June 22, 1965
Pursuant to due call and notice thereof, a special.meeting of the Village
Council of the Village of Golden Valley, Hennepin County, Minnesota, was
held at 7800 Golden Valley Road in said Village on June 22, 1965, at 8:00
o'clock P. M.
The following members were present: Flannagan, Garis, Nadasdy, Schaphorst,
and Teresi; and the following were absent: None,
'resent were Village Manager, Roger K. Ulstad; Village Attorney, Robert M.
Skase; Village Engineer, Donald Sorensen; Village Clerk, Helen Penniman;
Building Inspector, Dasa Lynch.
Minutes of May 25, 1965 and June 1, 1965:
MOVED by Teresi seconded by Garis carried to approve the minutes of June 1,
1965, and the minutes of May 25, 1965, with the addition of three resolutions
calling for public hearings on public improvements on Watermain, Bituminous
Surfacing and Curb & Gutter, to be added on Page 7 of the minutes.
Request for Sign Permit - Holiday Motor Hotel at 1001 Lilac Drive North:
The Building Inspector presented the request for a sign permit at 1001
Lilac Drive North for the Holiday Motor Hotel by Outdoor Advertising
Company. Proposed sign is 8 x 16 located on Village property with a
$250.00 annual rental on a yearly permit.
MOVED by Flannagan seconded by Schaphorst carried to approve -the request
for a sign permit for the Holiday Motor Hotel at 1001 Lilac Drive North
on an annual basis with yearly rental of Village property in the amount of
$250.00.
Request for Sign Permit — Warner Ski Chalet, 5310 Wayzata Boulevard:
The Building Inspector presented the request for a sign permit for Warner
Ski Chalet at 5350 Wayzata Boulevard.
MOVED by Teresi to approve a smaller sign for Warner Ski Chalet at 5340
Wayzata Boulevard. The motion was lost for want of a second, request denied.
Human Rights Commission:
Members of the Human Rights Commission present were: Becker, Gomsrud, Hobbs,
Stockman, Takata, and Wright. The Commission presented a proposed resolution
providing for the creation of a Human Rights Commission, which was discussed
by the Commission and the Village Council. Some changes were noted and will
be incorporated in the resolution for further review by the Council.
MOVED by Flannagan seconded by Garis carried to approve the refund of $100.00,
the estimated cost of an ejector pump, for 1005 Quebec Avenue North, upon
recommendation of the Village Manager.
Re: State of Minnesota, et al. v. Morton Salt Company:
The Village Attorney presented a request by the State of Minnesota for the
Village of Golden Valley to join in a pending suit vs. Morton Salt Company.
The Village expenditures for salt during the period in question totaled
$3,867.00, the Village will share pro rata in the award and expenses.
MOVED by Flannagan seconded by Schaphorst carried to determine the number
of municipalities involved and the estimated expenses for the prosecution
for the above referenced suit.
Administrative Lot Division - 6900-7000 Western Avenue:
The Village Manager presented the request for approval of an administrative
lot division at 6900-7000 Western Avenue. (see Planning Commission minutes
of June 10,1965).
MOVED by Flannagan seconded by Schaphorst carried to approve the administra-
tive lot division at 6900-7000 Western Avenue, upon recommendation of the
Planning Commission.
Administrative Lot Division - Lots 6 & 7, Block 3, Advertising Creative Center:
The Village Manager presented the request for approval of an administrative
lot division at 2420-2130 Nevada Avenue, Lots 6 & 7, Block 3, Advertising
Creative Center.
MOVED by Flannagan seconded by Schaphorst carried to approve the administra-
tive lot division at 2420-2430 Nevada Avenue, upon recommendation of the
Planning Commission. (see minutes of June 10, 1965).
Second Reading Ordinance — Institutional Zoning District:
MOVED by Schaphorst seconded by Flannagan carried to give a second reading
to an ordinance entitled:
"AN ORDINANCE AMENDING THE ZONING CODE"
(Institutional Zoning District)
MOVED by Flannagan seconded by Schaphorst carried to approve the ordinance
herein quoted by title on its second reading and to order publication thereof.

