SPECIAL MEETING
of the
VILLAGE COUNCIL
December 4, 1962
Pursuant to due call and notice thereof, a special meeting of the Village
Council of the Village of Golden Valley, Hennepin County, Minnesota, was
held at 7800 Golden Valley Road in said Village on December 4, 1962, at
8:30 o'clock P.M.
The following members were present: Bies, Flannagan, Nadasdy, Scherer,
and Teresi; and the following were absent: None.
Present were Village Manager, Roger K. Ulstad; Village Engineer, Donald
Sorensen; Village Clerk, Helen Penniman; Building Inspector, Dan Lynch;
and President of the Planning Commission, Joe L. Brown.
The meeting was called to order at 8:30 P.M.

Minutes of November 20, 1962:
MOVED by Teresi seconded by Flannagan carried to approve the minutes of the
meeting of November 20, 1962, as submitted to the Council.
Public Hearing - Zoning, Hippis (Commercial Zone)•
The Village Manager presented an affidavit of publication in the official
newspaper of the Notice of Public Hearing as described in said affidavit.
The Mayor announced that this was the time and place for the public hearing
above referred to and all persons present who desired to do so were afforded
opportunity to express their views thereon, and all written objections here-
tofore filed with the Clerk were presented and considered as follows:

Mr. Joe L. Brown, President of the Planning Commission, presented the
recommendation of the Planning Commission to approve said zoning. (see
minutes of 11-15-1962).
The Mayor closed the Public Hearing.
MOVED by Flannagan seconded by Bies carried to give a first reading to an
ordinance entitled:
"AN ORDINANCE AMENDING THE ZONING CODE"

The Village Manager presented an affidavit of publication in the official

Mr. Joe L. Brown, President of the Planning Commission, presented the re-
commendation of the Planning Commissionapprove the zoning. (see minutes

of October 11, 1962, and November 15, 962 )
Mr. Stanley V. Shanedling, Attorney for the proponent, Mr. Sidney A. Goodman,
requested the matter be deferred 90 days.
MOVED by Teresi seconded by Scherer carried to continue the public hearing
for 90 days, upon request of the proponent.
Request to Move Drive -Inn Restaurant Into Villa e, 9250 Olson Hi h�
The Building Inspector presented the request for a permit to move a Drive -
Inn Restaurant into the Village at 9250 Olson Highway.
MOVED by Teresi seconed by Flannagan carried to approve the request for a
permit to move a Drive -Inn Restaurant into the Village at 9250 Olson Highway,
subject to the approval of the Building Inspector.
Request for Sign Permit- Associated Contractors, Winnetka Ave. Neo. oaMedicine
Lakr
The Building Inspector presented the request for a sign permit by Associated
Contractors at Irlinnetka Avenue North and Medicine Lake Road. A petition was
submitted from residents on the west side of Winnetka Avenue North across
from said proposed sign.
MOVED by Bies seconded by Teresi carried to deny the request for a sign permit.
Request for Sign Permit - Volpts Building, 6210 Wayzata Boulevard;
presented the request for a sign permit for Business
Volp building at 6210 Wayzata Boulevard.

MOVED by Flannagan seconded by Teresi carried to approve the reglB st for a
sign permit for Business Furniture, Inc., in the Volp building at 6210
Wayzata Boulevard, subject to the approval of the Building Inspector.
Request for Sign Permit - Custom Tool & Design, 230 Winnetka Ave. North:
The Building Inspector presented a request for a sign permit for Custom
Tool & Design at 230 Winnetka Avenue North.
Council deferred action on the above matter to the meeting of December 18,
1962.
Request for Sign Permit - General iIL11s, 9200 Wayzata Boulevard:
The Building Inspector presented a request for a sign permit for General
Mills at 9200 layzata Boulevard.
MOVED by Flannagan seconded by Teresi carried to approve the request for a
sign permit for General Mills at 9200 Wayzata Boulevard, subject to the
approval of the Building -Inspector.
Request for Footing Permit-- Aloha Motel, 8101 Wayzata Boulevard:
The Building Inspector presented a request for a footing permit for the
Aloha Motel at 8401 Wayzata Boulevard.
MOVED by Teresi seconded by Flannagan carried to approve the request for a
footing permit for the Aloha Motel at 8401 Wayzata Boulevard, subject to
the approval of the Building Inspector.
Communication from Animal Rescue League:
The Village Manager presented a letter from the Animal Rescue League dated
November 21, 1962. Said letter was ordered placed on file in the Clerk's
office.
LVED by Flannagan seconded by Bies carried to continue the present contract
for four days per week during the year 1963.
Request for Public Hearing - Zoning, Elmer Lamphere, 2200 Winnetka Ave. North:
The Village Manager presented the request for a public hearing to zone 2200
Winnetka Avenue North to Multiple Dwelling upon request of Mr. Elmer Lamphere.
MOVED by Flannagan seconded by Teresi carried to defer the public hearing to
February 19, 1963.
Request to Advertise for Bids for Motor Patrol:
The Village Manager submitted the request to advertise for bids for one
Motor Patrol for the street department.

for bids for one Motor Patrol for the street department on December 18, 1962.
Second Reading - Uniform Gas Franchise Ordinance:
Mr. Ronald Anderson, Railroad & Warehouse Commissioner, spoke in opposition
to the Uniform Suburban Gas Franchise. Mr. George C. Masters, Attorney for
Minneapolis Gas Company spoke in favor of said franchise.

ordinance entitled -
"AN ORDINANCE GRANTING TO THE MINNEAPOLIS GAS COMPANY, A
CORPORATION ORGANIZED UNDER THE LAWS OF THE STATE OF
DELAWARE, ITS SUCCESSORS AND ASSIGNS, PERMISSION TO USE
THE STREETS AND PUBLIC PLACES IN THE VILLAGE OF GOLDEN
Valley FOR THE CONSTRUCTION, MAINTENANCE AND OPERATION
OF A SYSTEM OF MAINS, PIPELINES AND OTHER. FACILITIES FOR
THE MANUFACTURE, DISTRIBUTION AND SALE OF GAS, SUBJECT
TO CERTAIN TERMS AND CONDITIONS, AND PRESCRIBING THE

Discussion of Proposed Sanitary Sewer on Florida Ave., South of Medicine
Lake Road:
The Village Engineer gave a resume of sewer problems on Florida Avenue,
South of Medicine Lake Road.
Council agreed to call a Public Hearing in the spring of 1963.
Request for Building Permit - G. H. Tennant Company (Addition):
The Village Manager presented the request for a building permit for G.H.
Tennant Company for an addition.

building permit for G.H. Tennant Company for an addition, subject to the
approval of the Building Inspector.
Request for Building Permit - Bulk Cement Unloader:
All present agreed to add the above matter to the agenda.
The Village Manager presented the request for a building permit for the
Minneapolis, Northfield & Southern Railroad for a bulk cement unloader, Mr.
Manley Davenport, representative of the Minneapolis, Northfield & Southern
Railroad, was present to answer questions for the Council.
Council deferred action on the matter to the meeting of January 2, 1963•

MVED by Bies seconded by Scherer carried to approve Change Order #1 to
62-WM-2 Lateral, by adding from Ridgeway Road West 400 feet on Harold
Avenue.
