04-06-65 City Council MinutesREGULAR MEETING of the VILLAGE COUNCIL April 6, 1965 Pursuant to due call and notice thereof, a regular meeting of the Village Council of the Village of Golden Valley, Hennepin County, Minnesota, was held at 7800 Golden Valley Road in said Village on April 6, 1965, at 7:30 o'clock P. M. The following members were present: Flannagan, Garis, Nadasdy, Schaphorst, and Teresi; and the following were absent: None. Invocation: Rev. Norman D. Long, Church of the Brethren. Present were Village Manager, Roger K. Ulstad; Village Attorney, Robert M. Skare; Village Engineer, Donald Sorensen;; Village Clerk, Helen Penniman; Building Inspecztor, Dan Lynch; Member of the Planning Commission, Robert Van Hauer. Minutes of March 16, 1965; March 23, 1965: MOVED by Schaphorst seconded by Flannagan carried to approve the minutes of March 16, 1965 and March 23, 1965, as submitted to the Council. Award of Bid - Self -Propelled Pickup Street Sweeper: The Village Manager presented the affidavit of publication in the official newspaper. Sealed bids were received and the Village Engineer and the Village Manager met in the Council Chambers at 7800 Golden Valley Road, at 11:00 o'clock A.M. on March 15, 1965, and have then and there publicly opened and read the bids received. The Village Engineer tabulated said bids and they were found to be as follows: BIDDER MAKE TOTAL BID MacQueen Equipment Elgin $ 9,04.9.00 Hall Equipment Wayne 9,867.= Hayden -Murphy Equipment Co. M -B 10056.00 Zeco Company Mobil 10,430.00 The Village Engineer recommended that the Hall Equipment Company, being the lowest responsible bidder meeting specifications, be awarded the bid in the amount of $9,867.00. MOVED by Teresi seconded by Flannagan carried to award the bid to Hall Equipment Company, in the amount of $9,867.00, upon recommendation of -.the Village Engineer. 1 1 1 Regular Meeting of the Village Council, April 6, 1965 Award of Bid - Tractor & Mower:: The Village Manager presented the affidavit of publication in the official newspaper. Sealed bids were received and the Village Manager, Village Clerk and Director of Park & Recreation met in the Council Chambers at 7800 Golden Valley Road, at 11:00 A.M. on April 2, 1965, and have then and there pub- licly opened and read the bids received.; The Director of Parks and Recreation tabulated said bids and they were found to be as follows: BIDDER TOTAL BID Minnesota Toro, Inc. $5.298.00 The Director of Parks and Recreation recommended Minnesota Toro, Inc., being the lowest responsible bidder meeting specifications, be awarded the bid in the amount of $5,298.00 MOVED by Schaphorst seconded by Flannagan carried to award the bid to Minne- sota Toro, Inc., in the amount of $5,298.00, upon recommendation of the Director of Parks and Recreation. Park and Recreation Commission - Bond Issue: Mrs. Scheffler, President of Park and Recreation Commission appeared before Council to request approval of a bond issue in the amount of $185,000 for the Park and Recreation Commission and request a special election be held on June 29, 1965. MOVED by Teresi seconded by Flannagan carried to approve the request for a Special Election to issue $185,000 of Bonds for the Park and Recreation _ Commission, subject to repayment of $18,000 to Contingency Fund if success- ful, and setting the date of the Special Election on June 29, 1965. Member Teresi introduced the following resolution and MOVED its adoption: "RESOLUTION DETERMINING THE NECESSITY AND EXPEDIENCY OF ISSUING PARK SYSTEM BONDS AND CALLING SPECIAL ELECTION TO VOTE ON THEIR ISSUANCE" The motion for the adoption of the foregoing resolution was seconded by Member Flannagan and, upon vote being taken thereon, the following voted in favor thereof: Flannagan, Garis, Nadasdy, Schaphorst, and Teresi; and the following voted against the same: None, whereupon said resolution was attested by the Village Clerk. Garnes, 6801 Knoll Street: Mr. Garnes appeared to request that the grade on his driveway and the street in front of his home be restored before the bituminous surfacing and gutter are installed this year. Council directed the staff.to work out the details with Mr. Garnes, subject to securing a release from Mr. Garnes. we, Regular Meeting of the Village Council, April 6, 1965 Public Hearing - Industrial. District Offstreet Parking Requirements and Regulations: The Village Manager presented the affidavit of publication in the offi- cial newspaper of the Notice of Public Hearing as described in said affidavit. Said affidavit was examined.