SPECIAL MEETING
of the
VILLAGE COUNCIL
June 30, 1964
Pursuant to due call and notice thereof, a special meeting of the Village
Council of the Village of Golden Valley, Hennepin County, Minnesota, was
held at 7800 Golden Valley Road in said Village on June 30, 1964, at 8:00
o'clock P.M.
The following members were present: Flannagan, Nadasdy, Schaphorst and
Teresi; and the following was absent: Garis.
Present were Village Manager, Roger K. Ulstad; Village Attorney, Robert M.
Skare; Village Engineer, Donald Sorensen; Village Clerk, Helen Penniman,
Building Inspector, Dan Lynch.
The meeting was called to order at 8:15 P.M.
Request for Building Permit - 5609 Olson Highway, United Tree Service:
The Building Inspector presented the request for a building permit for a
garage 25 x 50 for United Tree Service at 5609 Olson Highway.
MOVED by Flannagan seconded by Schaphorst carried to deny the request on
the grounds that this is a commercial venture in a residential zone and
would be an enlargement of a non -conforming use.
Re: Condemnation for Street Right -of -Way, Golden Valley Baptist Church:
The Village Manager read a letter dated May 27, 1964, from Golden Valley
Baptist Church regarding a lot for a proposed building site for a parson-
age or village street right-of-way.
Council discussed the matter at length and took no action pending additional
discussion with the Golden Valley Baptist Church to determine future needs.
Discussion - Golden Valley Bulletin:
Mr. Allan Godfrey, 41 Western Terrace, appeared and stated he was a new
resident of Golden Valley, that the Bulletin should carry a box notice on
publication time, place and by whom published. Mr. Godfrey also stated
the Bulletin should not carry personal opinions, but that he favored the
continued publication of the Golden Valley Bulletin.
Council discussed the legal position of the Golden Valley Bulletin at
length and directed the continued publication of same.
Re: France Avenue Extension & Highway #12:
The Village Manager reported on the preliminary hearing of the Railroad
and Warehouse Commission which met on June 24, 1964, and informed the
Council of the formal hearing at St. Louis Park on July 14, 1964, at
9:30 A.M.

The Village Engineer presented Lay -Out #11 as proposed by the State High-
way Department.
Council requests the staff and the Village Attorney to attend the meeting
on the 14th of July, to represent Golden Valley.
Beim Construction Company - Re: Brick Facing, 8039 Lewis Road:
Mr. Beim appeared and stated the requirement that the side and back of the
building at 8039 Lewis Road be bricked would cost an estimated $6,400 or
8% of the cost of the kuilding. Mr. Beim suggested that shadow block be
used on the side and back of the building with brick on the front and
plantings and trees along the block wall.
MOVED by Teresi seconded by Flannagan carried to require Mr. Beim to Land-
scape and plant trees and shrubbery as screening to meet council approval
and to submit a $2,000.00 bond; the rear and side of the building to be
shadow block with some other acceptable material. New plans for the above
requirements to be submitted for approval on July 7, 1961.
Glenwood Hills Hospital Tax Assessment:
The Village Attorney reviewed the memorandum dated May 26, 1961, regarding
the Glenwood Hills Hospital Assessment requesting an adjustment of the 1962
taxes payable in 1963 for the Glenwood Hills Hospital Clinic parcel.
Council took no action on the matter since the law suit pending was started
by Glenwood Hills Hospital and Hennepin County is the defendent.
New Hope Storm Sewer (Storm Drainage):
The Village Manager presented a request by New Hope to discharge storm drain-
age into Golden Valley in the vicinity of Medicine Lake Road and Flag Avenue.
Council requested that New Hope be informed by letter of the legal objections
to this proposed storm sewer.
Communication - Dan Otten, Sewer Connection - House Trailer:
Mr. Otten was not present. Council deferred the matter to the meeting of
July 7, 1964.
Agreement - City of Robbinsdale Re: Water Connection:
The Village Manager presented a preliminary agreement regarding the City of
Robbinsdale or its residents connecting to the Golden Valley water system.
MOVED by Teresi seconded by Flannagan carried to request permission from the
Joint Water Commission for the connection by Mr. Robert Oullette of 3912 -
26th Avenue North, Robbinsdale, to the Golden Valley water system.

Discussion of Sanitarian:
The Village Manager presented a report on a meeting to hire a Sanitarian
jointly by Brooklyn Center, Crystal, Robbinsdale and Golden Valley, to
replace the Village Health Officer.
MOVED by Teresi seconded by Schaphorst carried to approve the Village of
Golden Valley participating in the employment of a professional Sanitarian.
He: Honeywell Landscaping:
The Village Manager informed the Council that the proposed landscaping by
Honeywell has been started.
Woodfill Shell Service Station, 5500 Golden Valley Road (Set -Back):
Council discussed the set -back requirements for service stations in gen-
eral and Woodfill Shell Service Station in particular.
Council instructed the staff to enforce the set -backs as defined in the
Village Ordinance.
Appointment of Committee for Trail Ways:
Council requested that names be submitted by the League of Women Voters
for appointment to the committee for Trail Ways.
Licenses:
Council deferred the matter to the meeting of July 7, 1964.
Complaint - Mr. Rau, 5101 Circle Down - Apartment Debris:
All present agreed to add the above matter to the agenda.
The Village Manager presented a complaint by Mr. Rau, 5101 Circle Down re-
garding the Apartment Building at 5307 Circle Down, having excessive debris
on the lot.
MOVED by Flannagan seconded by Schaphorst carried to pursue necessary legal
action to obtain compliance.
Well Driller Supply - 705 Pennsylvania Avenue South:
All present agreed to add the above matter to the agenda.
The Village Manager presented complaints regarding the appearance of the
lot and yard at 705 Pennsylvania Avenue South, Well Driller Supply.
Council requested that the fence along the property be extended to Penn-
sylvania Avenue.

Annual Dues for Hennepin County League of Municipalities:
All present agreed to add the above matter to the agenda.
The Village Manager presented a request for the annual dues for Hennepin
County League of Municipalities in the amount of $844.96.
MOVED by Flannagan seconded by Schaphorst carried to approve the payment
of annual dues to Hennepin County League of Municipalities in the amount
of $844.96.
Request to Purchase Truck Mounted Sander - Engineering Department:
The Village Engineer presented a request to purchase two truck mounted
sanders for $950.00 each.
MOVED by Flannagan seconded by Schaphorst carried to approve the purchase
of two truck mounted sanders for $1,900.00 with money from the Contingency
Fund.
MOVED by Flannagan seconded by Teresi carried to adjourn the meeting at
11:30 P.M.
