of the
VILLAGE COUNCIL
August 20, 1957
Pursuant to due call and notice thereof a regular meeting of the Village
Council of the Village of Golden Valley, Hennepin County, Minnesota, was
held at 8030 Olson Memorial Highway in said Village on August 20, 1957,
at 700 o'clock P. M.
The following members were present: Bies, Nadasdy, Stark, and Teresi;
and the following was absent: Rahn.
Present were Village Clerk and Administrator Owens, Village Engineer Donald
Sorensen, and Mr. Neal Peterson, of Helgeson & Kane, substituting for
Mr. Stanley D. Kane, Village Attorney.
The Mayor called the meeting to order at 7:15 o'clock P M.
Re: Correction of Minutes:
MOVED by Stark seconded by Bies carried to correct and/or amend the minutes
of the meetings of July 16, 1957, and July 30, 1957, as stated herein:
Minutes of July 16, 1957
A. On page 142 of the minute book by the insertion of the words
"before being adopted" in lieu of the words "after adoption"
after the word "approval" in the fifth line under the heading
"Re: Minutes:".
B. On page 150 thereof, under the heading, "Res Bookkeeper,"
by the deletion of the entire paragraph from the minutes.
C. On page 150 thereof, by the addition of the following entitled
section prior to the section on bills:
"Administrator's Duties: The Council discussed the duties and
responsibilities of the Administrator's office. A copy of the
state law specifically outlining the duties of the Village Clerk
under our form of government, were given to the Administrator.
There was also discussion of a letter sent to department heads
with reference to time off during lunch hour periods. The
Administrator agreed to furnish the Counci with this letter for
further discussion at a later date.')
Minutes of July 30, 1957:
A. On page 161 and 162 thereof under the heading: "Re: Communication
from the Administrator to the Mayor: "be deleted from the record
and that the record be amended by the substitution of the following
paragraph in lieu thereof:

"Mayor Nadasdy read a letter dated July 25, 1957, from Mr. R. W. Owens,
Village Administrator, for the advice of all members cf the Council.
Said letter was ordered placed on files;.
Re: Minutes of July 23, 1957:
The Clerk and Administrator advised the Council that the following minutes
of July 23, 1957, were to be corrected and/or amended as follows per agree-
ment reached at the meeting of August 6, 1957:
"On page 158 of the minute book under the headings "Re: Cost of Model;"
by amending said paragraph after the last word thereof by the addition
of the following words. "Member Bies abstained"."
On page 157 of the minute book under the headings "Ret Minutes:'f by
deleting therefrom in the first line of the second paragraph of said
item, the words "June 18, 1957; and substituting therefor the words
"July 2, 1957".
RetApproval of Minutes as Corrected:
MOVED by Stark seconded by Bies carried to approve the minutes of the meeting
of July 16, 1957, and July 30, 1957, and to defer action of approval on the
minutes of the meeting of July 23, 1957, and May 28, 1957,to the meeting of
September 4, 1957.
Public Hearing - Bituminous Surfacing, Scott Avenue:
The Village Clerk and Administrator presented an affidavit of publication of
notice in the official Village newspaper of public hearing to be held at this
time and place regarding the proposed improvement as described in said affidavit.
Said affidavit was examined, approved and ordered placed on file. The Village
Engineer advised the Council that the estimated cost of said improvement was
$11264.00, or $1.10 per front foot, and recommended the construction of said
improvement.
The Mayor announced that this was the time and place for the public hearing
above referred to and all persons present who desired to do so were afforded
an opportunity to express their views thereon, and all written objections
heretofore filed with the Clerk were presented and considered as follows. -

whereupon the Mayor declared the public hearing closed.
Member Stark then introduced the following resolution and MOVED its adoption,
said resolution to be entitled.-

"RESOLUTION ORDERING CONSTRUCTION OF AND DIRECTING PREPARATION OF FINAL
PLANS AND SPECIFICATIONS FOR A CERTAIN PROPOSED PUBLIC IMPROVEMENT (Fund 21
(j), Scott Avenue Bituminous Surfacing)
The motion for the adoption of the foregoing resolution was duly seconded by
Member Bies and upon vote being taken thereon, the following voted in favor
thereof: Bies, Nadasdy, Stark, and Teresi;
and the following voted against the same: None.
whereupon said resolution was declared duly passed and adopted, signed by the
Mayor and his signature attested by the Clerk. See Resolutions Book page.
Member Teresi then introduced the following resolution and MOVED its adoption,
said resolution to be entitled:
"RESOLUTION APPROVING PLANS AND SPECIFICATIONS AND ORDERING ADVERTISEMENT FOR
BIDS, AND ORDERING THAT WORK BE DONE BY A CHANGE ORDER (Fund 21 (j), Scott
Avenue Bituminous Surfacing)
The motion for the adoption of the foregoing resolution was duly seconded by
Member Bies and upon vote being taken thereon, the following voted in favor
thereof: Bies, Nadasdy, Stark, and Teresi;
and the .following voted against the same: None,
whereupon said resolution was declared duly passed and adopted, signed by the
Mayor, and his signature attested by the Clerk. See Resolutions Book page.
Ratification of Award of Contracts Made on August 9, 1957:
MOVED by Bies seconded by Stark carried that the action of the Council at its
special meeting held August 9, 1957, in awarding contracts to successful
bidders on Fund 21 projects is hereby ratified, and the amount of work to be
done in connection with the Toledo Avenue project shall be as set forth in a
change order as prepared by the Village Engineer.
Request for Building Permit -Multiple Dwellings, Douglas Drive & St. Croix:
Mr. Duane W. Foss presented plans and specifications for the above referenced
dwellings.
MOVED by Teresi seconded by Stark carried to instruct the Building Inspector
to issue a building permit for multiple dwellings to be located at St. Croix
Avenue and Douglas Drive per plans and specifications on file and subject to
the approval of the plans by the International Conference of Building Officials.
Request for Public Hearing -_Rezoning, Calvary Temple Church, Highways #55 & #100.-
Mr.
100:
Mr. Thomas Vennum, attorney for the Calvary Temple Church, appeared and requested
a public hearing on the rezoning of a piece of land from Open Development to
Institutional. See Planning Commission minutes of July 11, 1957•

