REGULAR MEETING
of the
VILLAGE COUNCIL
April 7, 1964
Pursuant to due call and notice thereof, a regular meeting of the Village
Council of the Village of Golden Valley, Hennepin County, Minnesota, was
held at 7800 Golden Valley Road in said Village on April 7, 1964, at 7:30
o'clock P.M.
The following members were present: Flannagan, Garis, Nadasdy, Schaphorst,
and Teresi; and the following were absent: None.
Present were Village Manager, Roger K. Ulstad; Village Attorney, Robert M.
Skare; Village Engineer, Donald Sorensen; Village Clerk, Helen Penniman,
Chairman of the Planning Commission, Joe L. Brown.
The meeting was called to order at 7:40 P.M.
Invocation: Mayor Nadasdy gave the invocation.
Minutes of March 17, 1964:
MOVED by Schaphorst seconded by Garis carried to approve the minutes of
March 17, 1964, as submitted to the Council.
Continued Public Hearing - Plat, Varner's Addition:
The Village Manager Stated this was a continued public hearing from the
meeting of March 17, 1964.

passed and adopted, signed by the Mayor and his signature attested by the

Public Hearing - Public Improvements (Water Main Trunk & Laterals):
The Village Clerk presented an affidavit showing publication in the
official newspaper of the Notice of Public Hearing on Certain Proposed
Public Improvements (Public Improvements No. 64 -WMT -1, 18, 28, 30, 43,
44, 45, 46, 47, 48, 49, 50, 51, 525 53, 54) 55 and 64-WML-2, 3, 4, 5,
8, 9, 13, 16, 17, 20, 21, 22, 23, 24, 25, 26, 27, 29, 31, 32, 33, 34,
35, 36, 37, 38, 395 40, 41, 42) described in the resolution of this Coun-
cil relating thereto, adopted on February 18, 1964. Said affidavit was
then examined, approved and ordered filed in the office of the Village
Clerk.
The Mayor then announced that the meeting was open for public hearing
on said proposed public improvements, and all persons present to do so
were afforded opportunity to express their views thereon. No persons
presented objections except the following:

Public Hearing - Public Improvements (Street Lighting -Delphian Heights):
The Village Manager presented an affidavit of publication in the official
newspaper of the Notice of Public Hearing as described in said affidavit.
Said affidavit was examined, approved and ordered filed in the Village
Clerk's Office.
The Mayor announced that this was the time and place for the public hear-
ing above referred to and all persons who desired to do so were afforded
opportunity to express their views thereon, and all written objections
heretofore filed with the Clerk were presented and considered as follows:

$1,510.00 which is due on April 19th and the remainder on October 19, 1961.

Request for Bond Release - Dawn Acres First Addition, Norm Rooney:
The Village Manager read a letter dated March 6, 1964, from Grand View Land
Development Company by Norm Rooney, requesting the release of their developer's
bond. Mr. Rooney submitted a check in the amount of $1,500.00 to complete
street work in Dawn Acres First Addition.
MOVED by Flannagan seconded by Teresi carried to accept the above referenced
check in the amount of $1,500.00, to complete street work in Dawn Acres First
Addition and to authorize the release of the developer's bond for Grand View
Land Development Company.
Resolution Ordering Dust Treatment (64 -DA -7):
Member Teresi introduced the following resolution and MOVED its adoption:
"RESOLUTION ORDERING DUST TREATMENT FOR CERTAIN STREETS"
(64 -DA -7)
The motion for the adoption of the foregoing resolution was duly seconded
by Member Schaphorst and, upon vote being taken thereon, the following
members voted in favor thereof: Flannagan, Garis, Nadasdy, Schaphorst,
and Teresi; and the following voted against the same: None, whereupon
said resolution was declared duly passed and adopted, signed by the Mayor
and his signature attested by the Village Clerk. See Resolutions Book

Request for License Approval for Farr Plumbing & Heating:
The Village Manager presented a request for approval of the license for
Farr Plumbing and Heating Company.
MOVED by Teresi seconded by Flannagan carried to approve the license for
Farr Plumbing & Heating Company.

Re: Zane Avenue Sanitary Sewer Assessment (62 -LF -5):
The Village Manager submitted a report dated April 2, 1964, regarding
Sanitary Sewer Project 62 -LF -5.
TVVED by Schaphorst seconded by Garis carried to defer the matter to
the meeting of April 21, 1961.
Bills:
MOVED by Flannagan seconded by Teresi carried to approve the bills as
submitted on the prelist.
MOVED by Schaphorst seconded by Garis carried to adjourn the meeting at
11:45 P.M.
