REGULAR MEETING
of the
VILLAGE COUNCIL
February 15, 1966
Pursuant to due call and notice thereof, a regular meeting of the Village
Council of the Village of Golden Valley, Hennepin County, Minnesota, was
held at 7800 Golden Valley Road in said Village on February 15, 1966, at
7:30 P. M.
The following members were present: Flannagan, Nadasdy, Schaphorst, and
Teresi; and the following was absent: Garis.
Present were Village Manager, Roger K. Ulstad; Village Attorney, Robert M.
Skare; Village Clerk, Helen Penniman; Building Inspector, Dan Lynch.
Invocation: Rev. William Adam, Wirth Park Baptist Church.
Minutes of February 1, 1966:
MOVED by Teresi seconded by Flannagan carried to defer the minutes of
February 1, 1966, to March 1, 1966.
Continued Public Hearing - Zo
2200 Winnetka Avenue North Skyline
ders. Inc. Multiple Dwelling M-2):
The Village Manager announced that this was a continued public hearing from
the meetings of August 3, 1965, and September 21, 1965.
Mr. Robert J. Miller, Attorney for Skyline Builders, Inc., requested that the
Planning Commission recommendation be read.
The Village Manager read the Planning Commission recommendation to approve
said zoning. See minutes of July 15, 1965.
Mr. William Dolan, Architect, presented the site plan.

OBJECTION
Mr. Theodore M. Stone Mr. Stone reiterated the points made
2001 Rhode Island Avenue North at the August 3rd public hearing when
a petition, signed by 117 area residents,
objecting to the proposed zoning was
presented.
The Mayor closed the public hearing.
Member Schaphorst reviewed his objections expressed previously at the
August 3rd public hearing and stated he could not agree to M-2 Multiple
Dwelling zoning.

Member Flannagan reviewed the zoning proceedings effecting the property to
the north (Custom Tool) and recalled the proponents stating they would request
residential zoning of the property under consideration if they were granted
Light Industrial zoning for the Custom Tool Company.
Member Teresi stated the land owners made a committment when they obtained
the zoning for Custom Tool.
The Mayor summarized the reasons that had been stated as follows:
Drainage Problems
Traffic Problems
Too heavy use of the area
Ground and soil conditions poor
Depreciating effect on surrounding residential land values
MOVED by Teresi seconded by Flannagan carried to deny the request for zoning
at 2200 Winnetka Avenue North to Multiple Dwelling M-2, the members were
recorded as voting as follows:
Flannagan YES
Nadasdy YES
Schaphorst YES
Teresi YES
The Mayor announced that the motion carried and the zoning was denied.
Enlargement of Golden Valley - Minneapolis Sanitary Sewer Connection:
The Village Manager presented a written proposal dated January 15, 1966, with
a proposed estimate of division of costs between the municipalities sharing
the sanitary sewer facilities.
The Village Manager presented a letter dated February 15, 1966, from New Hope
stating that at an informal meeting of the New Hope Council they expressed
unanimous agreement with the estimated cost and percentage of utilization
apportioned to each of the affected communities. The agreement will be
ratified at the next formal council meeting on February 22, 1966.
MOVED by Flannagan seconded by Schaphorst carried to proceed on the basis
set forth in the Orr-Schelen-Mayeron preliminary report dated January 17, 1966.
Request for Public Hearing - Zoning 2100 Rhode Island Avenue North from Open
Development to Lt. Industrial & Institutional I-3:
MOVED by Teresi seconded by Schaphorst carried to call a public hearing to
zone 2100 Rhode Island Avenue North on March 15, 1966.
Request for Building Permit - Golden Valley Shopping Center (Remodeling):
The Building Inspector presented the proposed plans for remodeling the
Golden Valley Shopping Center.

MOVED by Flannagan seconded by Schaphorst carried to approve the remodeling
plans for the Golden Valley Shopping Center, subject to the approval of the
Building Inspector.
Second Reading - Ordinance Amending Hotel Registration:
MOVED by Teresi seconded by Flannagan carried to give a second reading to.an
ordinance entitled:
"AN ORDINANCE AMENDING THE VILLAGE CODE"
(An Ordinance Regulating Hotel Registrations)

Second Reading - Ordinance to License & Regulate Hotels:
MOVED by Teresi seconded by Flannagan carried to give a second reading to an
ordinance entitled:

Village of Golden Valley - Chapter 119)
MOVED by Flannagan seconded by Teresi carried to approve the ordinance herein
quoted by title on its second reading and to order publication thereof. See

