REGULAR MEETING
of the
VILLAGE COUNCIL
April 21, 1961
Pursuant to due call and notice thereof, a regular meeting of the Village
Council of the Village of Golden Valley, Hennepin County, Minnesota, was
held at 7800 Golden Valley Road in said Village on April 21, 1964, at
7:30 o'clock P.M.
The following members were present: Flannagan, Nadasdy, Teresi; and the
following were absent: Garis, Schaphorst.
Present were Village Manager, Roger K. Ulstad; Village Attorney, Robert
M. Skare; Village Engineer, Donald Sorensen; Village Clerk, Helen Penniman;
Building Inspector, Dan Lynch; Chairman of the Planning Commission, Joe
L. Brown.
The meeting was called to order at 7:40 P.M.
Invocation: Rev. Stuart Cameron, Valley Community Presbyterian Church,
3100 North Lilac Drive.
Minutes of April 7, 1964:
MOVED by Teresi seconded by Flannagan carried to defer approval of the
minutes of April 7, 1964, to the meeting of May 5, 1964.
Call for Bids - Voting Machines (6):
The Village Manager presented an affidavit of publication in the official
newspaper of the Call for Bids. Sealed bids were received and opened
publicly and read. Said bids were found to be as follows:
BIDDER TOTAL BID
Automatic Voting Machine Corporation $1,655.00 per machine
Jamestown, New York
The Village Manager recommended the bid be awarded to the Automatic Voting
Machine Corporation, this being the only bid and the same type of voting
maching the Village is now using.
MOVED by Flannagan seconded by Teresi carried to award the bid to the
Automatic Voting Machine Corporation for six machines in the amount of
$1,655.00 per machine, upon recommendation of the Village Manager.
Continued Public Hearing_- Zoning, 300 Ensign Avenue No., Multiple Dwelling:
MOVED by Flannagan seconded by Teresi carried to continue the public hear-
ing to May 5, 1961.

Public Hearing - Zoning Code Amendment:
The Village Manager presented an affidavit of publication in the official
newspaper of the Notice of Public Hearing as described in said affidavit.
Said affidavit was examined, approved and ordered filed in the Clerk's
office.
The Mayor announced that this was the time and place for the public hear-
ing above referred to and all persons who desired to do so were afforded
opportunity to express their views thereon, and all written objections
heretofore filed with the Clerk were presented and considered as follows:

Public Hearing - Zenith Avenue Street Improvements:
The Village Clerk presented an affidavit showing publication in the official
newspaper of the Notice of Public Hearing on Certain Proposed Public Improve-
ments (M.S.A.S. 28-394-01- Zenith Avenue: 64 -GG -4, 64-13S-22, 64 -CG -14 and
64 -CW -1) or (64 -CP -3 and 64 -CW -1), described in the resolution of this
Council relating thereto, adopted on April 7, 1961. Said affidavit was
then examined, approved and ordered filed in the office of the Village Clerk.
The Mayor then announced that the meeting was open for public hearing on
said proposed public improvements, and all persons present to do so were
afforded opportunity to express their views thereon. No persons presented
objections except the following:

MOVED by Teresi seconded by Flannagan carried to approve the construction
of the above referenced public improvements with the center island to be
constructed from Manor Drive to 26th Avenue North and Manor Drive to
Glenwood Parkway without the center island, including sidewalk on the
west side of Zenith Avenue North.
Member Teresi introduced the following resolution and LVED its adoption:

Special Assessment re: Various Lots in Confer & Erickson Boulevard Gardens:
Mr. Glen Brown appeared before Council regarding Lots 22, 23, 24, Block 1,
Confer & Erickson's Boulevard Gardens special assessments. Council dis-
cussed the matter and took no action.
Special Assessment re: Outlot 1, Plat 87265, Parcel 9250, Western Terrace
Hills:
The Village Manager presented a report from the Village Assessor regarding
Outlot 1, Plat 87265, Parcel 9250, Western Terrace Rills, owned by Mr.
John Clift.
MOVED by Flannagan seconded by Teresi carried to defer lateral sewer
assessments for 1962 and Grading and Gravelling for 1962 for an indefin-
ite period or until the lot is a buildable parcel, upon recommendation
of the Village Assessor.

