SPECIAL MEETING
of the
VILLAGE COUNCIL
March 23, 1965
Pursuant to due call and notice thereof, a special meeting of the Village
Council of the Village of Golden Valley, Hennepin County, Minnesota, was
held at 7800 Golden Valley Road in said Village on March 23, 1965, at
7:30 o'clock P.M.
The following members were present: Flannagan, Garis, Radasdy, Schaphorst,
and Teresi; and the following were absent: None. Member Flannagan arrived
at 8:30 o'clock P.M.
Present were Village Manager, Roger K. Ulstad, Village Attorney, Robert M.
Skare; Village Engineer, Donald Sorensen; Village Planner, John Voss.
Golden Valley Park & Recreation Commission:
The Park and Recreation Commission appeared before the Council and outlined
the capital improvements program necessary for the overall system of parks.
Cost of the project is approximately $575,000.
The Village Council suggested an amount of $18,000.00 be transferred from
the contingency fund of the General Fund to the Park and Recreation Fund
as a temporary loan until monies could be obtained as a result of an elec-
tion for the sale of General Obligation Bonds.
MOVED by Teresi seconded by Garis carried that an advance of $18,000 be
provided for the Park and Recreation Department, monies to be transferred
from the Contingency Fund of the General Fund.
Planning Commission Recommendation - Industrial Zoning District:
There was discussion between the Council and Planning Commission on the
Planning Commission's proposed performance standards with reference specif-
ically to the Commercial and Industrial Zoning Codes, and the effect of pro-
viding an additional use category, allowing automobile dealers and used car
lots in the described zoning districts.
In the Council and Planning Commission discussion of performance standards
for new and used automobile sales, two requirements were added to the Plan-
ning Commission recommendation:
1. Parking on the roof of any building shall be prohibited.
2. Accessory buildings shall be similar in design, and of the
same construction material, as the main building.

MOVED by Flannagan seconded,by Garis carried to hold a Public Hearing on
April 6, 1965, on proposed ordinance changes effecting the Commercial and
Industrial Zoning Districts.
Ordinance Waivers - Double Bungalows:
MOVED by Flannagan seconded by Schaphorst carried to waive the ordinance
waiver fee on all requests by owners of platted double bungalow lots as
they appear before the Planning Commission for Ordinance Waivers.
Scheid Park Property:
MOVED by Flannagan seconded by Schaphorst carried that the portion of parts
property lying north of County Road #66 and that was also a part of the
original Scheid Park contribution, be reverted to the original contributors
of the park property.
The reason for the foregoing motion is the result of the continuing law
suit being pressed against the Village as a result of County Road #66
utilizing a portion of the dedicated park without compensation. ,
MOVED by Teresi seconded by Garis carried to adjourn the meeting at 11:00 P.M.
