December 1, 1959
Pursuant to due call and notice thereof, a regular meeting of the Village
Council of the Village of Golden Valley, Hennepin County, Minnesota, was held
at 7800 Golden Valley Road in said Village on December 1, 1959, at 7:30
o•clock P. M.
Invocation: Reverend Ernest A. Gjelten, Calvary Lutheran Church, 7520
Golden Valley Road.
The Following members were present: Bies, Flannagan, Nadasdy, Scherer, and
Teresi,• and the following was absent: None.
Present were Village Clerk and Administrator, Roger K. Ulstad, Village
Attorney, Stanley D. Kane; Village Engineer, Donald Sorensen, Building Inspec-
tor, Dan Lynch; Deputy Clerk, Helen Penniman.
Minutes of November 17, 1959:
MOVED by Bies seconded by Flannagan carried to approve the minutes of November
17, 1959, as submitted to the Council:
Continued Public Hearing -Rezoning, 7421 Glenwood Avenue:
Mr. Duane Foss presented a revised drawing of the proposed mortuary for
Pankonie & Ranville at 7421 Glenwood Avenue.
The Administrator read the recommendations of the Planning Commission. (See
minutes of Planning Commission for October 15, 1959).

Donald Werneke Mr. Werneke presented a petition
531 Kelly Drive which was ordered placed on file
in the Clerk's office. Feels this
business would reduce the value of
homes in the area.
Gene Gollehon Mr. Gollehon feels the same as
521 Kelly Drive Mr. Werneke.
F. H. Winney Mr. Winney agrees with Mr. Werneke.

Mrs. Werneke Mrs. Werneke feels it would not

in question is of low nature, in
his opinion would never be suited
for residential development.
MOVED by Teresi seconded by Flannagan carried to refer the matter to the
Planning Commission for further study and recommendation.
MOVED by Teresi seconded by Flannagan carried to continue the public hearing
to December 15, 1959.
Second Reading_- Ordinance Amending the Zoning Code (Forman -Ford):

OBJECTION
Still objects to the proposed
plant, feels the mixing of varnish
will have an odor.
What will prevent the increase of
varnish cooking?
Mr. Aufderheide stated the refining
process and mixing of varnish was
the most odorous.
REASON
There is no washing process in the
present plant and they have no plans
to install a washing process in the
proposed plant. Mr. Potter stated
he was willing to sign a written
agreement regarding odor control,
and the prohibition of crushing and
processing of linseed oil as a
supplemental agreement to the build-
ing permit.
The Administrator submitted a report by the village staff on the investigation
of the operation of the Forman -Ford present plant, said report was ordered
placed on file in the Clerk*s office.

an ordinance entitled:
"AN ORDINANCE AMENDING THE ZONING CODE"

MOVED by Teresi seconded by Flannagan carried to approve the ordinance herein
quoted by title on its second reading and to order publication thereof. See

Public Hearin -Street Vacations 27th Avenue and Douglas Avenue:
The Administrator presented an affidavit of publication in the official news-
paper of the notice of public hearing on said street vacations as described
in said affidavit. Said affidavit was examined, approved and ordered placed
on file in the Clerk's office.
The Mayor announced that this was the time and place for the Public Hearing
above referred to and all persons who desired to do so were afforded an
opportunity to express their views thereon, and all written objections hereto-
fore filed with the Clerk were presented and considered as follows:

The Administrator presented the recommendations of the Planning Commission,
(see Planning Commission minutes of 11-12-59).
Mr. Elmer Crowl was present to request the vacation of 27th Avenue between
Kyle and June Avenues.
The Mayor closed the public hearing.
Member Flannagan introduced the following resolution and MOVED its adoption:
"RESOLUTION VACATING STREETS"
(Douglas Avenue and 27th Avenue)
The motion for the adoption of the foregoing resolution was duly seconded by
member Scherer and, upon vote being taken thereon, the following members
voted in favor thereof: Bies, Flannagan, Nadasdy, Scherer, and Teresi;
and the following voted against the same: None,
whereupon said resolution was declared duly passed and adopted, signed by
the Mayor, and his signature attested by the Clerk. See Resolutions Book

Continued Public Hearing - Rezoning, Etzler; Multiple Dwellin
Mr. Yngve, attorney representing Mrs. Etzler, presented a written agreement
regarding the rezoning of said property. Said agreement was ordered placed
on file in the Clerk's office.
The Mayor closed the public hearing.
MOVED by Flannagan seconded by Teresi carried to give a first reading to an
ordinance entitled:
"AN ORDINANCE AMENDING THE ZONING CODE"

MOVED by Flannagan seconded by Bies carried to approve the ordinance on its
first reading.
Request for Building Permit - Valley of Peace Lutheran Church, 4735 Bassett's
Creek Drive, Lund -Martin Company:
The Building Inspector submitted the plans for the above referenced building.
MOVED by Bies seconded by Scherer carried to grant the building permit
subject to the approval of the Building Inspector.
Second Reading - Ordinance Rezoning, Lutheran Bible Institute:
MOVED by Flannagan seconded by Bies carried to give a second reading to an
ordinance entitled:
"AN ORDINANCE AMENDING THE ZONING CODE"

Council deferred the matter to March, 1960
Residential_ and Industrial Valuations by School Districts:
Council discussed the valuations as submitted by the Assessor dated November
30, 1959, said assessed valuations were ordered placed on file in the Clerkts
office.
Request for Public Hearing - January 5, 1960, Rev_. E. A. Hagberg, 4430 Golden
Valley Road:
MOVED by Bies seconded by Flannagan carried to call a public hearing on
January 5, 1960, to rezone the above referenced property.
Hospitalization and Medical Insurance Contract:
All present agreed to add the above matter to the agenda.
The Administrator presented the request for approval of the contract with
Provident Mutual Life Insurance Company.
MOVED by Flannagan seconded by Scherer carried to approve the contract with
Provident Mutual Life Insurance Company of Philadelphia for hospitalization
and major medical insurance for Village employees, the Village to pay the
same proportion as previously.
Request to Advertise for Bids for Police Patrol Car:
All present agreed to add the above matter to the agenda.
The Administrator presented the request to advertise for bids for a Police
Patrol Car.
MOVED by Teresi seconded by Flannagan carried to advertise for bids for a
Police Patrol car on December 15, 1959.

Letter from Villi of Plymouth:
All present agreed to add the above matter to the agenda.
The Administrator read a letter from the Village of Plymouth dated November
30, 1959. Said letter was ordered placed on file in the Clerk's office.
Appointment of Chief -of -Police, Civil Service Commission:
All present agreed to add the above matter to the agenda.
The Administrator read a letter dated November 30, 1959, from the Civil
Service Commission certifying Everett Frandsen as Chief -of -Police as the
results of an intra -departmental test, with a six months probationary period.
Said letter was ordered placed on file in the Clerk's office.
MOVED by Teresi seconded by Flannagan carried to appoint Everett Frandsen as
Chief -of -Police upon the certification of the Civil Service Commission,
effective immediately.
Bills:
MOVED by Flannagan seconded by Teresi carried to approve the bills as sub-
mitted on the prelist.
MOVED by Scherer seconded by Bies carried to adjourn the meeting at 10:30 P.M.
