REGULAR MEETING
of the
VILLAGE COUNCIL
July 7, 1964
Pursuant to due call and notice thereof, a regular meeting of the Village
Council of the Village of Golden Valley, Hennepin County, Minnesota, was
held at 7800 Golden Valley Road in said Village on July 7, 1964, at 8:00
o'clock P.M.
The following members were present: Flannagan, Garis, Nadasdy, Schaphorst,
and Teresi; and the following were absent: None.
Present were Village Manager, Roger K. Ulstad; Village Attorney, Robert M.
Skare; Village Attorney, Donald Sorensen; Village Clerk, Helen Penniman;
Building Inspector, Dan Lynch; President of the Planning Commission, Joe L.
Brown.
The meeting was called to order at 8:10 P.M.
Invocation: Rabbi Marc Liebhaber, Tifereth B'Nai Jacob Synagogue.
Minutes of June 16, 1964:
MOVED by Teresi seconded by Flannagan carried to approve the minutes of
June 16, 1964, as submitted to the Council.
Public Hearing - Plat, Leber Addition:
The Village Clerk presented an affidavit of publication in the official
newspaper of the Notice of Public Hearing as described in said affidavit.
Said affidavit was examined, approved and ordered filed in the Clerk's
Office.
The Mayor announced that this was the time and place for the public hearing
above referred to and all persons who desired to do so were afforded oppor-
tunity to express their views thereon, and all written objections heretofore
filed with the Clerk were presented and considered as follows:

Mr. Joe L. Brown, President, of the Planning Commission, presented the recom-
mendation of the Planning Commission to approve said plat. (see minutes of
June 11, 1964).
MOVED by Flannagan seconded by Schaphorst carried to refer the plat to the
Planning Commission to consider changing the road and to continue the Public
Hearing to the meeting of July 21, 1964.
Public Hearing - ZoninF., Apostolic Lutheran Church, 6000 Duluth Street:
The Village Clerk presented an affidavit of publication in the official news-
paper of the Notice of Public Hearing as described in said affidavit. Said
affidavit was examined, approved and ordered filed in the Clerk's Office.
The Mayor announced that this was the time and place for the public hearing
above referred to and all persons who desired to do so were afforded oppor-
tunity to express their views thereon, and all written objections heretofore
filed with the Clerk were presented and considered as follows:

Several residents in the area viewed the plat proposed to be zoned to I-1
Institutional for the Apostolic Lutheran Church, 6000 Duluth Street.
PROPONENT REASON
Rev. Hendrickson Appeared to request said zoning and
2455 Zane Avenue North stated the completion date for the
proposed church is two years.
The Mayor closed the public hearing.
Mr. Joe L. Brown, President of the Planning Commission, presented the recom-
mendation of the Planning Commission to approve said zoning. (see minutes
of June 11, 1964).

MOVED by Flannagan seconded by Garis carried to give a first reading to
an ordinance entitled:
"AN ORDINANCE AMENDING THE ZONING CODE"
(Apostolic Lutheran Church)
MOVED by Teresi seconded by Flannagan carried to approve the ordinance
herein quoted by title on its first reading, subject to homes being con-
structed as shown on two sides of the proposed church.

MOVED by Teresi seconded by Garis to deny the rezoning request. Upon roll
call vote being taken thereon, the members were recorded as voting as

The Village Clerk presented an affidavit showing publication in the official
newspaper of the Notice of Public Hearing on Certain Proposed Public Improve-
ments (Concrete Paving with Integral Curb - 64 -CP -4, 64 -CP -5, 64 -CP -6, 64 -CP -7,
64 -CP -8) described in the resolution of this Council relating thereto, adopted
on June 16, 1964. Said affidavit was examined, approved and ordered filed in
the office of the Village Clerk.
The Mayor announced that the meeting was open for public hearing on said pro-
posed public improvements, and all persons present to do so were afforded
opportunity to express their views thereon. No persons presented object-
ions except the following:

Teresi; and the following voted against the same: None, whereupon said
resolution was declared duly passed and adopted, signed by the Mayor, and

