SPECIAL MEETING
of the
VILLAGE COUNCIL
August 24, 1965
Pursuant to due call and notice thereof, a special meeting of the Village
Council of the Village of Golden Valley, Hennepin County, Minnesota, was
held at 7800 Golden Valley Road in said Village on August 24, 1965, at
8:00 o'clock P. M.
The following members were present: Flannagan, Garis, Nadasdy, Schaphorst,
and Teresi; and the following were absent: None.
Present were Village Manager, Roger K. Ulstad; Village Treasurer & Finance
Officer, John Murphy and Village Clerk, Helen Penniman.
Audit Report - 1964:
The Village Treasurer & Finance Officer reviewed the comments made by the
Public Examiner in the Audit Report for 1964.
MOVED by Flannagan seconded by Garis carried to accept the report and order
same placed on file in the Clerk's Office.
Communication - Water Commission:
The Village Manager read a letter dated August 18, 1965, requesting defer-
ment of construction of three sections of 12" watermain. Said letter was
ordered placed on file in the Clerk's Office.
MOVED by Schaphorst seconded by Flannagan carried to approve the deferment
of construction of three sections of 1211 watermain as requested by the
Golden Valley - Crystal - New Hope Joint Water Commission.
The Village Manager presented a resolution received from the Golden Valley -
Crystal - New Hope Joint Water Commission.
Member Schaphorst introduced the following resolution and MOVED its adoption:
"RESOLUTION RELATING TO SUPPLYING WATER
TO PROPERTIES ON BORDER STREETS"
The motion for the adoption of the foregoing resolution was duly seconded by
Member Flannagan and, upon vote being taken thereon, the following members
voted in favor thereof: Flannagan, Garis, Nadasdy, Schaphorst, and Teresi;
and the following voted against the same: None, whereupon said resolution
was declared duly passed and adopted, signed by the Mayor, and his signature
attested by the Village Clerk. See Resolutions Book page
Spruce 3rd Addition - Elmer Crowl:
The Village Manager informed the Council the estimated cost of condemnation
was $1,200.00 plus cost of land acquisition.

MOVED by Flannagan seconded by Teresi carried to approve further negotiation
before beginning condemnation for the proposed extension of Lee Avenue in
Spruce 3rd Addition.
Urban Renewal:
The Village Manager discussed the various programs and necessary requirements
for Urban Renewal programs, pointed out the complicated application procedure.
Co:ancIl took no action on the matter.
Bassett's Creek Report & Acquisition of Ponding Area:
The Village Manager presented a request for a report and review of the Army
Corps of Engineers Bassett's Creek Study to the Bassett's Creek.Citizens
Committee.
Council discussed and agreed to convene the Bassett's Creek Committee and
have a report by the Army Corps of Engineers, Councilman Schaphorst will be
present to assist in the meeting.
Council discussed the negotiation or condemnation for additional ponding areas
as recommended in the Orr-Schelen-Mayron report and requested that the matter
be placed on the agenda for the meeting of.September 81 1965.
Knoll Street Improvement:
Council discussed the street grade established on Knoll Street with reference
to a request by Hans Garnes that the grade be raised 18P1/ Council took no
action on the matter.
MOVED by Schaphorst seconded by Garis carried to adjourn the meeting at
10:00 P. M.
