REGULAR MEETING
of the
VILLAGE COUNCIL
August 7, 1962
Pursuant to due call and notice thereof, a regular meeting of the Village
Council of the Village of Golden Valley, Hennepin County, Minnesota, was
held at 7800 Golden Valley Road in said Village on August 7, 1962,at 8:00
otclock P.M.
The following members were present: Flannagan, Nadasdy, Scherer, and
Teresi; and the following was absent: Bies.
Present were Village Manager, Roger K. Ulstad; Village Attorney, Stanley
D. Kane; Village Engineer, Donald Sorensen; Village Clerk, Helen Penniman;
Building Inspector, Dan Lynch; President of the Planning Commission, Joe
L. Brown.
The Mayor called the meeting to order at 8.10 P.M.

MOVED by Teresi seconded by Scherer carried to approve the minutes of the
meeting of July 10, 1962; July 16, 1962; July 17, 1962; as submitted to
the Council.
Introduction of Mr. Vernon E. Bergstrom, Executive Director, Hennepin County
League of Towns & Mdz=-Palities:
Mr. Bergstrom, Executive Director of Hennepin County League of Towns &
Municipalities was introduced by the Village Manager to the Council and
audience. Mr. Bergstrom gave a resume of the Leaguers program for 1962.
Public Hearing - Plat,, Duschane's Addition:
The Village Manager presented an affidavit of publication in the official
newspaper of the Notice of Public Hearing as described in said affidavit.
Said affidavit was examined, approved and ordered failed in the Clerkts office.
The Mayor announced that this was the time and place for the public hearing
above referred to and all persons who desired to do so were afforded oppor-
tunity to express their views thereon, and all written objections hereto-
fore filed with the Clerk were presented and considered, as follows:

Mr. Joe L. Brown, President of the Planning Commission, presented the recom-
mendation of the Planning Commission to approve said plat. (see minutes of
July 12, 1962).
Member Flannagan introduced the following resolution and MOVED its adoption:
"RESOLUTION"
(Acceptance of Platting of Duschanets
Addition)
The motion for the adoption of the foregoing resolution was seconded by
Member Scherer and, upon vote being taken thereon, the following voted in
favor thereof: Flannagan, Nadasdy, Scherer, and Teresi; and the following
voted against the same: None, whereupon said resolution was declared duly
passed and adopted, signed by the Mayor and his signature attested by the
Village Clerk. See Resolutions Book page 31c.A.

an ordinance entitled:
"AN ORDINANCE AMENDING THE ZONING CODE''
(Rezoning to Multiple Dwelling - 1400 Douglas Drive)
M)VED by Teresi seconded by Flannagan carried to approve the ordinance
herein quoted by title on its first reading.
Public Hearing - Public Improvements, Lateral Water Mains (62-WM-1
The Village Clerk presented an affidavit showing publication in the official
newspaper of the Notice of Public Hearing on Certain Proposed Public Im-
provements (Lateral Water Main Projects No. 62-1*�-1, 24, 29, 31, 42, 43,
46, 48, 49, 5o, 52, 53, 55, 56, 58, 59, 60, 61, 62, 63, 65, 66, 67, 69-81,
84, 85, 87-94), described in the resolution of this Council relating there-
to, adopted on July 10, 1962. Said affidavit was then examined, approved
and ordered filed in the office of the Village Clerk. See Resolutions

The Mayor announced that the meeting was open for public hearing on said
proposed public improvemtns, and all persons present to do so were afforded
opportunity to express their view thereon. No persons presented objections
except the following:

Request for Sign Permit - Valley Plaza Shopping Center, Olson Hi_ghyy-.
The Building Inspector presented the request for a sign for the Valley
Plaza Shopping Center on Olson Highway.
MOVED by Flannagan seconded by Scherer carried to defer the matter to the
meeting.of August 21, 1962.
Request for Sign Permit - W&nslowfs,7760 Olson Highway (Canopy Sign):
The Building Inspector presented the request for a sign permit for Winslow's,
7760 Olson Highway.
MVED by Flannagan seconded by Teresi carried to approve the request for
a sign permit for Winslow's at 7760 Olson Highway, subject to the approval
of the Building Inspector.
Request for Sign Permit - Minneapolis Gas Company(Change of Location) :
The Building Inspector presented the request for a permit to change the
location of a sign for the Minneapolis Gas Company.
MOVED by Flannagan seconded by Scherer carried to approve the request of
the Minneapolis Gas Company to change the location of a sign, subject to
the approval of the Building Inspector.
Request for Sign Permit _- Golden Hills Parking Lot:
The Building Inspector presented the request for a sign permit to replace
an existing Coca-Cola sign in the Golden Hills Parking Lot.
Council deferred action on the above matter to the meeting of August 21,
1962.
Request for Sign Permit - Possis Machine Corp, 825 Rhode Island Ave. South:
The Building Inspector presented the request for a sign permit for Possis
Machine Corp. at 825 Rhode Island Avenue South.

Request for Building Permit - 1725 No. Lilac Drive,,_ Miltiple Dwelling:

The Building Inspector presented the request for a bulding permit for plan
change for a multiple dwelling at 1725 No. Lilac Drive.
Proponent agreed to construct the proposed building as Originally presented
to Council. Council took no action.

The Building Inspector presented the request for a builds
loading dock at 5910 Wayzata Boulevard for Antonsen & SonsgIncrmit for a
Council deferred action on the matter to the meeting of August 21, 1962.
Request for Approval of Lot Division, 225 Jersey Avenue North:
The Building Inspector presented a request for division of Lot 68, Auditor's
Sub #322.
Member Scherer introduced the following resolution and NDVED its adoptiaa:

Approval of Condemnation Award (CSAH #66-219, 221, 231):
The Village Attorney presented the commissioner's awards for CSAH#66-219,
221, 231.
MOVED by Flannagan seconded by Teresi carried to authorize the Village
Attorney to send the proper notices to the owners of property involved in
condemnation awards for CSAH #66-219,221, 231.
Request for "Bottle Club" License, Bowery Tavern, 9400 -6th Avenue North:
Mr. Lee Lofstrand, licensee for the Bowery Tavern at 9400 - 6th Avenue
North, appeared before Council to request a "Bottle Club" License.
The Village Attorney informed the Council regarding Ordinance No. 126 "AN
ORDINANCE AMENDING THE VILLAGE CODE" (Repealing the Bottle Club Ordinannce)
passed by this Council on the 3rd day of October, 1961. Council took no
action.
Resolution Ordering Dust Treatment for Certain Streets (63 -DA -1, 2):

Request to. Advertise for Bids - Sewer Rodding Machine:
MOVED by Teresi seconded by Flannagan carried to advertise for bids for a
sewer rodding machine on September 4, 1962.

Explanation of Plat Plan for Underground Storage Site & Pump House:
The Village Manager explained the underground storage site and pump house
location to Council and presented the plat plans.
Discussion of Examination Procedures for Liquor License Renewal:
The Village Manager presented suggested procedures for examination for
Liquor licenses and renewal of licenses with reference to real estate
taxes., personal taxes, accounts payable and receivable, interest paid.
Council requested information on Minneapolis licensing procedures,, in-
vestigation of possibility of obtaining copies of income tax reports.,
with recommendation presented to Council three or four months prior to
renewal date of licenses.
Proposed Settlement; Pederson -Farr Case, Village Attorney:
The Village Attorney explained the proposed settlement of the Pederson -
Farr Case to Council.
MOVED by Flannagan seconded
by Teresi carried to