The motion for the adoption of the foregoing resolution was duly seconded
by Member Flannagan and, upon vote being taken thereon, the following

and Teresi; and the following voted against the same: None, whereupon
said resolution was declared duly passed and adopted, signed by the

Request for Building Permit - 1114 Zane Avenue North, Feinberg Meats:
The Building Inspector presented the request for a building permit for
Feinberg Meats at 1114 Zane Avenue North.
Mr. Ron Rank, Architect, appeared to answer questions for Council.
MOVED by Teresi seconded by Flannagan carried to approve the building
permit for Feinberg Meats at 1114 Zane Avenue North, subject to posting
a $2,000.00 Landscaping Bond and the approval of the Building Inspector.
Request for Building Permit - 7600 Wayzata Boulevard, Heilicher Bros., Inc.:

The Building Inspector presented preliminary plans and a request for a

for Minnesota Woodworkers Supply at 8007 Lewis Road, subject to the use of
shadow block and brick and subject to the approval of the Building Inspector.
Communication - Dan Otten, Sewer Connection, House Trailer:
The Village Manager read a letter dated May 27, 1961, from Mr. Vincent E.
Johnson, Attorney representing Mr. Otten, requesting permission to hook
up to sewer and water on a temporary basis. The Village Manager stated
that the proponents had withdrawn their request.
Mr. Dan Ocken, 1519 Winnetka Avenue North and Mr. H. B. Christiansen,
1539 Winnetka Avenue North, appeared to object to the trailer and the
lighted sign. A petition was also presented containing 39 signers, against
said trailer and lighted sign.
MOVED by Schaphorst seconded by Garis carried to direct the staff to notify
Mr. Otten that the trailer must be removed from the site within 10 days.
MOVED by Flannagan seconded by Garis carried to require Mr. Otten to conform
with the Village Sign Ordinance, without lights.
Request for Sign Permit - A.B.E. Rentals, 5412 Wayzata Boulevard:
The Building Inspector presented a request for a sign permit for A.B.E. Rentals,
at 5112 Wayzata Boulevard. Mr. Countryman was present to answer questions for
Council.

Second Reading - SW Quadrant Douglas Drive No. & Medicine Lake Road:
Mrs. J. Sarych, 6909 Medicine Lake Road and Mrs. Eunice Richardson, 6839
Medicine Lake Road appeared to protest the rezoning of their property to
residential and questioned the percentage of signers petitioning for said
zoning.
MOVED by Teresi seconded by Garis carried to defer the 2nd reading of the
ordinance to the meeting of July 21, 1964.
Communication from Mobil Oil Company - Mr. DeVries:
The Village Manager read a letter dated July 1, 1964, from Mobil Oil Company
stating they will not start construction of the service station proposed for
the southeast corner of Douglas Drive and County Road #66 until after the
footings have been installed for the proposed apartment building which is
to be erected on the former Brown property.
Mr. DeVries was present and requested a second reading of the ordinance
zoning the property on the southeast corner of Douglas Drive and County
Road #66 to Commercial Zone.

The Village Engineer submitted a petition for an addition of street lighting

requested on said petition to the existing contract for street lighting on
Kewanee Way from 26th Avenue North to Dead End.
Deferment of Assessment for Water Improvement (62-WML-2), 65113 Glenwood Ave.:
The Village Manager submitted report from the Village Assessor dated July 7,
1964, regarding deferment of assessment for Water Improvement (62-WML-2), at
6543 Glenwood Avenue, said deferment was recommended by the Village Assessor.
MOVED by Flannagan seconded by Schaphorst carried to defer the assessment for
Water Improvement (62-WML-2), as recommended by the Village Assessor on a year
to year basis.
Re: Traffic Signals - Winnetka Avenue & 6th Avenue North:
The Village Engineer presented a request for installation of traffic signals
at Winnetka Avenue & 6th Avenue North, estimated cost to the Village of
$17,500.00.

mendation of the Building Inspector.

The Village Manager presented an estimated cost of $200.00 to $300.00

Douglas Barr, Hydrologist, to report on the level of the St. Croix Water
