SPECIAL MEETING
of the
VILLAGE COUNCIL
September 22, 1964
Pursuant to due call and notice thereof, a special meeting of the Village
Council of the Village of Golden Valley, Hennepin County, Minnesota, was
held at 7800 Golden Valley Road in said Village on September 22, 1964, at
8:00 o'clock P.M.
The following members were present: Flannagan, Garis, Nadasdy, (Mr. Nadasdy
arrived at 9:30 o'clock P.M.), Schaphorst, and Teresi; the following were
absent: None.
Present were Village Manager, Roger K. Ulstad, and Donald Sorensen, Village
Engineer.
Report on Water Table, St. Croix Avenue (Douglas Barr):
Mr. Dixon, an assistant of Douglas Barr, was present to explain and answer
any questions with reference to the report that was submitted by Mr. Barr
with specific reference to the water table on St. Croix at the approximate
location of Bassett's Creek and two hundred and fifty feet (250') on either
side of the creek.
Council deferred action on the acceptance of said report until additional
information is supplied; specifically (1) with reference to the soil con-
sistency of the test holes and a profile of the area tested; (2) location
of the north series of test holes and their relation to the watermain
paralleling St. Croix Avenue; and (3) what result, if any, can a small
change of the water table in this area.
Council deferred accepting the above report until these questions have
been answered.
Communication from the Village Manager and Finance Department:
The Village Manager presented a communication dated September 22, 1964,
showing the adjusted estimates for the remainder of the current year 1964,
and requested that supplemental appropriations be provided for at this
time due to increased Municipal Court costs, costs of law suits, and mis-
cellaneous maintenance costs which could exceed the original amounts of"the
individual department budgets. These adjustments in no way will increase
the sum total of expenditures as approved in the General Fund.
MOVED by Flannagan seconded by Schaphorst carried that the Village Council
approve the proposed adjustment of the 1964 Budget as submitted in the com-
munication dated September 22, 1964.

Proposed Budget for 1965:
Council reviewed the proposed budget, requesting additional information
relative to public safety costs and capital outlay costs proposed for
1965. There being no further questions at this time, Council deferred
consideration of budget approval to the meeting of October 6th and at
that time will establish the mill levy and approve the final budget for
the year 1965.
MOVED by Teresi seconded by Garis carried to adjourn the meeting at 10:30
P.M.
