October 4 1960
Pursuant to due call and notice thereof, a regular meeting of the Village
Council of the Village of Golden Valley, Hennepin County, Minnesota, was
held at 7800 Golden Valley Road in said Village on October 4, 1960, at
7:30 o'clock P.M.
The following members were present: Bies,Flannagan, Nadasdy, Scherer_,
and Teresi; and the following was absent: None.
Present were Village Manager and Clerk, Roger K. Ulstad; Village Attorney,
Stanley D. Kane; Village Engineer, Donald Sorensen; Building Inspector,
Dan Lynch; Deputy Clerk, Helen Penniman; Village Assessor, Robert Burns.
The Mayor called the meeting to order at 7:40 o'clock P. M.
Invocation: Fr. Rudolph M. Henrich, St. Margaret -Mary Church, 2300 Zenith Ave.
Minutes of September 6th, September 14th, September 20th, September 27, 1960:
MOVED by Teresi seconded by Flannagan carried to approve the minutes of
September 6th, September 14th, September 20th, and September 27, 1960, as
submitted to the Council.
Mrs. Lazarus, League of Women Voters, invited the Council and Village Officials
as well as members of the audience to a state and district candidates meeting
at the Robbinsdale High School on October 26, 1960, at 8:00 P. M.
Publics Hearing re: +Assessments re Various Public Improvements:
The Village Manager presented an affidavit showing publication of notice of
hearing on the proposed assessments for various public improvements in the
Village of Golden Valley on September 8, 1960, in accordance with the
resolution adopted September 6, 1960, which affidavit was examined, found
satisfactory, and ordered placed on file in the Clerk's office.
The Mayor announced that the meeting was open for the consideration of
objections, if any, to said proposed assessments. All persons were then
given an opportunity to present oral objections, and all written objections
theretofore filed with the Village Clerk were presented and considered, and
all such objections weretabulated as follows:
Sanitary Sewer - Lateral Sewer - 59:

Mr. George Mollen His figures do not agree with the

M.N. & S. R. R. right-of-way is included in the
-assessment.
Mr. Wm. E. Olson Has pie shaped lot, how is the

Member Teresi then introduced the following resolution and MOVED its adoption:

ASSESSMENTS FOR VARIOUS PUBLIC IMPROVEMENTS (1959 and 1960)•"
The motion for the adoption of the foregoing resolution was duly seconded
by Member Flannagan, and upon vote being taken thereon, the following voted
in favor thereof: Bies, Flannagan, Nadasdy, Scherer, and Teresi;
and the following voted against the same: None,
whereupon said resolution was declared duly passed and adopted, signed by the

Lawrence Henderson, 8030 Maren Lane, Sewer Assessment:
Mr. Henderson requested an adjustment on the footage assessable for lateral
sewer.
MOVED by Bies seconded by Scherer carried to approve the reduction of the
assessable front footage to 115 feet for Mr. Lawrence Henderson, 8030 Maren
Lane.
Request for Building Permit -Buhler Mill Engineering Company 8925 "a zata Blvd
The Building Inspector presented the proposed plans for Buhler Mill Engineering
Company, Mr. Robert Hanson, architect, represented the Buhler Mill Engineering
Company.
The proponents requested a waiver of the 35 foot front set -back. Council
referred the matter to the Ordinance Waiver Committee and the Planning
Commission for recommendation.
Reuest for Building Permit, Well Drillers Supply, 705 Pennsylvania Ave._So.-.
The Building Inspector presented the proposed plans for an addition to the
Well Drillers Supply building at 705 Pennsylvania Avenue South. Mr. Larry
Swanson appeared to answer questions regarding the property.
MOVED by Teresi seconded by Flannagan carried to approve the request for a
building permit subject to the following stipulations: that the area
surrounding the present building be cleaned up to the satisfaction of the
Village Manager and the applicant paint the existing building as well as the
proposed addition.
Request for Sign Permit - Presto Water Softener,_8026 Olson Hiehwa
The Building Inspector presented the request for a sign permit for Presto
Water Softener at 8026 Olson Highway.
MOVED by Flannagan seconded by Scherer carried to approve the request for
a sign permit for Presto Water Softener at 8026 Olson Highway, subject to
the approval of the Building Inspector.
Request for Moving Permit. Gorian Movers -from 5738 Olson Highway to 7830
Harold Avenue:
The Building Inspector presented the request to move a house from 5738
Olson Highway to 7830 Harold Avenue by the Gorian Movers.
The following residents appeared to oppose the moving of said house to
7830 Harold Avenue; on the basis the house would devaluate their properties:
Mr. Denver A. Hedtke, 7840 Harold Avenue; Mr. Ernest R. Israel, 424 No.
Winnetka Avenue; Mr. Henry R. Vaillant, 7831 Olson Highway. Council
received a petition signed by six property owners in the area opposing the
moving of said house to 7830 Harold Avenue.

