March 1, 1960
Pursuant to due call and notice thereof, a regular meeting of the Village
Council of the Village of Golden Valley, Hennepin County, Minnesota, was
held at 7800 Golden Valley Road in said Village on March 1, 1960, at
7:30 o*clock P. M.
The following members were present: Bies, Flannagan, Nadasdy, Scherer, and
Teresi; and the following was absent: None.
Present were Village Manager & Clerk, Roger K. Ulstad; Village Attorney,
Stanley D. Kane; Village Engineer, Donald Sorensen; Building Inspector,
Dan Lynch; Deputy Clerk, Helen Penniman; Vice President of the Planning
Commission, Joe L. Brown.
The Mayor called the meeting to order at 7:30 o'clock P. M.
Invocation: Rev. Stanley G. Hanks, Golden Valley Methodist Church, 6731 Golden
Valley Road.
Minutes of February 16, 1960:
MOVED by Bies seconded by Flannagan carried to approve the minutes of
February 16, 1960, with the addition of a favorable motion regarding the
Financial Report for 1959.
Awarding of Petroleum Bids, (Opened February 16,1960):
The Village Manager presented the recommendations from the Village Engineer
dated February 17, 1960, recommending the bid be awarded to Wm. McCoy, found
to be the low bidder after tabulation disclosed an error in the bid of Barron
Oil Company.
MOVED by Bies seconded by Scherer carried to award the bid to Wm. McCoy as
recommended by the Village Engineer.
Public Hearing -Zoning, Rev. Hagberg, 5800 St. Croix Avenue, Home for Elderly:
The Village Manager presented an affidavit of publication in the official
newspaper of notice of public hearing on said zoning as described in said
affidavit. Said affidavit was examined, approved and ordered placed on
file in the Clerk's office.
The Mayor announced that this was the time and place for the Public Hearing
above referred to and all persons who desired to do so were afforded an
opportunity to express their views thereon, and all written objections
heretofore filed with the Clerk were presented and considered as follows:

Rev. Hagberg and Mr. Hillstrom, his architect, presented the proposed plans
for the home for the elderly to the Council.
The following residents of the area appeared to question various phases of
the proposed home for the elderly: Mr. Robert F. Shreve, 5820 Golden Valley
Road; John M. Pearson, 1601 Xenia Avenue North; B. A. McClellan, 5900
Golden Valley Road; William Lyders, 5929 St. Croix Avenue.
Mr. Joe L. Brown, Vice President of the Planning Commission, presented the
recommendation of the Planning Commission. (see minutes of Jan. 14, 1960).
The Mayor closed the Public Hearing.
MOVED by Teresi seconded by Flannagan carried to give a first reading to an
Ordinance entitled:
"AN ORDINANCE AMENDING THE ZONING CODE"
(Institutional - Hagberg)
MOVED by Teresi seconded by Flannagan carried to approve the ordinance
herein quoted by title on its first reading.
Public Hearing -Zoning, Wisconsin Terrace:
The Village Manager presented an affidavit of publication in the official
newspaper of notice of public hearing on said zoning as described in said
affidavit. Said affidavit was examined, approved and ordered placed on
file in the Clerk*s office.

Amending the Zoning Code (Annual Updating) by adding said zoning as No.
39 (Wisconsin Terrace) to the Ordinance.

an ordinance entitled:
"AN ORDINANCE AMENDING THE ZONING CODE"

Request for Sign Permit -Rainbow Plastics, 6012 Wayzata Boulevard:
The Building Inspector presented the request for a sign permit for Rainbow
Plastics, 6012 Wayzata Boulevard.
MOVED by Flannagan seconded by Scherer carried to approve the request for
a sign permit for Rainbow Plastics, 6012 Wayzata Boulevard, subject to the
approval of the Building Inspector.

The Building Inspector presented the request for a sign permit by Richard
Neslund, Sumter & Wayzata Boulevard:

U. S. Bench Corporation -Courtesy Benches, Mr. Rollie Danielson:
Mr. Rollie Danielson presented a written request for bench permits for
courtesy benches dated March 1, 1960. Said letter was ordered placed on
file in the Clerk's office.
Council instructed the Village Attorney to draw up an ordinance for permits
and licensing of courtesy benches in the Village of Golden Valley.
MOVED by Teresi seconded by Flannagan carried to approve the request to
place a courtesy bench in the village at the following locations:
Highway #100 at Golden Valley Road and Golden Valley Road at Winnetka.

The Village Manager presented the request for approval of Metes and bounds

bounds description of lots 11, 12, Block 1, 1st Addition Lakeview Heights.
Re: Street Vacation, N.W. corner Douglas Drive and Golden Valley Road:
The Village Engineer stated that future traffic may necessitate a right
turn lane on Golden Valley Road from Douglas Drive. Council requested
further study and recommendation.

