Request for Ordinance Waiver, 7740 Winsdale Street, Reynolds Construction Co.:
Council deferred the above matter to the meeting of March 19, 1963•
Request for Public Hearing - Sign Ordinance:
The Village Attorney presented a proposed sign ordinance upon request and
recommendation of the Planning Commission.
MUVED by Flannagan seconded by Scherer carried to call a public hearing on
the proposed sign ordinance on April 2, 1963.
Request for Sign Permits - Texaco, Inc. 1875 Lilac Drive North:
The Building Inspector presented the request for one banjo sign and their
standard signs on the building as per drawings.
MOVED by Flannagan seconded by Schaphorst carried to approve the request
for sign permits for one banjo sign and standard signs as presented by
the Building Inspector, subject to the approval of the Building Inspector.
Second Reading Ordinance.- Amending Zoning Code, Lessard -Wolff:
MOVED by Teresi seconded by Scherer carried to give a second reading to an
ordinance entitled:
"AN ORDINANCE AMENDING THE ZONING CODE"

quoted by Title on its second reading and to order publication thereof.
MOVED by Flannagan seconded by Schaphorst carried to hold publication of
the above ordinance pending information regarding the land area on the
replat for the existing triplex in a residential zone. See Ordinance Book
page.

an ordinance entitled:

Appointment of Bassettfs Creek Citizens Committee:
Council deferred action on the above matter.
Licenses:
LVED by Teresi seconded by Flannagan carried to defer action on said licenses
for further study.
First Reading Ordinance Amending The Village Code, Liquor Licenses:
All present agreed to add the above matter to the agenda.
MOVED by 5,lannagan seconded by Teresi carried to give a first reading to
an ordinance entitled:
"AN ORDINANCE AMENDING THE VILLAGE CODE"

MOVED by Flannagan seconded by Schaphorst carried to approve the ordinance
herein quoted by title on its first reading.
Re: Oswald Meat Market:
The Village Clerk requested consideration for the Oswald Meat Market and
other licensees being licensed less than three months before renewal date.
Said licensee to be issued a license covering the following year.
MOVED by Teresi seconded by Flannagan carried to extend the license issued
to Oswald Meat Market to include the year ending March 31, 1964. Also to
instruct the Village Attorney to amend the licensing ordinance permitting
pro -rating of license fees other than liquor licenses which are regulated
by state statutes.
Municipal Court Legislative Bills - Judge A. Paul Lommen:
Judge A. Paul Lommen of Golden Valley Municipal Court appeared before the
Council and gaive a resume of the pending Legislative Bills. Judge Lommen
offered a resolution supported by the Hennepin County Municipal Suburban
Judges Association.
Member Flannagan introduced the following resolution and MOVED its adopt -
i on:
"RESOLUTION RELATING TO A BILL FOR AN ACT,
SPONSORED BY THE CITIZENS LEAGUE OF MINNEAPOLIS AND HENNEPIN COUNTY
TO ESTABLISH A COUNTY COURT SYSTEM FOR ALL OF HENNEPIN COUNTY AND ALSO
RELATING TO A BILL FOR AN ACT, SPONSORED BY THE HENNEPIN COUNTY SUBURBAN
MUNICIPAL JUDGES ASSOCIATION TO ESTABLISH A UNIFIED COURT SYSTEM FOR
ALL OF HENNEPIN COUNTY LYING OUTSIDE THE CITY OF MINNEAPOLIS"

The motion for the adoption of the foregoing resolution was seconded by
Member Schaphorst and, upon vote being taken thereon, the following voted
in favor thereof: Flannagan, Nadasdy, Schaphorst, Scherer, and Teresi;
and the following voted against the same: None, whereupon said resolution
was declared duly passed and adopted, signed by the Mayor and his signature
attested by the Clerk. See Resolution Book page_iZ6— .
Bills:
MOVED by Scherer seconded by Schaphorst carried to approve the bills as
submitted on the prelist.
Condemnation Cases No. 247, 248, and 265:
The Village Attorney presented a tabulation of Condenmation Cases Norv. 217,
248, and 265.
MVED by Flannagan seconded by Scherer carried to approve the awards as
presented in Condemnation Case No. 247, except parcels 46 and 47; and
Condemnation Case No. 248; and Condemnation Case No. 265, except parcel
92.
MOVED by Scherer seconded by Schaphorst carried to adjourn the meeting at
10;30 P.M.
