REGULAR MEETING
of the
VILLAGE COUNCIL
January 20, 1959
Pursuant to due call and notice thereof, a regular meeting of the Village
Council of the Village of Golden Valley, Hennepin County, Minnesota was
held at 7840 Sixth Avenue North, in said Village on January 20, 1959, at
7:30 o' clock P. M.
The following members were present: Bies, Flannagan, Nadasdy, Scherer,
and Teresi; and the following was absent: None.
Present were Village Clerk and Administrator, Roger K. Ulstad; Village
Attorney, Stanley D. Kane; Village Engineer, Donald Sorensen; Building
Inspector, Dan Lynch; Deputy Clerk, Helen Penniman; Plumbing Inspector,
Harry Hamman.
Minutes of December 16 1958• December 23 1958• JanuarX 6 1959:
MOVED by Teresi seconded by Flannagan carried to approve the minutes of
December 16, 1958; December 23, 1.958; and January 6, 1959.
Awarding of Bids - Voting Machines:
The Administrator presented an affidavit of publication in the official
newspaper of the call for bids for said voting machines. Said affidavit
was examined, approved and ordered placed on file in the Clerk's office.
The Administrator reported that one sealed bid had been received. Said
bid upon being opened, was found to be as follows:

MOVED by Flannagan seconded by Bies carried to defer the awarding of said
bid until February 3, 1959.
Public Hearings - Rezoning -Calvary Lutheran Church, 739 Pennsylvania;
Lot 13 of Hawkins re -arrangement of Lot 5:
The Administrator presented an affidavit of publication in the official
newspaper of the notice of public hearings on the proposed rezoning as
described in said affidavit. Said affidavit was examined, approved and
ordered placed on file in the Clerk's office.
The Mayor announced that this was the time and place for the public hear-
ings above referred to and all persons present who desired to do so were
afforded an opportunity to express their views thereon, and all written
objections heretofore filed with the Clerk were presented and considered
as follows:

The Mayor closed the public hearings.
MOVED by Teresi seconded by Flannagan carried to give a first reading to
an ordinance entitled:
"AN ORDINANCE AMENDING THE ZONING CODE"
(Calvary Lutheran Church; Lot 13, Hawkins Re -arrangement)
MOVED by Teresi seconded by Flannagan carried to approve the ordinance
herein quoted by title on its first reading.
Ice Center - Parking Problem:
Mr. Lyman Wakefield and Mr. Fischer were present. They stated that they
were continuing to attempt to arrange additional parking facilities. They
requested that any complaints regarding parking by their customers be passed
on to them in order that they might attempt to settle said complaints.
Vacation of Alley -.4y Wne Osmundson:
Mr. and Mrs. Osmundson were present. The Administrator read the Planning
Commission's recommendations (see minutes of January 15, 1959).
MOVED by Flannagan seconded by Teresi carried to call a Public Hearing on
the above referenced matter on February 17, 1959.
Second Reading - Ordinance - Amendment to Building -Code
Member Scherer introduced the following resolution and MOVED its adoption:
"RESOLUTION"
(Regulating Exterior Materials of all Buildings)
The motion for the adoption of the foregoing resolution was duly seconded by Mem-
ber Flannagan, and upon vote being taken thereon, the following voted in favor
thereof: Bies, Flannagan, Nadasdy, Scherer and Teresi; and the following
voted against the same: None, whereupon said resolution was declared duly
passed and adopted, signed by the Mayor and attested by the Village Clerk.

MOVED by Bies seconded by Flannagan carried to give a first reading 'to an
ordinance entitled:
"AN ORDINANCE REGULATING THE HANDLING, STORING, OFFERING
FOR SALE OF GROCERIES, VEGETABLES, FRUITS, MILK AND DAIRY
PRODUCTS, MEATS, MILK, BAKERY PRODUCTS, CONFECTIONERY,
ICE CREAM, SOFT DRINKS, MEALS OR LUNCHES AND ALL PROVISIONS
AT RETAIL AND TO PROVIDE FOR LICENSING PERSONS ENGAGED IN
SUCH BUSINESS"

First Readin -Ordinance-Dis osition of Lost and Found Articles:
MOVED by Bies seconded by Scherer carried to give a first reading to an
ordinance entitled:
"AN ORDINANCE PROVIDING FOR THE CUSTODY AND DISPOSAL
OF PROPERTY COMING INTO THE POSSESSION OF THE
VILLAGE OF GOLDEN VALLEY AND REMAINING UNCLAIMED"
MOVED by Flannagan seconded by Teresi carried to approve the ordinance
herein quoted by title on its first reading.
Request for Street Light - Douglas Drive and St. Croix Avenue:
The Administrator presented a request for a street light at the above ref
erenced location by Roy Lindgren of Roy's Pure Oil, dated January 14, 1959.
Council deferred A. tion on the above referenced matter until a survey on
street lights is completed.

