for the adoption of the foregoing resolution was duly seconded by
Member Teresi and, upon vote being taken thereon, the following voted in favor
thereof: Bies, Rahn, Stark, Teresi, and the following voted against the same:
None, whereupon said resolution was declared duly passed and adopted, signer
by the Mayor and his signature attested by the Clerk. See Resolutions Book

Parkview Terrace - Proposed One -Way Street: ,
Mr. Howard L. Gulden, 616 Parkview Terrace, requested the Council make "Parkview
Terrace" a one -way -street. Council instructed the Village Administrator to
request a "No Left Turn" sign be placed on Highway #12 and Parkview Terrace, and
to place a stop sign on Parkview Terrace and Tyrol Trail, and to have the Police
patrol said street for several consecutive mornings.
Hope Chest - Subdivision Bond:
MVED by Stark seconded by Rahn carried to approve said subdivision bond. Mr.
Harvick, 901 Utah, objected to issuing building permit for Hope Chest Company
until homes are built first by the Hope Chest Company in said addition.
Golden Valley State Bank - Commercial Building Permits
MOVED by Stark seconded by Rahn carried to instruct the Administrator to issue ,.
a building permit for said Bank Building, said building to have same set -back as
other V0.1dings on Winnetka, subject to the approval of plans by the Pacific
Coast Building Conference.
Forester Distributing Company Commercial Building Permit:
MOVED by Rahn seconded by Teresi carried to approve the plans and specifications
as presented and issue a building permit subject to certain stipulated street
easements.
Attorn=ts Report;_ Twin City Sanitation:
The Attorney stated that if the Village has been damaged as a result of the
workmanship of Twin City Sanitation Comparg2 it must take action but that it
is the owners responsibility to sue plumbers individually for damages to their
property. The Attorney further stated that the Council may cancel plumbers
licenses upon a showing of damages to municipal property and notify residents
of action they may take.
HijhM Department_ re: Highway #12 & County Road #18 Cloverleaf:
Member Rahn introduced the following smitten resolution and MVED its adoption,
ITMOLUTION FCR CONSTRUCTION OF CLOVEtUW ON HIGHWAY #12 & COUNTY ROAD #18,
GRADE SEPARATION". The motion for the adoption of the foregoing resolution was
duly seconded by Member Stark and, upon vote being taken thereon, the following
voted in favor thereof: Bies, Rahn, Stark, and Teresi, and the following voted
against same: None, whereupon said resolution was declared duly passed and
adopted, signed by the Mayor and his signature attested by the Clerk. See
Resolutions Book Page .
Clarence Green - Hardship Waiver:
MOVED by Stark seconded by Teresi carried to approve said waiver according to
plans on file. Member Rahn abstained from voting with the penTdssion of the
other members of the Council.

Request for Public Hearing - Gold Bond Comfy - Rezoning:
MOVED by Rahn seconded by Teresi to order publication of notice of call for public
hearing to rezone that part of N. 20 acres of Government Lot #4, S. 4, T 117, R 21,
for Gold Bond Company from Open Development to Industrual Zoning District. Upon
vote being taken thereon, the following voted in favor thereof: Bies, Rahn, and
Teresi, and the following voted against same: Stark, whereupon said motion was
declared lost.
Elstad Property - Second Reading Ordinance Rezoning to Open Development:
MOVED by Teresi seconded by Bies carried to give a second reading to an ordinance
entitled "AN ORDINANCE AMENDING THE ZONING CODE BY REPEALING PARAGRAPH 10 OF
SECTION 601 THEREOF".
MOVED by Stark seconded by Teresi carried to approve the above ordinance quoted
by title on its second reading and to order its publication. See Ordinance Book
Page �.
Alternate Judges & Election Clerks:
The Village Administrator presented a list of alternate Judges and Clerks as follows:
