REGULAR MEETING
of the
VILLAGE COUNCIL
April 2, 1957
Pursuant to due call and notice thereof a regular meeting of the Village
Council of the Village of Golden Valley, Hennepin County, Minnesota,
was held in the Village Hall in said Village on April 2, 1957, at 7:30
o'clock P.M. The following members were present: Bies, Nadasdy, Rahn,
Stark, and Teresi; and the following was absent: None.
The Mayor called the meeting to order at 7:40 o'clock P.M.
MOVED by Rahn seconded by Bies carried to approve the minutes of March
5, March 12, March 15, and March 19, 1957, as corrected and read.
Ordinance - Second Reading; Rezoning; Anthony Lane Studios:
MOVED by Teresi seconded by Stark carried to give a second reading to
an ordinance entitled: "AN ORDINANCE AMENDING THE ZONING CODE" (Anthony
Lane Studios), Ordinance No. 5, 1957.
MOVED by Stark seconded by Bies carried to approve the above ordinance
herein quoted by title on its second reading, subject to a check of the
legal description by the Village Attorney, and upon roll vote being
taken thereon, the members of the Council were recorded as voting, as
follows:

Ordinance - Second Reading; Rezoning;_B. F. Goodrich Company: (See
minutes of March 19, 1957)
Mr. Lamb, representative of the B. F. GoodrichCompany, and Mr. Engler
appeared for the purpose of answering questions regarding the intended
use of the property in question.
MOVED by Teresi seconded by Rahn carried to give a second reading to
an ordinance entitled: "AN ORDINANCE AMENDING THE ZONING CODE" (Conry-
M.N. & S. -Turner's Crossroad), Ordinance No. 6, 1957.
MOVED by Teresi seconded by Rahn carried to approve the above ordinance
herein quoted by title on its second reading and upon roll vote being
taken t?-ereon, the members of the Council were recorded as voting as
follows:

Whereupon the Mayor declared the motion carried.
Mr. Brooks Naffziger, 421 Turner's Crossroad South, appeared and spoke
against the rezoning of the area under consideration from Open Develop-
ment to Industrial Zoning.
Re: Senate File #1355 re: Hennepin County Library Tax Levy Limit:
The Village Administrator reported on Senate File #1355, regarding in-
creased use of the County Library and Minneapolis Library by suburban
municipalities.
MOVED by Rahn seconded by Bies carried to request Mr. Ray Black of the
Hennepin County Citizens League to appear before the Council on April
10, 1957, to answer further questions on said bill.
Street Name Chan es:
The Village Engineer advised the Council that the Planning Commission
recommended the renaming of certain streets in Schaper and Forster
properties.
MOVED by Rahn seconded by Teresi carried to give a first reading to an
ordinance entitled: "AN ORDINANCE ESTABLISHING CERTAIN STREET NAMES"
Ordinance No._J_?_, 1957, said ordinance changing the names of the fol-
lowing streets: "Schaper Street" changed to "Ottawa Avenue North" and
"Forster Street" changed to "Xenia Avenue South".
MOVED by Rahn seconded by Stark carried to approve the above ordinance
herein quoted by title on its first reading.
Correction of Erroneously Levied Special Assessments:
The Administrator stated that the Special Assessment Department recommend-
ed the reduction of assessments heretofore levied as follows:

The Canncil instructed that the special assessments on the following

The Council instructed the Engineer to recommend on April 16, 1957, pos-
sible solutions to the drainage problems of lot 12 and So. 40* of Lot
11, Block 5, Spring Green Addition. (Storm Sewer Improvement #17)
The Council tabled the matter of sanitary sewer special assessments on
the property of Mr. Irving Golden, 3227 - 36th Ave. No., pending further
studies by the Engineer.
N.W. Trunk Sewer Assessment:
Council decided that the week of July 22, 1957, will be set aside for
"gripe week" for Northwest Trunk Sewer Assessments.
Second Reading - Ordinance; Rezoning; Etzler Rest Home: (See minutes of
March 191) 1957)
The Village Attorney's letter dated April 2, 1957, was read and ordered
placed on file.
Mr. Blaisdell, Attorney for Mrs. Etzler, appeared for the purpose of
answering questions regarding the intended use of the property in question.
He stated that he could not recommend that his clients sign a letter
guaranteeing that they would never request tax exemption on the property
in question.
MOVED by Stark seconded by Bies carried to give a second reading to an
ordinance entitled "AN ORDINANCE AMENDING THE ZONING CODE", Ordinance
No. 7, 1957. Member Rahn voted "No".
MOVED by Teresi seconded by Stark to approve the above ordinance herein

MOVED by Rahn seconded by Bies carried to give a second reading to an
ordinance entitled:
"AN ORDINANCE AMENDING THE VILLAGE CODE" (On -Sale License Fee Increase),
Ordinance No. 8, 1957.
MOVED by Rahn seconded by Bies to approve the above ordinance herein
quoted by title on its second reading, and upon vote being taken there-