Proposed Meeting With Planning Commission - Re: Multiple Dwellings:
Council discussed several dates for a proposed meeting with the Planning
Commission to review multiple dwellings in the village, and set the date for
a joint meeting on February 21, 1966, at 8:00 o'clock P.M.
League of Women Voters Progress Report on Village of Golden Valley:
The Village Manager presented to Council a proposed revision and updating of
"The Golden Valley Story" with assistance from the League of Women Voters on
a quinquennial report. Council expressed approval of the proposal.
Request for Public Hearing - Plat, Merchant's Industrial Park, 701 Colorado
Avenue South:
MOVED by Schaphorst seconded by Teresi carried to call a public hearing to
Plat Merchant's Industrial Park at 701 Colorado Avenue South on March 15,
1966.
Administrative Lot Divisions - 6621 Medicine Lake Road; 2355 Louisiana Avenue
North:
The Village Manager presented the Planning Commission recommendation to approve
the above referenced lot divisions. See minutes of February 10, 1966.

MOVED by Teresi seconded by Schaphorst carried to approve the administrative
lot divisions at 6621 Medicine Lake Road and 2355 Louisiana Avenue North,
upon recommendation of the Planning Commission.
Request for Supplementary Appropriations - Electric Addressing Machine:
The Village Manager presented a request for supplementary appropriation for
an electric addressing machine, approximate cost $850.00.
MOVED by Flannagan seconded by Teresi carried to approve the request for
supplementary appropriation for an electric addressing machine for the
approximate cost of $850.00.
Request for Supplementary Appropriations - Edward & Kelcey Traffic Engineer:
The Village Manager presented the request for a supplementary appropriation
for Edwards & Kelcey, Traffic Engineer, in the amount of $3,200.00.
MOVED by Teresi seconded by Schaphorst carried to approve the request for a
supplementary appropriation for Edwards & Kelcey, Traffic Engineer, in the
amount of $3,200.00.
Communications:
The Village Manager presented a request to purchase the Ford property at 820
Winnetka Avenue North for the Utility Department operation and access for the
village equipment and fire department to Winnetka Avenue North, with funds
from the utility operating fund.
MOVED by Flannagan seconded by Teresi carried to approve negotiations with
Mr. Ford for the purchase of the property at 820 Winnetka Avenue North for
village access to Winnetka Avenue and return to council for consideration
at the regular meeting of March 1, 1966.
The Village Manager read a letter from Mr. & Mrs. Douglas Woodhull at 1130
Boone Avenue regarding the special assessments on their property. Council
took no action on the matter, but requested information for consideration
at the meeting of March 1, 1966.
The Village Manager reported on the Hennepin County hearing on January 25,
1966, regarding the Engineering Corps request for a Water Shed District.
The Village Manager presented a propsal by Orr-Schelen-Mayeron Engineering
Company for a study of the south leg of Bassett's Creek draining into the
Minneapolis chain of lakes, anticipated total fee $9,800.00 to be shared by
Golden Valley (60p) and St. Louis Park (40%) jointly.
The City of St. Louis Park requested an indication of the Village of Golden
Valley's position on the proposed Brownie Lake Storm Sewer and drainage to
Sweeney Lake in the event that no conclusive agreement resulted from the
proposed drainage of the south leg of Bassett's Creek into the Minneapolis
chain of lakes.

MOVED by Teresi seconded by Schaphorst carried to approve the study proposed
by Orr-Schelen-Mayeron Engineering Company to drain the south leg of Bassett's
Creek into the Minneapolis chain of lakes and in the alternative to proceed
with the Brownie Lake storm sewer project and an additional outlet to Sweeney
Lake for St. Louis Park.
Report on Survey of Junked Automobiles in Service Stations:
The Chief -of -Police presented a memorandum dated February 11, 1966, regarding
auto salvage problems in the Village. The possibility of a joint venture with
some other suburban municipality was discussed.
Council deferred any further action on the matter until this approach can be
reviewed and the findings submitted.
Discussion of Service Stations & Their Uses:
The Planner nas notified station operators of the new amendment to the ordinance
and explained its intent, the next step will be a notice of violation and
issuance of a ticket. After court action takes place the council will then
consider the status of the operators license.

MOVED by Flannagan seconded by Schaphorst carried to approve the bills as
submitted to the Council on the prelist.
MOVED by Teresi seconded by Flannagan carried to adjourn the meeting at
10:00 P. M.