MOVED by Bies seconded by Stark carried to instruct that notice of public
hearing be inserted in the official Village newspaper on the above referenced
rezoning, said public hearing to be held on September 17, 1957•
Reluest for Rezones- Elmer Lamphere, Winnetka Avenue and Medicine Lake Road:
MOVED by Bies seconded by Teresi carried to defer the above referenced request
for rezoning to the meeting of September 4, 1957.
Re: Rezoning of Certain Areas to Institutional Use:
MOVED by Teresi seconded by Bies carried to instruct that notice of public
hearing be inserted in the official Village newspaper of the rezoning of two
parcels of land owned by Independent School District #138; Independent School
District #24; Village of Golden Valley Fire Station No. 2; Golden Valley
Village Hall; proposed Golden Valley Village Hall Site; Brookview Golf Club;
and the Golden Valley Golf Club, said public hearing to be held on September
17, 1957.
Golden Valley Park Board - Retention of Mr. Robert Corwine:
A letter from the Park Board dated July 26, 1957, was presented to the Council,
read, and ordered placed on file. No action taken.
Golden Valley Park Board - Acpuisiti� PropertZ Adjacent to Scheid's Park;
Mr. Sheldon Ostroot, President of the Golden Valley Park Board presented a
plan for the purchase of certain parcels of land surrounding Scheid's Park.
The Council suggested that a member of the Park Board, a member of the
Planning Commission,and the Council Park Commissioner meet with the Scheid.
family to determine if a satisfactory financial arrangement can be made to
acquire said lots for park purposes.
Re: Letter to Park Board from Golden Valley League of Women Voters
Aletter from the Golden Valley League of Women Voters was presented to the
Council, read and ordered placed on file.
Request for Commercial Building Permit - B. F. Goodrich Com)any:
MOVED by Teresi sconded by Bies carried to instruct the Building Inspector to
issue a building permit for the commercial building of the B. F. Goodrich
Company per plans and specifications on file, subject to the approval of
said plans by the International Conference of Building Officials, and further
subject to ornamental plantings per plans. Member Stark voted "NO".
Re: Claim of Mr. Joseph Kostak - Meadow at Laurel & Louisiana Avenues:
Mr. Joseph Kostak appeared to present a claim to the Village for alleged
damage resulting from the flooding of a meadow at Laurel and Louisiana
Avenues. A report of the Village Engineer dated August 20, 1957, was read
and ordered placed on file.

MOVED by Bies seconded by Stark carried to authorize an expenditure of not
more than $500.00 to do whatever work that might be deemed necessary by the
Village Engineer in order to prevent any damage from flooding waters to
Louisiana Avenue, and further, that the claim of Mr. Kostak be referred to
the Village insurors, Anchor Casualty Company.
Request for Billboard Permit - Murri-Mac Company:
Mr. William Pitt of the Murri-Mac Company appeared and presented his request
for a billboard permit. The matter was deferred to the meeting of September
17, 1957.
Re: Billboards:
The Council instructed that the Planning Commission study the matter of the
regulation of billboards at its meeting of September 12, 1957. Mayor Nadasdy
further suggested that the ordinances regarding billboards should be studied
with a view toward revision of all such ordinances.
Re: Douglas Drive Extended:
MOVED by Bies seconded by Stark carried to accept the recommendation of the
County Engineer dated August 13, 1957, and to urge the project's (County
Project 5613) inclusion in the 1958 work program of the Hennepin County
Highway Department.
Contract with Great Northern Railway Drainag�ovement, Zephyr Place:
The report of the Village Engineer dated August 20, 1957, was read and ordered
placed on file.
MOVED by Stark seconded by Bies carried to authorize the Village Clerk to
execute a contract between the Village of Golden Valley and the Great
Northern Railway for joint participation in the cost of a minor drainage
improvement, (not to be specially assessed), located at the intersection
of Zephyr Place and the Great Northern Right-of-way.
Recommendations of the Civil Service Commission Re: Police Eligible Resister
MOVED by Stark seconded by Bies carried to accept the eligible list of men
who have qualified to become police officers for the Village of Golden Valley
as submitted by the Civil Service Commission, said list dated August 16, 1957•
The letter of Mr. D. W. Foss, dated August 20, 1957, was read and ordered
placed on file.
Re: Special Meeting of the Village Council
MOVED by Teresi seconded by Bies carried to call a special meeting of the
Village Council to be held at 8030 Olson Memorial Highway, at 7:B0 o'clock
P. M. on August 27, 1957.

The Mayor presented the letter of resignation of Member Rahn, dated July 30,
1957, and Mayor Nadasdy's subsequent reply thereto dated August 2, 1957•
