REGULAR MEETING
of the
VILLAGE COUNCIL
November 15, 1960
Pursuant to due call and notice thereof, a regular meeting of the Village
Council of the Village of Golden Valley, Hennepin County, Minnesota, was
held at 7800 Golden Valley Road in said Village on November 15, 1960, at
7:30 o'clock P. M.
The following members were present: Bies, Flannagan, Nadasdy, Scherer,
and Teresi;
and the following was absent: None.
Present were Village Manager and Clerk, Roger K. Ulstad; Village Attorney,
Stanley D. Kane; Village Engineer, Donald Sorensen; Building Inspector,
Dan Lynch; Deputy Clerk, Helen Penniman.
The Mayor called the -meeting to order at 7:40 o'clock P. M.
Invocation: Rev. Marvin Hedberg, Valley Community Presbyterian Church.
Awarding of Bids - Police Patrol Vehicle:
The Village Manager announced that in accordance with the terms of the
advertisement(s) for bids published in the official newspaper, the
Village Manager and Village Treasurer had met in the Council Chambers
at 7800 Golden Valley Road at 11:00 o'clock A.M. on November 15, 19600
and had then and there publicly opened and read the bids received. The
Chief of Police tabulated said bids for a Police Patrol Vehicle.
The Chief of Police tabulated the total of the contract cost under terms
of said bids in accordance with the prices stated therein, and said bids
were found to be as follows:

The Chief of Police recommended the bid be awarded to Dahlberg Brothers,
Inc..for -the sum of $2,471.00.
MOVED by Bies seconded by Scherer carried to award the bid to Dahlberg
Brothers, Inc. for the sum of $2,471.00, upon the recommendation of the
Chief of Police.

Public Hearing -Street Vacation, Erie Avenue South:
Council deferred the matter to December 20th, 1960.
Request for Ordinance Waiver, Lloyd C. Thomas, 7101 Glenwood Avenue:
The Village Manager presented the recommendations of the Planning Commission
to approve said waiver. (see minutes of 11-19-60).
MOVED by Scherer seconded by Teresi carried to approve the Ordinance
Waiver at 7101 Glenwood Avenue upon recommendation of the Planning Commission,
subject to the necessary permits being taken out for the work completed.
Request for Ordinance Waiver, Lavina Anderson, 3320 Regent Ave. North:
The Village Manager presented the recommendations of the Planning Commission
to deny said waiver. (see minutes of 11-10-60).
Mrs. Anderson appeared before Council to request said side yard waiver.
MOVED by Flannagan seconded by Bies carried to approve the Ordinance Waiver
of 2 feet maximum, subject to a new survey being furnished to the Building
Department.
Re: League of Women Voter's Request,
All present agreed to add the above matter to the agenda.
Mrs. Richard Fliehr, of the League of Women Voter's, presented a proposed
flyer to be distributed prior to the Village Election. All the members
of the Council gave their individual indorsement of the water question to
be on the ballot on December 6, 1960.
Request for Ordinance Waiver, Project Twenty -Nine Corp., 900 Turner's Crossroad:
The Village Manager presented the recommendations of the Planning Commission
to approve said waiver. (see minutes of 11-10-60).
MOVED by Flannagan seconded by Teresi carried to approve the Ordinance
Waiver upon recommendation of the Planning Commission.
Request for Ordinance Waiver, Foss & Ferguson, Winsdale & Independence:
The Village Manager presented the recommendations of the Planning Commission
to approve said waiver. (see minutes of 11-10-60).
MOVED by Bies seconded by Flannagan carried to approve the Ordinance Waiver
upon recommendation of the Planning Commission.
Request for Ordinance W aiver, Foss & Ferguson, Naper & Hillsboro:
The Village Manager presented the recommendations of the Planning Commission
to approve said waiver. (see minutes of 11-10-60).

