REGULAR MEETING
of the
VILLAGE COUNCIL
November 20, 1962
Pursuant to due call and notice thereof, a regular meeting of the Village
Council of the Village of Golden Valley, Hennepin County, Minnesota, was
held at 7800 Golden Valley Road in said Village on November 20, 1962, at
7:30 o!clock P.M.
The following members were present-. Flannagan, Nadasdy, Scherer, and
Teresi; and the following was absent: Bies.
Present were Village Manager, Roger K. Ulstad; Village Attorney, Stanley D.
Kane; Village Engineer, Donald Sorensen; Village Clerk, Helen Penniman;
Building Inspector, Dan Lynch; and President of the Planning Commission,
Joe L. Brown.
The meeting was called to order at 7:30 P.M.
Invocation: Rev. Norman D. Long, Church of the Brethren, 8025 Medicine
Lake Road.
Minutes of October 16, 1962; November 7, 1962:
LVED by Teresi seconded by Flannagan carried to approve the minutes of the
meetings of October 16, 1962, and November 7, 1962, as submitted to the Council.
Public Hearing - Zoning, Lots 7 thru 14, Block 2, Cottage Grove Addition:
The Village Manager presented an affidavit of publication in the official
newspaper of the Notice of Public Hearing as described in said affidavit.
Said affidavit was examined, approved and ordered placed on file in the
Clerkts office.
The Mayor announced that this was the time and place for the public hearing
above referred to and all persons who desired to do so were afforded oppor-
tunity to express their views thereon, and all written objections heretofore
filed with the Clerk were presented and considered as follows:
MOVED by Scherer seconded by Flannagan carried to continue the public hearing
to the meeting of December 18, 1962, upon request of the proponent.
Public Hearing - Zoning, Valley Village Apartments:
The Village Manager presented an affidavit of publication in the official
newspaper of the Notice of Public Hearing as described in said affidavit.
Said affidavit was examined, approved and ordered placed on file in the
Clerk's office.
The Mayor announced that this was the time and place for the public hearing

newspaper of the Notice of Public Hearing as described in said affidavit.
Said affidavit was examined, approved and ordered filed in the Clerk1s
office.
The Mayor announced that this was the time and place for the public hearing
above referred to and all persons who desired to do so were afforded oppor-
tunity to express their views thereon, and all written objections heretofore
filed with the Clerk were presented and considered as follows:

Member Teresi introduced the following resolution and MOVED its adoption:

(Acceptance of Plat - Medley Hills)
The motion for the adoption of the foregoing resolution was seconded by
Member Scherer and, upon vote being taken thereon, the following voted in
favor thereof; Flannagan, Nadasdy, Scherer, and Teresi; and the following
voted against the same: None, whereupon said resolution was declared duly
passed and adopted, signed by the Mayor and his signature attested by the
Clerk. See Resolutions Book page �.

Member Flannagan and, upon vote being taken thereon, the following voted in
favor thereof: Flannagan, Nadasdy, Scherer, and Teresi; and the following
voted against the same: None, whereupon said resolution was declared duly
passed and adopted, singed by the Mayor and his signature attested by the

Request for Sign Permit - Shell Service Station, 3922 Olson Highway:
The Building Inspector presented the request and plans for a sign permit for
the Shell Service Station at 3922 Olson Highway.
MOVED by Flannagan seconded by Scherer carried to approve the request for a
sign permit for the Shell Service Station at 3922 Olson Highway, subject to
the approval of the Building Inspector.
Request for Sign Permit - Texaco Service Station, Highway #100 & County Road #66:
The Building Inspector requested the sign permit request be deferred upon
the request of the proponent.
LVED by Flannagan seconded by Scherer carried to defer the request for a
sign permit for the Texaco Service Station at Highway #100 & County Road #66
to the meeting of December 18, 1962.

The Building Inspector requested the building permit for Texaco Service Station
at Highway #100 & County Road #66 be deferred upon request of the proponent.
MOVED by Flannagan seconded by Scherer carried to defer the request for a
building permit for the Texaco Service Station at Highway #100 & C6unty,;Road
#66 to the meeting of December 18, 1962.
Request for Building Permit - Aloha Lanes, 8401 Wayzata Blvd. (Final Plans):
The Building Inspector presented the request for a building permit and final
plans for Aloha Lanes at 8401 Wayzata Boulevard.
LVED by Flannagan seconded by Scherer carried to approve the final plans and
building permit for Aloha Lanes at 8401 Wayzata Boulevard, subject to the
approval of the Building Inspector.
Request to Move House Into Village, 6415 Hampshire Place:
The Building Inspector presented the request to move a house into the village
at 6415 Hampshire B1ace.
MOVED by Teresi seconded by Scherer carried to defer action on the above matter
until further information and request by the proponent.
Request for Taxi -Cab License - Gopher Taxi Company
The Village Manager presented a request for one (1) taxi -cab license by the
Gopher Taxi Company.