Mr. Charles Gorian appeared and submitted a petition in favor of the moving
of said house to 7830 Harold Avenue.
MOVED by Flannagan seconded by Teresi carried to grant the applicant 30 days
to find another location and a favorable temporary parking space for said
house until said new location is found; Mr. Gorian stated he agreed to said
stipulations.
Request for "off -Sale Intoxicating Liquor" License,_ Mr. Robert Halseth:
Mr. Halseth appeared to request an "Off -Sale Intoxicating Liquor" license.
MOVED by Teresi seconded by Flannagan carried to defer action on the above
referenced matter to the meeting of October 18, 1960.
Reauest for Public Hearing, Graphic Arts, Zoning (Light Industrial):
The Village Manager presented the request for a public hearing on October
18, 1960, for Graphic Arts, zoning (Light Industrial).
MOVED by Flannagan seconded by Scherer carried to call a public hearing on
October 18, 1960, for zoning Graphic Arts (Light Industrial).
Request for Public Hearing, Sanitary Sewer (60 -LF -29, 30, 31, &_3
The Village Manager presented the request for a public hearing for Sanitary
Sewers (60 -LF -29, 30, 31, & 32) on October 18, 1960.
Member Teresi introduced the following resolution and MOVED its adoption:
"RESOLUTION PROVIDING FOR PUBLIC HEARING ON A LATERAL SANITARY
SEWER IMPROVEMENT (Lateral Sanitary Sewers - Project No. 60 -LF -
29, 30, 31 and 32)"

Resolution, Advertising for Bids for Bond _Sale for November 15th:
The Village Manager requested the above matter be deferred until October
18, 2960.
MOVED by Flannagan seconded by Scherer carried to defer the above matter
to October 18, 1960.

Resolution Establishing Municipal Court:
The Village Attorney presented the resolution establishing Municipal Court.
Member Flannagan introduced and read the following written resolution and
MOVED its adoption:
"RESOLUTION ESTABLISHING A MUNICIPAL COURT FOR THE VILLAGE OF
GOLDEN VALLEY"
The motion for the adoption of the foregoing resolution was duly seconded
by Member Teresi and, upon vote being taken thereon, the following voted

The Village Attorney presented the resolution regarding the water question
for the Village Election in December.

Request to Advertise for Bids for Addition to Village Garage&Dormitory:
The Village Manager presented the request to advertise for bids for the
addition to the Village garage and dormitory.
MOVED by Flannagan seconded by Scherer carried to advertise for bids for
the addition to the Village garage and dormitory to be opened on Oct. 28,
19609 and awarded by Council on November 1, 1960.
Landscaping Village Hall Site:
All present agreed to add the above matter to the agenda.
MOVED by Teresi seconded by Flannagan carried to instruct the Village Manager
to obtain the landscaping from Dundee Nursery with a limit of $2,500.00,
using the Golden Valley Mens Garden Club plans.
