SPECIAL MEETING
of the
VILLAGE COUNCIL
November 7, 1962
Pursuant to due call and notice thereof, a special meeting of the
Villwasage
Council of the Village of Golden Valley, Hennepin County, Minnesota,
held at 7800 Golden Valley Road in said Village on November 7, 1962, at
7:30 o'clock P.M.
The following members were present: Flannagan, Nadasdy, Scherer, and Teresi;
and the following were absent: Bies. Stanley D. -
Present were Village Manager, Roger K. Ulstad; Village Attorney, 6
Kane; Village Engineer, Donald Sorensen; Village Clerk, Helen Penniman.
The Mayor called the meeting to order at 7:55 P.M.
Invocation: Mayor NadasdY.
Minutes of October 16, 1962:
XVED by Teresi seconded by Flannagan carried to defer action to November
20, 1962.
Request for Sign Permit; Ginger's Boulevard:
The Village Manager presented the request for a sign permit for Ginger's
Bar -B -Q at 5412 Wayzata BS
and a report from the Chief -of -police
dated October 30, 1962. Said report was ordered placed on file.
The Chief -of -Police was present to answer questions presented by the Council.
MOVED BY Teresi seconded by Scherer carried to defer action on the matter
pending further information. Mr. Anderson, the proponent, requested
permission to withdraw request for a sign permit, said permit was withdrawn.
Request for
n Permit - Standard Oil Service Station, 9000 Olson
The Village Manager presented the request for a sign permit for the standard
Oil Service Station at g000 Olson Highway.
MOVED by Flannagan seconded by Teresi carried to approve the request for a
sign permit for the Standard Oil Service Station at g000 Olson Highway,
subject to the approval of the Building Inspector
Request for Sign Permit - Shell Service Station, 3922 Olson Highway:
The Village Manager presented the request for a sign permit for the Shell
Mr. Service station 3922 Olson Highway. 0 Morris J. West, licensee, appeared
to request said sign permit.

permit request to the meeting of November 20, 1962.
Application for House Movers License Francis Carey:
The Village Manager presented the request for House Movers License for
Francis Carey.
MOVED by Flannagan seconded by Scherer carried to approve the request for
House Movers License for Francis Carey.
Request to Move House at 9325 -6th Avenue North Out of Villa e:
The Village Manager presented the request to move the house at 9325 -6th
Avenue North out of the Village.
MOVED by Flannagan seconded by Teresi carried to approve the request to
move the house at 9325 -6th Avenue North out of the Village.
Request for Taxi Cab license - Gopher Taxi Company:
The Village Manager presented the request for one taxi cab license, submitted
by Mr. Herman D. Albeen, Jr. a partner of the Gopher Taxi Company. The
Village Manager requested an amendment to the licensing ordinance for taxi
cabs to include the following.
1. Monthly Police insepction of taxi cabs.
2. Taxi drivers to wear uniforms.
3. Identification picture of driver in taxi cabs.
MOVED by Teresi seconded by Scherer carried to defer action on the requested
license to the meeting of November 20, 1962.
Communication re: Taxi -Cabs Urban Radio Cab Company:
The Village Manager read a communication regarding taxi -cabs from Urban
Radio Cab Company, dated November 1, 1962. Said letter was ordered placed
on file in the Clerk's office.
Report from Swimming Pool Committee:
Dr. Raymond Peterson, Chairman of the Park & Recreation Committee, appeared
and reported on the proposed municipal swimming pool for Golden Valley, to
be located in Lions Park, approximate cost of ?250,000. Dr. Peterson re-
quested a special election in the spring on the question.Drnd