The Village Manager presented a report from the Village Assessor regard-
ing Lot 8, Auditor's Subdivision 7#322, Plat 8.861, Parcel 1.10. Council
discussed the matter
MOVED by Flannagan seconded by Teresi carried to deny the request for
adjustment on assessments on Lot 8, Auditor's Subdivision #322, Plat
8.861, Parcel 1410, upon recommendation of the Village Assessor.
Final Plat Approval - Lamplighter Estates 3rd Addition:
The Village Manager submitted the final plat for approval of Lamplighter
Estates 3rd Addition.
MOVED by Teresi seconded by Flannagan carried to approve the final plat
of Lamplighter Estates 3rd Addition, upon recommendation of the Planning
Commission.
Agreement - Pars. Etzler & Mr. Goldman, re: Multiple Dwelling, Circle Down:
The Village Manager presented copies of the above referenced agreement
between Mrs. Etzler and AIr. Goldman, dated December 1, 1959, for Council
reference.
MOVED by Flannagan seconded by Teresi carried to require P•Zr. Goldman to
comply with the agreement dated December 1, 1959. The original zoning
request was approved based on this agreement.
Request for Ordinance Waiver - 6839 - 6th Avenue North:
The Village Manager presented a request for an ordinance waiver at 6839
6th Avenue North for Mrs. Marjorie Stoltz.
Mr. Joe L. Brown, President of the Planning Commission, presented the
recommendation of the Planning Commission to approve said ordinance
waiver. (See minutes of 4-16-64.)
MOVED by Flannagan seconded by Teresi carried to approve the ordinance
waiver for 6839 - 6th Avenue North, upon recommendation of the Planning
Commission.
Request for Ordinance Waiver - 8520 Plymouth Avenue:
The Village Manager presented a request for an ordinance waiver at 8520
Plymouth Avenue for Theodore Ruther.

Mr. Joe L. Brown, President of the Planning Commission, presented the
recommendation of the Planning Commission to approve said ordinance
waiver. (See minutes of 4-16-64.)
MOVED by Flannagan seconded by Teresi carried to approve the ordinance
waiver for 8520 Plymouth Avenue, upon recommendation of the Planning
Commission.
Request for Ordinance Waiver - 335 Cloverleaf Drive:
The Village Manager presented a request for an ordinance waiver at 355
Cloverleaf Drive for C. P. Nagell Construction Company.
Mr. Joe L. Brown, President of the Planning Commission, presented the
recommendation of the Planning Commission to approve said ordinance waiver.

Request for Public Hearing - Zoning, 955 Winnetka Avenue North:
The Village Manager presented a request for a public hearing to zone 955
Winnetka Avenue North from Light Industrial to Commercial zone.
MOVED by Flannagan seconded by Teresi carried to call a public hearing to
zone 955 Winnetka Avenue North to Commercial Zone on May 5, 1964.
Request for Public Hearing - Zoning, 6627 Sixth Avenue North:
The Village Manager presented a request for a public hearing to zone 6627
Sixth Avenue North to Light Industrial.
MOVED by Teresi seconded by Flannagan carried to call a public hearing
to zone 6627 Sixth Avenue North to Light Industrial on May 5, 1961.

The Village Manager presented a request for a public hearing to zone 1114

Request for Building Permit - 2401 Nevada Ave., Wissota Manufacturing Co.:
The Building Inspector presented a request for a building permit for
Wissota Manufacturing Company at 2401 Nevada Avenue.
A representative of the Wissota Manufacturing Company was present to
answer questions for Council.
MOVED by Flannagan seconded by Teresi carried to continue the matter to
the meeting of May 5, 1964.
Request for Building Permit - Skelly Oil Company, 7155 Medicine Lake Road:
The Building Inspector presented a request for a building permit for Skelly
Oil Company at 7155 Medicine Lake Road.
Representatives of Skelly Oil Company were present to answer questions for
Council.
ROVED by Teresi seconded by Flannagan carried to approve the request for a
building permit for Skelly Oil Company at 7155 Medicine Lake Road, subject
to approval of the Building Inspector.
Request for Moving Permit - Skelly Oil Company (1200 Turner's Crossroad):
The Building Inspector presented the request for a moving permit for Skelly
Oil Company to move the grocery building on the site at 1200 Turner's
Crossroad.
MOVED by Teresi seconded by Flannagan carried to approve the request for a
moving permit for Skelly Oil Company to move the above referenced building
at 1200 Turner's Crossroad, subject to refacing the building with brick and
subject to the approval of the Building Inspector.
Request for Sign Permit - Louisiana Avenue & Wayzata Boulevard:
The Building Inspector presented a request for a sign permit for Louis
Overbach "Flowers For Sale" at Louisiana Avenue and l�,Iayzata Boulevard.
MOVED by Teresi seconded by Flannagan carried to approve the request
for a temporary sign permit for Louis Overbach at Louisiana Avenue and
Wayzata Boulevard, subject to parking being provided off Wayzata Boulevard
and subject to the approval of the Building Inspector.
Request for Public Hearing - Plat, DuSchane's Addition:
The Village Manager presented a request for a public hearing to plat
DuSchane's Addition.

a salary range from $550.00 to $625.00 per month for a Planner, upon
recommendation of the Village Manager.
Request for Public Hearing - Miscellaneous Improvements:
The Village Manager presented a request for a public hearing on Miscell-
aneous Water Improvements.
Member Teresi introduced the following resolution and MOVED its adoption:

The motion for the adoption of the foregoing resolution was duly seconded
by Member Flannagan and, upon vote being taken thereon, the following
voted in favor thereof: Flannagan, Nadasdy, Teresi; and the following
voted against the same: None, whereupon said resolution was declared
duly passed and adopted, signed by the Mayor and his signature attested
by the Village Clerk. See Resolutions Book page 2
Change of Time for Council Meetings:
LVED by Teresi seconded by Flannagan carried to change the starting time
for Council Meetings from 7:30 P.M. to 8:00 P.M. effective May 5, 1964.