MOVED by Flannagan seconded by Scherer carried to approve the license for
one (1) taxi -cab license for the Gopher Taxi Company.
Amendment to Taxi -Cab License Ordinance:
The Village Attorney presented a proposed amendment to the Taxi -Cab License
Ordinance.
MOVED by Scherer seconded by Flannagan to give a first reading to an ordiance
entitled:
"AN ORDINANCE AMENDING THE VILLAGE CODE"
(TAXICABS: DRIVERS: INSPECTION)
MOVED by Teresi seconded by Flannagan carried to approve the ordinance here-
in quoted by title on its first reading.
Request for Ordinance Waiver - 2205 Spruce Trail, Augie Johnson:
The Village Manager presented the request for an ordinance waiver for 2205
Spruce Trail for Mr. Augie Johnson.
Mr. Joe L. Brown, President of the Planning Commission, presented the recom-
mendation of the Planning Commission to approve said ordinance waiver. (see
minutes of November 15, 1962).
MOVED by Flannagan seconded by Scherer carried to approve the ordinance
waiver for 2205 Spruce Trail upon recommendation of the Plannign Commission.
Request for Ordinance Waiver - 9100 Olson Highway, Gunnar Widen:
The Village Manager presented the request for an ordinance waiver for 9100
Olson Highway for &. Gunnar Widen.
YT. Joe L. Brown, President of the Planning Commission, presented the recom-
mendation of the Planning Commission to approve said ordinance waiver. (see
minutes of November 15, 1962).
MOVED by Teresi seconded by Flannagan carried to approve the recommendation
of the Planning Commission as follows:
"This request is for a Waiver. of Section 145 Platting Regulations
to convey by Metes and Bounds Description a parcel of land to Dr.
Rainors for his proposed Pet Hospital. There are no streets to
be dedicated or utility easements involved. The committee un-
animously recommends approval of this request, with the understand-
ing that any further division of the property between the bowling
alley and this site is to be done by platting."

Member Flannagan introduced the following resolution and MOVED its adoption:

Member Scherer and, upon vote being taken thereon, the following members voted

First Meeting of Council in December, 1962•
The Village Manager presented the request for date and time of the first
Council meeting in December 1962, due to Village
Election on December 41
1962.
Council discussed the matter and called a Special Meeting of the Village
Council on December 4, 1962, at 8:30
P.M. to take up such matters as may
properly be heard and in addition meet as a Canvass Board.
Uniform Suburban Gas Franchise:
The Village Manager presented the proposed Uniform Suburban Gas Franchise.
Member Flannagan gave a resume of past meetings and negotiations regarding
the Uniform Suburban Gas Franchise.
Mr. Kenneth W. Person, Suburban Division and Sales representative of the
Minneapolis Gas Company was
present and stated the franchise represented
$240,000 savings annually for the suburban
communities.
MVED by Flannagan seconded by Teresi carried to approve the franchise and
authorize the
proper officials to enter into a joint and cooperative agree-
ment; and to give a first reading to an ordinance entitled:
"AN ORDINANCE
GRANTING TO THE MINNEAPOLIS GAS COMPANY, A CORPORATION
ORGANIZED UNDER THE LAWS OF THE STATE OF DELAWARE, ITS
SUCCESSORS AND ASSIGNS,
PERMISSION TO USE THE STREETS
AND PUBLIC PLACES IN THE VILLAGE OF GOLDEN VALLEY FOR
THE CONSTRUCTION, MAINTENANCE AND OPERATION OF A SYSTEM
OF MAINS, PIPELINES AND OTHER FACILITIES FOR THE MANUFACTURE,
DISTRIBUTION AND SALE OF GAS, SUBJECT TO CERTAIN TERMS AND
CONDITIONS, AND PRESCRIBING THE RATES TO BE CHARGED THEREFOR,