MOVED by Teresi seconded by Bies carried to approve the Ordinance Waiver
upon recommendation of the Planning Commission.
Request for Ordinance Waiver -Sherman Anderson, 1335 Wisconsin Ave. North:
The Village Manager presented the recommendation of the Planning Commission
to deny said waiver. (see minutes of 11-10-60).
The Village Manager presented a list of alleged violations by Mr. Anderson,
the builder, Mr. Walling the owner of said property was also present.
MOVED by Flannagan seconded by Teresi carried to approve the Ordinance Waiver
at 1335 Wisconsin Avenue North.
Re: Holiday Motor Hotel Proposal:
Mr. Burr Markham and Mr. Ray Bennett appeared and presented a model of the
proposed remodeling at the Holiday Motor Hotel, subject to obtaining an
"On -Sale" Liquor License. Council took no action.
Request for Building Permit, Cataract Lodge #2,7445 Glenwood Avenue:
Mr. Frank Harris, representative of Cataract Lodge, and Mr. Benjamin Gingold,
Architect, presented proposed plans for the Cataract Lodge #2.
Council deferred action on the permit in order to view other building of
similar architecture designed by Mr. Gingold.
Request for Permit for Chain -Link Fence, 850 Florida Ave. So., Toro Company:
Council deferred action on the above permit to the meeting of December 7, 1960.
Request to Connect to Sanitary Sewer in New Hope, Mr. Robert Halseth:
Shopping Center n County Road #18 & Medicine Lake Road:
The contractor appeared for Mr. Halseth to request a temporary connection
to the New Hope Sanitary Sewer, as soon as the Golden Valley sanitary sewer
is available connection will be made to the Golden Valley sanitary sewer.
MOVED by Teresi seconded by Flannagan carried to approve the request, Council
instructed the Village Attorney to prepare the necessary legal documents.
Request for Public Hearing, December 7, 1960 - Platting; Bergstrom's Valley
Heights 2nd Addition;
Trash's Second Addition;
R. W. Wormsbercker Addition;
Advertising -Creative Center (Graphic Arts)
MOVED by Bies seconded by Scherer carried to call public hearings on the above
referenced plats on December 7, 1960.

Petition for Street Vacation, Alley Behind 500 Block on Ardmore Drive:
The Village Manager presented a petition for Street Vacation, Alley behind
500 Block on Ardmore Drive.
MOVED by Flannagan seconded by Teresi carried to refer the matter to the
Planning Commission and called a public hearing on December 20, 1960.
Re: Sewer Hook-up, Mrs. Amy Wagner, 3221 Regent Avenue North.-

The Village Manager presented a letter from Mr. Norm Rooney, contractor for
Mrs. Wagner dated November 4, 1960. Said letter was ordered placed on file
in the Clerk's office.
MOVED by Teresi seconded by Flannagan carried to grant an extension of time
to January 20, 1961, and permit a temporary hook-up of sewer pending the
completion of said dwelling at 3221 Regent Ave. North.
Re: Speed Limit on Medicine Lake Road:
All present agreed to add the above matter to the agenda.

Mrs. Helen Gracyasz appeared to request a 'Off -Sale" Intoxicating Liquor
License at 9010 -6th Avenue North.
MOVED by Teresi seconded by Flannagan carried to approve the request for
an 'Off -Sale" Intoxicating Liquor License for Mrs. Helen Gracyasz at
9010 -6th Avenue North.
Request to Advertise for Bids - Grading & Gravellin (60 -GG -1), Dec. 19th:
The Village Manager presented the request to advertise for bids for Grading
and Gravelling (60 -GG -1) on December 19, 1960.
Member Teresi introduced the following resolution and MOVED its adoption:
"RESOLUTION APPROVING PLANS AND SPECIFICATIONS AND
ORDERING ADVERTISEMENT FOR BIDS"

The motion for the adoption of the foregoing resolution was seconded by
Member Flannagan and, upon vote being taken thereon, the following voted
in favor thereof: Bies, Flannagan, Nadasdy, Scherer and Teresi;

and the following voted against the same: None,
whereupon said resolution was declared duly passed and adopted, signed by
the Mayor, and his signature attested by the Village Manager (Clerk).

Request to Purchase Cab for Dozer:
The Village Engineer presented the request to purchase a cab for a dozer,
estimated cost $775.00.
MOVED by Flannagan seconded by Scherer carried to approve the purchase of
a cab for a dozer, estimated cost $775.00.
Resolution Ordering Work Done by Day Labor (60 -GG -3):
Member Bies introduced the following resolution and MOVED its adoption:
"RESOLUTION APPROVING PLANS AND SPECIFICATIONS AND
ORDERING WORK DONE BY DAY LABOR"
(60 -GG -3)
The motion for the adoption of the foregoing resolution was duly seconded
by Member Scherer and, upon vote being taken thereon, the following voted
in favor thereof: Bies, Flannagan, Nadasdy, Scherer, and Teresi;
and the following voted against the same: None,
whereupon said resolution was declared duly passed and adopted, signed by
the Mayor, and his signature attested by the Village Manager (Clerk).

Council deferred the second reading of the ordinance pending a public
hearing and approval of the plat.

herein quoted by title on its second reading and to order publication

Request for Permit for Bingo, Chester Bird Legion Post #523:
The Village Manager presented a request for a Bingo permit for the Chester
Bird Legion Post #523.
The Council took no action on the above referenced matter.