Ordinance Re: 12:00 o'clock Closing Hour:
The Village Attorney reported that Section 84,07 passed in 1949 covered
the closing tour of establishments holding various beverage licenses.
Douglas Drive Extended:
The Village Engineer reported are read a letter dated April 2, 1957. Said
letter was ordered placed on file. The Council requested that a record
of the minutes of the Hennepin County Highwayf Department regarding Douglas
Drive extended be obtained.
Member Stark introduced and read the following written resolution herein
quoted by title, and MOVED its adoption:
"RESOLUTION PROVIDING FOR PUBLIC HEARING ON PROPOSED PUBLIC
IMPROVEMENT ON DOUGLAS DRIVE NORTH" (Fund 21A)
The motion for the adoption of the foregoing resolution was duly seconded
by Member Bies and upon vote being taken thereon, the following voted in
favor thereof: Bies, Nadasdy, Rahn, Stark, and Teresi; and the following
voted against the same: None; whereupon said resolution was declared
duly passed and adopted, signed by the Mayor and his signature attested
by the Clerk, See Resolutions Book Page Said public hearing to
be held May,7, 1957.
MOVED by Stark seconded by Rahn carried to negotiate for right-of�-way and
to order condemnation proceedings for the right-of-way south of Golden
Valley Road and extending to Sixth Avenue North if, in the opinion of the
Attorney, said condemnation proceedings appear necessary,

MOVED by Teresi seconded by Stark carried to request Hennepin County
to include the widening of Douglas Drive to Medicine Lake Road in
their 1958 work program.
Proximity of Cesspools to Adjacent Property Lines:
Mr. Carl Quist, 7542 Sixth Avenue North, protested that there were
eight cesspools behind the Point Supper Club and that there might be
a danger of contaminating the water vein if deep cesspools are con-
structed.
MOVED by Bies seconded by Rahn carried to instruct the .Engineer to
investigate the matter.
Request for Commercial BuildinE Permit - Northern States Power Company:
Mr. Jerry Lohman, Mr. Wade Larkin, Mr. Donald E. Brockel, representa-
tives of the Northern States Power Company appeared for the purpose of
answering questions regarding building proposed to be constructed at
approximately 915 Winnetka Avenue North.
MOVED by Bies seconded by Stark carried to grant a building permit for
Substation Control House, "Medicine Lake Substation", per plat, plan
and specificiations on file.
Request for Storm Sewer:
A representative of St. Margaret Mary's Church, Mr. Logouski, requested
that storm sewer be installed in the church area. The Village Engineer
reported this area would be included in a report for street repair work
and improvement projects for 1957, at the Council meeting of April 16,
1957.
Request for Commercial Building Permit - Cockshutt Farm Equipment, Inc.:
Mr. E. R. Conry and a representative of the Cockshutt Farm Equipment
Company, appeared for the purpose of answering questions regarding the
proposed building at 800 Xenia Avenue South.
MOVED by Rahn seconded by Teresi carried to grant a building permit,
per plat, plans and specifications, subject to a review of plans by the
International Conference of Building Officials.
Establishment of Truck Routes:
The Village Attorney stated the Council has wide authority to establish
truck routes and to route truck traffic, and that he would give the
Village a written opinion on the matter
Special Village Election:

Council Meetinn - May 7, 1957 (Canvassing Board):
MOVED by Teresi seconded by Rahn carried to meet May 7, 1957, to act as
a Canvassing Board for the Special Election held on May 6, 1957.
Certificate of Indebtedness:
Member Teresi introduced the following resolution and MOVED its adoption:
"RESOLUTION AUTHORIZING ISSUANCE OF $67,495. CERTIFICATE OF INDEBTEDNESS,
PRESCRIBING THE FORM AND DETAILS THEREOF, AND LEVYING TAXES FOR THE PAY-

Police Department
The Acting Chief -6f -Police presented and read a report dated April 2, 1957,
regarding the use of the Trafficorder. Said letter was ordered placed on
file.
The Acting Chief -of -Police requested additional personnel for the Police
Department.
MOVED by Teresi seconded by Stark carried to approve the request.'for one
additional patrolman for the Police Department.
Request to Sublet, Sanitary Sewer Lateral Improvement 4a and 4b:
The Village Administrator presented and read a letter from the G. M. Orr
Engineering Company, dated March 27, 1957, in which Orfei and Mariani
requested permission to sublet portions of 1957 Lateral Sewer Imprxrements
4a and 4b. Said letter was ordered placed on file.
Special Council Meeting:
Council called a Special Meeting for April 10, 1957, at 8:00 o'clock
P.M. for the purpose of completing unfinished business.