Petition re: Scott Avenue, Health & Welfare Condition:
The Village Manager presented a petition dated June 14, 1965, containing
some thirty-six signatures, regarding the condition of the area on Scott
Avenue from Hampton Road to Culver Road.
MOVED by Teresi seconded by Garis carried to proceed under emergency power
to abate a nuisance and request the Building Inspector and Health Officer
to commence proceedings.
65 -CG -11 - Half Moon Drive:
All present agreed to add the above matter to the agenda.
Mr. Cal P. Sathre, 7330 Halfmoon Drive, and Mr. Richard H. McAlpin, 7325
Halfmoon Drive, appread and requested Council to reconsider their action
of June 15, 1965, on 65 -CG -11. They want curb and kutter on both sides of
the street not on the West side only.
Member Teresa introduced the following resolution and MOVED its adoption:
"RESOLUTION PROVIDING FOR PUBLIC HEARING
ON CERTAIN PROPOSED PUBLIC IMPROVEMENTS"
(Proposed Curb & Gutter - 65 -CG -11)
The motion for the adoption of the foregoing resolution was duly seconded
by Member Flannagan and, upon vote being taken thereon, the following voted
in favor thereof: Flannagan, Garis, Nadasdy, Schaphorst, and Teres_i; and
the following voted against the same: None, whereupon said resolution was
declared duly passed and adopted, signed by the Mayor, and his signature
attested by the Village Clerk. See Resolutions Book page . 9,3
Request for Building Permit - Animal Hospital, 9100 Olson Highway:
All present agreed to add the above matter to the agenda.
The Building Inspector presented a request for a building permit for an
Animal Hospital at 9100 Olson Highway for Dr. Gibbs.
MOVED by Teresi seconded by Flannagan carried to approve the request for a
building permit for an Animal Hospital for Dr. Gibbs at 9100 Olson Highway,
subject to the following: a $2,000 Bond for noise complaints for one year,
a $1,000 Bond for landscaping and subject to the approval of the Building
Inspector.
Discussion of Public Safety Building:
The Village Manager presented proposed plans for a Public Safety Building,
estimated cost $207,000, with Federal participation for Civil Defense.

MOVED by Flannagan seconded by Schaphorst carried to give preliminary approval
to the preliminary plans and order detailed plans drawn for the proposed Public
Safety Building.
Continued Public Hearing - Performance Standard for Service Stations:
MOVED by Teresi seconded by Flannagan carried to continue the public hearing
to the meeting of July 2Q_, 1965.
Communication - Hennepin County Lague of Municipalities:
The Village Manager presented a statement of dues for the year 1965-1966.
Golden Valley's dues are $672.68, for the Hennepin County League of Municipalities.
MOVED by Flannagan seconded by Schaphorst carried to approve the payment of
Hennepin County League of Municipalities in the amount of $672.68.
Suburban Shopping Center - Condemnation Award Settlement:
All present agreed to add the above matter to the agenda.
The Village Attorney presented a request for condemnation award settlement
for Suburban Shopping Center (Golden Hills Shopping Center) in the amount of
$550.00.
MOVED by Flannagan seconded by Schaphorst carried to approve a condemnation
award settlement for a maximum amount of $550.00, upon recommendation of the
Village Attorney.
Sewer Repair on Ensign Avenue:
All present agreed to add the above matter to the agenda.
The Village Engineer presented a request for sewer repair on Ensign Avenue.
MOVED by Flannagan seconded by Schaphorst carried to approve the request for
sewer repair on Ensign Avenue, upon request by the Village Engineer.
Plat Approval - Registered Land Survey No. 1156:
All present agreed to add the above matter to the agenda.
The Village Engineer presented the plat for approval of Registered band
Survey No. 1156, for Mr. Bruce.
MUVED by Teresi seconded by Flannagan carried to approve the plat of Registered
Land Survey No. 1156, upon request of the Village Engineer.