MOVED by Flannagan seconded by Teresi carried to approve the report of the
Special Meeting of the Village Council, November 7, 1962
Swimming Pool Committee, and requested the park & recreation commission to
study and recommend an appropriate date to present this question to the
residents of Golden Valley.
Recommendation from Park & Recreation Commission - Ac uisition of Park Site:
The Village Manager read a letter dated November 6, 1962, from the Chairman,
Dr. Ray G. Peterson of the Park & Recreation Commission. Said letter was
ordered placed on file in the Clerk's office.
MOVED by Flannagan seconded by Scherer carried to proceed with the acquisition
of the Fred Jones property, Parcel 1629, Section 29, Township 118, Range 21;
estimated cost to the Village would be approximately $2,000, upon recommen-
dation of the Park & Recreation Commission. (10.5 Acres).
Re: Service Road Along Glenwood Parkway:
All present agreed to add the above matter to the agenda.
Mr. Samuel Bialek of 1834 Glenwood Parkway dand Parkwayestioned the width
and grade level of the service road g Glenwood
Council took no action.
Progress Report on Municipal Water System:
The Village Manager gave an oral report on the progress of the Municipal
Water System. Council took no action.
Request for Sign Permit - Ryan Construction Company, 8401 Wayzata Blvd.:
All present agreed to add the above matter to the agenda.
The Village Manager presented a request for a sign permit for a developer's
sign at 8401 Wayzata Boulevard.
LVED by Teresi seconded by Scherer carried to approve the request for a
developer's sign at 8401 Wayzata Boulevard, subject to the approval of the
Building Inspector.
Report by Engineer Minneapolis, Northfield & Southern R. R. Drainage:
The Village Engineer reported that the Northfield & Southern Railroad had
agreed to discontinue their present operation which caused drainage in the
adjacetn area.
Condition of Bergerson-Caswell, Inc. Well Driller's Property:
Council discussed the condition of the property at 704 Pennsylvania Ave. So.
Bergerson-Caswell, Inc. No action was taken.

Rezoning - 5000 Olson Highway, Sidney A. Goodman-
All present agreed to add the above matter to the agenda.
The Village Manager read a letter dated October 18, 1962, from Mr. Sidney
A. Goodman's attorney requesting the withdrawal of the petition to rezone
said property. Said letter was ordered placed on file in the Clerk's office.
Request for Council to Sign Previously Approved Agreement on Turnquist Watermain:
The Village Attorney presented a previously approved agreement on the Turnquist
watermain for signatures. Council approved the request to sign the Turnquist
*aatermain agreement.
Uniform Suburban Gas Franchise:
The Village Manager reported on the progress of the Uniform Suburban Gas
Franchise and informed the Council that individual copies would be sent to
the Council for further study.
Request for Public Hearing_- Plat, Medley Hills, November 20, 1962:
The Village Manager presented a request for a Public Hearing to plat Medley
Hills on November 20, 1962.
MOVED by Flannagan seconded by Scherer carried to approve the request for a
Public Hearing on the Plat of Medley Hills on November 20, 1962.
Request for Public Hearing - Plat, Langley Addition:
The Village Manager requested a Public Hearing on the Plat of Langley
Addition on November 20, 1962.
MOVED by Teresi seconded by Scherer carried to call a Public Hearing on
the Plat of Langley Addition on November 20, 1962.
Request for Public Hearing__- Rezoning, R.L.S. #331, Richard Hipp-
The Village Manager presented a request for a Public Hearing to rezone from
Open Development to Commercial R.L.S. #3311 Richard Hipp.
MOVED by Teresi seconded by Scherer carried to call a Public Hearing on
December 5, 1962,to rezone from Open Development to Commercial zone R.L.S.
#331, Richard Hipp.
Civil Defense Report:
All present agreed to add the above matter to the agenda.
Mr. Wallace Caryl, Civil Defense Director, gave an oral report on a recent

survey in Golden Valley for public fall -out shelters, and discussed a pro-
posed Safety Services Building. Mr. Caryl informed the Council of a radiation
training program for the Golden Valley Fire Department.
Bills:
MOVED by Scherer seconded by Flannagan carried to approve the bills as
submitted on the prelist.
LVED by Scherer seconded by Flannagan carried to adjourn the meeting at
10:30 F.M.