MOVED by Scherer seconded by -Gies carried to rescind the motion calling a
public hearing for said street vacation.
Resolution Approving Route Change, North Hennepin Transit Company.
Member Flannagan introduced the following resolution and MOVED its adoption:

The motion for the adoption of the foregoing resolution was duly seconded by
Member Teresi and, upon vote being taken thereon, the following voted in
favor thereof: Bies, Flannagan, Nadasdy, Scherer and Teresi;
and the following voted against the same: None,
whereupon said resolution was declared duly passed and adopted, signed by
the Mayor and his signature attested by the Clerk. See Resolution Book
page �21,0 .
Appointment of Members to Park & Recreation Commission:
The Village Manager presented a list of recommendations to the Council for
appointment to the Park & Recreation Commission.

Re: Dischinger Property -Park:
The Village Engineer read a letter dated February 17, 1960, addressed to
Mr. Dischinger regarding the acquisition of their property for park purposes.
Mr. & Mrs. Dischinger were present and discussed the matter with the Council.
MOVED by Flannagan seconded by Teresi carried to refer the matter to the
Village Manager and Village Attorney for further study and recommendation. -
MOVED by Teresi seconded by Flannagan carried to instruct the Village Attorney
to negotiate or start condemnation proceedings to acquire the five acres to
the north of the Dischinger property, owned by Karl Sollner, for park purposes.
Application for Off -Sale Liquor License, Helen A. Gracyasz:
Mrs. Helen A. Gracyasz appeared to request an Off -Sale Liquor License.
Council requested the applicant to submit a location for their approval and
stated the issuing of an Off -Sale Liquor License would be subject to the
disposal of the tavern and 3.2 On -Sale Beer License at 9400 -6th Ave. North.

Discussion of Architect for Firemen's Dormitory:
Mr. Al Hanover, Chief of Fire Department, presented the preliminary plans
for the addition of a dormitory to the present fire station located on
1000 North Lilac Drive. Mr. Hanover recommended the architects Hills -
Gilbertson & Fisher, 6009 Wayzata Boulevard who drew the preliminary plan.
MOVED by Scherer seconded by Bies carried to ratify the action taken by
-the Fire Department and hire the firm of Hills -Gilbertson & Fisher to
complete the plans for said dormitory, upon the recommendation of the Fire
Department.
Re: Petition (60 -SS -5) Bergstrom & Matzke:
Mr. Bergstrom and Mr. Matzke appeared to petition for the assessment for
Storm Sewer (60 -SS -5) against lots comprising their property to be paid by
individual lots over five years, at which time the total assessment due
on said property be paid in full. Said petition dated February 27, 1960,
was ordered placed on file in the Clerk's office.
MOVED by Teresi seconded by Scherer carried to defer the matter to the
meeting on April 5, 1960.
Re: Lot AA, Tract H, R. L. S. #30, Mollen's Addition:
All present agreed to add the above matter to the agenda.
Mr. Ruben Buettner appeared and requested an easement for road purposes for
Lot AA, Tract H, R. L. S. #30, Mollen's Addition, said easement to go with
the land.
MOVED by Flannagan seconded by Scherer carried to approve the request for
an easement for road purposes to go with the land for Lot AA, Tract H,
R. L. S. #30, Mollen's Addition.
Report on Suburban Gas Agency:
Council discussed the Suburban Gas Agency report dated February 10, 1960,
and ordered a copy placed on file in the Clerk's office. No action was
taken.
Panel Report, Mr. Larkin McLellan:
Council deferred the above matter to the meeting of March 15, 1960.
Re: Meeting of Plymouth, New Hope, St. Louis Park, Crystal, Trunk Storm Sewer:
Council discussed the proposed meeting of the above referenced communities
with Golden Valley to discuss a trunk storm sewer. Council called a meeting
for Wednesday, March 30, 1960, at 1:30 o*clock P. M. and appointed Mr. Teresi
to represent the Council at said meeting.

Approval of Mutual Agreement (Fire Department):
The Manager presented the Mutual Agreement for Aid for North Hennepin (Fire
Department) to Council.
MOVED by Flannagan seconded by Scherer carried to approve the request for
Mutual Aid Agreement.
Report on France Avenue & Hwy. #12, Proposed Interchange:
The Village Manager presented a written report dated February 25, 1960,
regarding a proposed interchange at France Avenue & Hwy. #12. Said
report was ordered placed on -file in the Clerk's office. -
House Moving License & Permit -James M. Maas, 5722 Wayzata Boulevard:
The Building Inspector presented the request for a license and house moving
permit for James M. Maas, to remove a house at 5722 Wayzata Boulevard from
the Village.

House Moving License and permit for James M. Maas, for 5722 Wayzata Boulevard.