% approved and ordered filed in the Clerks Office. The Mayor announced that this was the time and place for the public hearing above and referred to and all persons who desired to do so were afforded oppor- tunity to express their views thereon. No persons presented objections except the following: OBJECTOR OBJECTION None None The Mayor closed the public hearing. MOVED by Garis seconded by Flannagan carried to give a first reading to an ordinance entitled: "AN ORDINANCE AMENDING THE ZONING CODE" (Industrial Zoning District) MOVED by Flannagan seconded by Teresi carried to approve the ordinance herein quoted by title on its first reading. Public Hearing - Street Vacation, Portion of Phoenix Street: MOVED by Schaphorst seconded by Garis carried to continue the Public Hearing to _,April 20, 1965. Public Hearing - Bituminous Surfacing; Curb and Gutter: The Village Manager presented the affidavit of publication in the official newspaper of the Notice of Public Hearing as described in said affidavit. Said affidavit was examined, approved and ordered filed in the Clerks Office. The Mayor announced that this was the time and place for the public hearing above referred to and all persons who desired to do so were afforded oppor- tunity to express their views thereon. Member Teresi introduced the following resolution and MOVED its adoption: "RESOLUTION ORDERING CONSTRUCTION OF CERTAIN PROPOSED PUBLIC IMPROVEMENTS" (65 -BS -1, 3, 8, 9, 1011 11, 12, 13, 14, 16, 17, 18, 19, 20, & 21) The motion for the adoption of the foregoing resolution was seconded by Member Garis and, upon vote being taken thereon, the following voted in favor thereof: Flannagan, Garis, Nadasdy, Schaphorst, and Teresi; and the following voted against the same: None, whereupon said resolution was declared duly passed and adopted, signed by the Mayor, and his signature attested by the Village Clerk. "RESOLUTION APPROVING PLANS AND SPECIFICATIONS AND ORDERING ADVERTISEMENT FOR BIDS" (65 -CG -1, 52 6 & 8) The motion for the adoption of the foregoing resolution was seconded by Member Schaphorst and, upon vote being taken thereon, the following voted in favor thereof: Flannagan, Garis, Nadasdy, Schaphorst, and Teresi; and the following voted against the same: None, whereupon said resolution was attested by the Village Clerk. See Resolutions Book page_ *0 Request for Plan Approval, Anderson Cadillac ??�20 Wayzata Boulevard: Upon request of the proponent, Council deferred the above referenced matter to the meeting of Appal 20, 1965. Request for Plan Approval - Liberty Carton, 7125 Laurel Avenue: The Building Inspector submitted the request for plan approval. Representatives of Liberty Carton proposed concrete block construction with painted or pre -cast panels. Member Teresi suggested investigation into abandoning the railroad spur servicing this property and running along Laurel Avenue. Council requested Liberty Carton to submit alternative plans other than all concrete block construction, with brick or comparable material on the north and west of the building. Request for Plan Approval - Midland Nursery, 2520 Winnetka Avenue North: The Building Inspector presented a request for plan approval. for Midland Nursery at 2520 Winubtka Avenue North, for temporary buildings and outside storage. Council agreed to issue a temporary license for Christmas Tree, Shrubbery sale for six months expiring October, 1965. Request for Plan Approval - Brechet & Richter, 6005 Golden Valley Road: The Building Inspector submitted a proposal to either paint or box -in the roof tank at Brechet & Richter, 6005 Golden Valley Road. Council agreet that the proposal to box -in the roof tank at Brechet & Richter, 6005 Golden Valley Road would enhance the building's appearance. Request for Building Permit - Golden Valley State Bank, 505 Winnetka Ave. No; Council deferred the above matter to the meeting of April. 20, 1965. Regular Meeting of the Village Council, April 6, 1965 Second Reading-- Multiple Dwelling, 6300 Wayzata Boulevard: Mr. Walsh appeared and stated he was agreeable to a continuation pending Council's having the opportunity to view the use of the proposed substitute brick at several locations. MOVED by Teresi seconded by Flannagan carried to continue the second reading of the Multiple Dwelling Amendment for 6500 Wayzata Boulevard to the meeting of April 20, 1965. Communication. - Twin City Lines, Inc. - Bus Service: The Village Manager read a letter dated March 27, 1965, from the Twin City Lines, Inc. regarding proposed bus service on Glenwood Avenue and Turner's Crossroad. �e Regular Meeting of the Village Council, April 6, 1965 MOVED by Flannagan seconded by Garis carried to approve the request to extend bus service on Glenwood Avenue to Turner's Crossroad and southerly on Turner's Crossroad into St. Louis Park and requested that consideration be given to expending the proposed service further to County Road # 18, in view of the new industry and apartments located west ref Turner's Crossroad. Cancellation of Special Assessment on 1964 Watermain #45 Trunk: The Village Manager presetted the request to cancel the special assessment on 1964 Watermain #45.Trunk, since the work was not constructed during 1964. MOVED by Teresi seconded by Flannagan carried to cancel the special assess- ment on 1964 Watermain #45 Trunk upon recommendation of the Village Assessor. Roger Peterson Bill: The Village Manager presented a bill for legal seraice of Roger Peterson. MOVED.by Flannagan seconded by Schaphorst carried to request a break -down of the bill and itemized statement before payment, as a follow-up of a request by Council at its special meeting on March 23, 1965• Bills: MOVED by Schaphorst seconded by Flannagan carried to approve the bills as submitted on the prelist.
