The Building Inspector presented the request for a building permit for
an addition to Volp Construction at 775 Colorado Avenue South.
MOVED by Teresi seconded by Flannagan carried to approve the request for
a -building permit for an addition to.Volp Construction at 775 Colorado
Avenue South, subject to the approval of the Building Inspector.
Reguest for a Sign Permit — 7760 Olson Highway Winslowts (2):
The Building Inspector presented the request for a sign permit for two
signs for Winslow•s at 7760 Olson Highway, The Building Inspector stated
the signs were already installed before approval of the request for same.
Council deferred action pending disposition of violation of the village
ordinance in Municipal Court;
Request for Sign Permit — 605 Winnetka Ave. No.,Beauty Salon (Blue Room):
The Building Inspector presented the request for a sign permit for 605
Winnetka Avenue North, Beauty Salon (Blue Room).
MOVED by Teresi seconded by Flannagan carried to approve the request for
a sign permit for 605 Winnetka Avenue North, Beauty Salon (Blue Room),
subject to the approval of the Building Inspector.
Re: Continued Public Hearing, Zoning;Chester Bird Am. Legion Post:
MOVED by Flannagan seconded by Teresi carried to rescind the former action
of Council at this meeting and reopen the continued public hearing.
Mr. George Pennock, President of the Planning Commission, presented the
recommendations of the Planning -Commission for the meetings of September 14,
October 11, 1961, to deny approval of requestfrezoning.
A representative of the proponent was present and requested a ruling by
the Council on the request.
MOVED by Flannagan seconded by Teresi carried to deny the zoning request
upon recommendation of the Planning Commission.
Request for House Moving License, Dale Movers:
The Building Inspector presented a request by Dale Movers for a House
Moving License in the Village of Golden Valley.
MOVED by Flannagan seconded by Teresi carried to approve the request for
a House Moving License for Dale Movers.
Request for House Moving Permit - To 7509 Golden Valley Road:
The Building Inspector presented a request for a House Moving Permit to
move a five year old house to 7509 Golden Valley Road.

MOVED by Flannagan seconded by Teresi carried to approve the request for
a House Moving Permit, to move a house to 7509 Golden Valley Road, subject
to the approval of the Building Inspector. Member Bies abstained.
Preliminary Plans - Layout #7 T.H. #100 from T.H. #55 to C.S.A.H. #66:
The Village Engineer presented the proposed preliminary plans for Layout
#7, T.H. #100 from T.H. # 55 to C.S.A.H. #66.
MOVED by Flannagan seconded by Teresi carried to grant preliminary approval
for Layout #7, T.H.#100 from T.H.#55 to C.S.A.H. #66. ,
Letter from Orr-Schelen. Sanitary Sewer Connection for Village of Plymouth:
The Village Manager read a letter- dated Oct. 27, 1961, from Orr-Schelen,
Inc. regarding the proposed sanitary sewer connection for the Village of
Plymouth to the Golden Valley sanitary sewer system. Said letter was
ordered placed on file in the Clerk's office.
MOVED by Teresi seconded by Flannagan carried to notify the Village of
Plymouth of Council approval for a temporary sanitary sewer connection to
the Golden Valley sanitary sewer system, with charges and rates to be
worked out later.
Repor� ton site - Water Storage:
The Village Manager gave a resume of negotiations with the Minneapolis
Park Board for acquisition of site for water storage tanks.
Re: Street Lights for Golden Valley High School:
The Village Manager presented a request from the Golden Valley High School
for street lights along North Ottawa Avenue from Glenwood to the High School.
Council deferred action pending a survey from Northern States Power Company.
Letter from Golden Valley Golf Club, Inc. re: Golden Valley Road:

The Village Manager read a letter dated October 18, 1961, from the Golden
Valley Golf Club, Inc. Said letter was ordered placed on file in the
Clerk's office.
Request for Public Hearing Plattjpr6,. Advertising Creative Center:
The Village Manager presented a request for Public Hearing, Platting the
Advertising Creative Center. The ninety day period for filing of said
plat having expired.
MOVED by Teresi seconded by Scherer carried to call a public hearing for
1961.

Request for Public Hearing - Rezoning Mr. Douglas Rees (Commercial):
The Village Manager presented a request for Public Hearing, rezoning
property for Mr. Douglas Rees to Commercial zone.
MOVED by Flannagan seconded by Scherer carried to call a Public Hearing
to rezone Mr. Rees* property on November 21, 1961.
Policy on Parcels. -of Land. New Highway Construction & Setbacks:
The Village Manager presented a request from the State Highway Department
for statement of policy on parcels of land effected by new highway con-
struction and setbacks.
Council agreed that the policy of handling setbacks effected by new
highway construction would be to treat each case under the provisions of
section 14.09 - 14.12 of the zoning code (hardship waiver) with consider-
ation by the Planning Commission and final action by Council.
Policy for Sanitary Sewer Assessments:
The Village Manager presented a revised policy for Special Assessments on
Sanitary Sewers. Since this formulae is an administrative policy, Council
took no action.
Adjustment of Special Assessment Vacated Portion at 224 Janalyn Circle:
The Village Manager presented a request for adjustment of special assess-
ments on the vacated portion of Janalyn Circle, 224 Janalyn Circle.
MOVED by Teresi seconded by Flannagan carried to defer action to the
Meeting of November 21, 1961.
Re: Blacktop Sidewalk - Noble Avenue (Area of Noble School):
The Village Manager presented a request for blacktop sidewalk along Noble
Avenue in the area of Noble School.
MOVED by Teresi seconded by Scherer carried to order construction of
blacktop sidewalk on Noble Avenue in the area of Noble School, approxi-
mately 800 feet in length. -

Report on Conference on Metropolitan Sanitary District Expansion:
The Village Manager reported on the Conference on Metropolitan Sanitary
District Expansion held on October 20, 1961. Other meetings will be
scheduled.
MOVED by Bies seconded by Scherer carried to appoint Mayor Nadasdy to
accompany the Village Engineer to represent the Village of Golden Valley
at future meetings.
Ordinance Re: Municipal Water:
MOVED by Flannagan seconded by Scherer carried to give a first reading
to an ordinance entitled:
"AN ORDINANCE AMENDING THE VILLAGE CODE"
(Water System Code)
MOVED by Teresi seconded by Flannagan carried to approve the ordinance
herein quoted by title on its first reading.
Member Teresi introduced the following resolution and MOVED its adoption:

The motion for the adoption of the foregoing resolution was duly seconded
by Member Scherer and, upon vote being taken thereon, the following voted
in favor thereof: Bies, Flannagan, Scherer, and Teresi; and the following
voted against the same: None, whereupon said resolution was declared duly
passed and adopted, signed by the Mayor, and his signature attested by the
Clerk. See Resolutions Book

1961 Budget Appropriations Adjustment:
The Village Manager presented a request for appropriation transfers from
unappropriated surplus to various funds dated November 7, 1961.
Member Flannagan introduced the following resolution and MOVED its adoption;

Appropriation to Other Purposes)
The motion for the adoption of the foregoing resolution was duly seconded
