REGULAR MEETING
of the
VILLAGE COUNCIL
February 18, 1964
Pursuant to due cs11 and notice thereof a regular meeting of the Village
Council of the Village of Golden Valley, Hennepin County, Minnesota, was
held at 7800 Golden Valley Road in said Village on February 18, 1964, at
7:30 o'clock P.M.
The following members were present: Flannagan, Garis, Nadasdy, Schaphorst,
and Teresi; and the following were absent: None.
Present were Village Manager, Roger K. Ulstad; Village Attorney, Robert M.
Skare; Village Engineer, Donald Sorensen; Village Clerk, Helen Penniman;
Building Inspector, Dan Lynch; Chairman of Ordinance Committee, Paul Senstad.
The meeting was called to order at 7:45 P.M.
Invocation: Mayor Nadasdy gave the invocation.
Minutes of January 21; February 4, 1964:
LVED by Teresi seconded by Flannagan carried to approve the minutes of
January 21, 1964 and February 4, 1964, as submitted to the Council.
Award of Bid, Petroleum Products & Street Construction Materials:
The Village Manager presented an affidavit of publication in the official
newspaper of the Call For Bids. Sealed bids have been received, and the
Village Manager, Village Engineer, and Village Clerk have met in the Council
Chambers at 7800 Golden Valley Road at 11:00 o'clock A.M. on February 14,
1964, and have then and there publicly opened and read the bids received.
The Village Engineer tabulated said bids and they were found to be as follows:

Continued Public Hearing; 1910 Douglas Drive, 6155 Duluth Street, 6150
St. Croix Street:
The Village Manager announced that this was a continued public hearing
from the meetings of December 17, 1963 and January 7, 1961.
The Mayor announced that the meeting was open for a continued public
hearing on said proposed zonings, and all persons present to do so were
afforded opportunity to express their views thereon. No persons pre-
sented objections except the following:

Mr. Howard J. Blum, Attorney Mr. Blum stated that he represented
1605 St. Croix Circle approximately 75 residents of the
area; they are concerned regarding
future planning fol- the area along
Counter Road #66.
The Village Manager pointed out the zones on the zoning map for this area.,
and stated it was Council policy not to rezone residential zones to a
heavier use zone.
Mr. Blum stated the residents objected
to the gasoline station, the row of
proposed garages and that they would
prefer a better plan such as double
bungalows along Brunswick Ave. North.

Mr. F. R. Luedke Questioned the original plans for the
6020 Duluth Lane property, and the starting and term-
ination dates for proposal.
Mrs. J. M. Mastrain If given more time a better plan can be

at since the building code was updated.
Mr. L. Cram Would like double bungalows along Bruns -
1880 Adair Avenue wick Ave. north.
Mr. James Anderson Feels the use of property was good, but
1860 Adair Avenue would cause pressure on undeveloped land.
Mrs. J. M. Mastrian Asked if the commercial property next
2101 Brunswick Ave. No. to homes would downgrade their property.
Mrs. D. R. Yennie Questioned the regulation regarding the
6020 Wolfberry Lane open area required around multiple dwell-
ings.
Mrs. L. Cram
1880 Adair Avenue Asked if a gasoline station wouldn't
detract and devalue their homes.
Mr. Joe West Concerned about wrecked autos at the
1630 E. Constance present gasoline station which is an
auto graveyard.
Mrs. J. M. Mastrian Requested the Council to wait for a
2101 Brunswick Ave. No. better plan to develop the land.
PROPONENT REAS ONT
Mr. DeVries of DeMac, Inc. Stated each unit in the proposed plan
is vital to the development; they have
users for each unit except the Medical
Building. All commitments are in writ-
ing. Mr. DeVries stated they were will-
ing to commence construction on all the
proposed buildings at once. Rear wall
of the garages to be brick to compliment
the multiple dwellings.
Mr. Ken Nash Stated he was in favor of any good plan
to eliminate the chicken hatchery. Plans
single family dwellings along the land
east of this area; might be advisable to
construct double bungalows along County
Road x#66.

Councilman Garis asked Mr. DeVries if he had considered the three lots
on the S.E. corner of Brunswick and Douglas Drive, and if he knew that
they were zoned Open Development, and did he consider including these
lots in his plans.
Ms. Paul Senstad, Chairman of the Ordinance Committee of the Planning
Commission, presented the recommendations of the Planning Commission
to approve said zoning. (see minutes of October & November 1963.)
Mayor Nadasdy closed the Public Hearing.
Each Councilman expressed his personal view on the proposed zoning under
consideration.

MOVED by Teresi seconded by Flannagan carried to approve the above
ordinance herein quoted by title on their first reading. Member
Garis voted "NO".
Public Hearing - Platz Nyberg Addition:
The Village Manager presented an affidavit of publication in the
official newspaper of the Notice of Public Hearing as described in
said affidavit. Said affidavit was examined, approved and ordered
filed in the Village Clerk's office.
The Mayor announced that this was the time and place for the public
hearing above referred to and all persons who desired to do so were
afforded opportunity to express their views thereon, and all written
objections heretofore filed with the Clerk were presented and con-
sidered as follows:
OBJECTOR OBJECTION
Mr. Wayne Gendreau Stated he looked for two years for a
1943 Regent Avenue North lot to meet the double bungalow re-
quirements. In this case the plat
is political gerrymandering.
Mr. Gilbert Totten Asked if it is within the general
4975 Sorell Avenue thinking to have lots any shape to
get the required area.
The Village Manager reported that Mr. D. J. Ziehl telephoned and was
concerned about the layout of the proposed plat.
PROPONENT REASON
Mr. Fransen, the platter Stated he proposed to build two double
bungalows and a single residence on
the property.
Mr. C. R. Stone Stated he was not concerned over the
proposed plan, that anything would be
an improvement over the present site.