Zonin -Stud 100' 0 en Zoning South Side Bassett's Creek from Winnetka
to Vermont:
The Administrator presented the Planning Commission's recommendation
(see minutes of January 15, 1959).
Council deferred action on the above referenced matter pending further
information.
Ordinance Waiver -Douglas Anderson, 213 South Westwood Drive:
The Administrator presented the Planning Commission*s recommendation
(see minutes of January 15, 1959).
MOVED by Flannagan seconded by Bies carried to deny the request for waiver
of ordinance upon recommendation of the Planning Commission.
Hardship Waiver -Duane Foss, W. Constance Drive and St. Croix
Request by Villa a of Cr stal to meet with Golden Valley and New Hoe at
Crystal Village Hall, Re: Water Conservancy District. January 28. 1959:
Council discussed the purpose of the proposed meeting and decided to send
representatives to the proposed meeting at Crystal on January 28, 1959.
Minneapolis Gas Company, New Schedule on General Service Rate:
The Administrator presented the new schedule for General Service Rate,
dated January 9, 1959. Said schedule was ordered placed on file in the
Clerk's office.
Designation of Alternate Board Member Suburban Gas Agency:
The Administrator presented the minutes of the meeting of Board of Directors,
Suburban Gas Agency, dated January 2, 1959. Said minutes were ordered placed
on file in the Clerk's office.
MOVED by Teresi seconded by Flannagan carried to appoint Mr. Roger K. Ulstad
as alternate board member to the Suburban Gas Agency.
Discussion of Ordinance Change re: Sewer and Plumbing Fees:
The Administrator presented a Proposed Fee Schedule dated January 20, 1959.
Said schedule was ordered placed on file in the Clerk's office.

for the above referenced location upon the recommendation
of the Planning

Regular Meeting of the Village Council, January 20, 1959
Council instructed the Village Attorney to draw up an amendment to the
ordinance incorporating said schedule in said ordinance for the meeting
of February 3, 1959.
Designation of Official Newspaper for 1959:
Mr. Donald Wrenn, Managing Editor of the Suburban Press of Golden Valley,
was present and submitted a Circulation Report dated January 17, 1959.
Said report was ordered placed on file in the Clerk's office.
Council suggested the "Little League" be contacted for a subscription
drive.
MOVED by Flannagan seconded by Bies carried to designate the Suburban
Press of Golden Valley as the official newspaper for 1959.
Direct Service Station re: Standard Oil Sign:
Mr. Clarence Sheedy appeared and complained that the Standard Oil sign
obscured his sign.
Council took no action.
Request for White Print Machine and Surveyors Vehicle:
The Village Engineer presented a request to advertise for bids for a
White Print Machine on the 17th of February, 1959 and "Surveyors Vehicle"
on February 3, 1959.
MOVED by Flannagan seconded by Bies carried to approve the request to ad-
vertise for bids for a White Print Machine February 17, 1959 and"Surveyors
Vehicle" on February 3, 1959.
Discussion of justice of the Peace Court:
Council had a general discussion of Justice of the Peace Court. No
action was taken.
a1 of Commissioners Award: Condemnation, Raymond and Good Shepherd
(58-L.F.-I. 11) :
The Village Attorney presented the award of the Commissioners in the Con-
demnation of Raymond and Good Shepherd (58-L.F.-1 and 11). The Attorney
recommended the payment of said awards.
MOVED by Teresi seconded by Flannagan carried to approve the award of the
Commissioners in the Condemnation of Raymond and Church of the Good Shepherd
(58-L.F.-1 and 11), as recommended by the Village Attorney.
Re: Proposed Agreement for Water Supply by City of Minneapolis:
The Village Attorney discussed his letter of January 14, 1959, addressed
to the Village Council and Administrator, and his letter of January 14,
1959,

addressed to the Village Engineer re: Parkview Terrace Water Main.
The Village Attorney requested instructions. No action was taken by the
Council.
Approval of Board of Fire Officers for 1959•
The Administrator presented a letter dated January 6, 1959, from the
Golden Valley Fire Department re: Board of Fire Officers for 1959. Said
letter was ordered placed on file in the Clerks office. The following is

MOVED by Scherer seconded by Flannagan carried to approve the bills as
submitted on the prelist.
Re: Memo - Notice of Termination:
The Administrator presented a memo dated September 12, 1957, re: Notice
of Termination. Council deferred the matter to February 3, 1959.
Re: Wage Schedule for 1959:
All present agreed to add the above matter to the agenda.
The Administrator presented a proposed wage schedule, dated January 8, 1959,
for Heavy Equipment and Light Equipment Operators. Said schedule was ord-
ered placed on file in the Clerk*s office.
MOVED by Flannagan seconded by Scherer carried to approve the schedule as
follows: Heavy Equipment Operator $467.00 base plus insurance and health,
Light Equipment Operator $409.00 plus insurance and health.
MOVED by Scherer seconded by Flannagan carried to adjourn the meeting at
11:30 o•clock P. M.