Second Reading, Street Name Change:
The Village Manager presented a petition against the proposed name
change to Westbrook Way. After discussion Council determined to
change the name of 22nd Avenue North to Westmore Way.

Request for Ordinance Waiver - 830 Boone Ave. North:
Council deferred the above matter to the meeting of March 17, 1964.
Request for Ordinance Waiver - 9100 Olson Highway:
Mr. Paul Senstad, Chairman of the Ordinance Committee of the Planning
Commission, presented the recommendation of the Planning Commission to
approve said waiver. (see minutes of 2-13-19610.
MOVED by Flannagan seconded by Teresi carried to approve the request for
an ordinance waiver for 9100 Olson Highway, upon recommendation of the
Planning Commission.
Request for Ordinance Waiver - 2850 Kyle Avenue:
The proponent withdrew the request for the above referenced ordinance
waiver.
Request for Ordinance Waiver - 1361 Mandan Avenue:
Mr. Paul Senstad, Chairman of the Ordinance Committee of the Planning
Commission, presented the recommendation of the Planning Commission to
approve said waiver. (see minutes of 2-13-64.)
MVED by Schaphorst seconded by Garis carried to approve the request for
an ordinance waiver at 1361 Mandan Avenue upon recommendation of the
Planning Commission.
Request for Building Permit - Animal Hospital, 9100 Olson Highway:
The Building Inspector presented the request for preliminary approval for
a building permit for an Animal Hospital at 9100 Olson Memorial Highway.
Council discussed soundproofing and the exterior finish with the proponents.

MOVED by Flannagan seconded by Schaphorst carried to give preliminary
approval to the request for a building permit for an Animal Hospital at
9100 Olson Memorial Highway, subject to redrawing of final plans and the
approval of the Building Inspector.
Request for Public Hearing - Plat, Varner's Addition:
The Village Manager presented a request to call a public hearing to plat
Varner's Addition.
MOVED by Flannagan seconded by Teresi carried to call a public hearing to
plat Varner's Addition on March 17, 1964.
Request for Public Hearing - Zoning, 830 Boone Avenue No.:
The Village Manager presented the request for a public hearing to zone
830 Boone Avenue North for Multiple Dwelling.
MOVED by Teresi seconded by Flannagan carried to call a public hearing
to zone 830 Boone Avenue North to Multiple Dwelling District on March 17,
1964.
Request for Approval of Plans for Traffic Signal Installation at T.H. #12
& Louisiana Avenue:
The Village Engineer presented the plans for a traffic signal installation
at T.H. # 12 and Louisiana Avenue.
MOVED by Teresi seconded by Flannagan carried to approve the proposed plans
for a traffic signal installation at T.H. #12 and Louisiana Avenue.
Request for Public Hearing - 1964 Watermain Trunk & Watermain Laterals:
The Village Manager presented a request for a public hearing on 1964
Watermain Trunk and Watermain Laterals for April 7, 196LL.
Member Schaphorst introduced the following resolution and MOVED its
adoption:
"RESOLUTION PROVIDING FOR PUBLIC HEARING ON CERTAIN PROPOSED

The motion for the adoption of the foregoing resolution was duly seconded
by Member Garis and, upon vote being taken thereon, the following voted
in favor thereof: Flannagan, Garis, Nadasdy, Schaphorst, Teresi; and
the folloving voted against the same: None, whereupon said resolution
was declared duly passed and adopted, signed by the Mayor and his sig-

Communication - Special Village Census:
The Village Manager read a letter from the Bureau of the Census dated
January 3, 1963, enumerating the estimated cost and requirements for
a special census.
Council deferred action on the special census pending further infor-
mation relative to increased allotment from cigarette and liquor appor-
tionment.

Mr. Ray Kowalczyk an applicant for Rubbish & Garbage Service license
appeared before Council. Council requested a check on his licenses in

Communication - Golden Valley School Survey Committee:
The Village Manager presented the following names for consideration of
the Council for appointment to the Golden Valley School Survey Committee
by Mr. Bossert and Mr. Lindell, present members of the committee:

to the Golden Valley School Survey Committee upon recommendation of the
committee.
Communication - Village of Plymouth:
The Village Manager presented a letter from the Village of Plymouth dated
February 17, 1964, regarding the continuation of an agreement whereby a
Plymouth sanitary sewer would be able to connect in the Golden Valley
system.
Council stated they were in favor of keeping any available space in the
Golden Valley system on a first come first served basis.

Golden Valley Bulletin - Increased Cost:
All present agreed to add the above matter to the agenda.
The Village Manager submitted a request for approval of an increased cost
of the Golden Valley Bulletin for the month of February to $200.00.

cost for the Golden Valley Bulletin for the month of February to $200.00.
MOVED by Flannagan seconded by Schaphorst carried to adjourn the meeting
at 1:15 A.M.
