02-07-67 City Council Minutes12 REGULAR MEETING of the VILLAGE COUNCIL February 7, 1967 Pursuant to due call and notice thereof, the Village Council of the Village of Golden Valley, Hennepin County, Minnesota, was held at 7800 Golden Valley Road in said Village on February 7, 1967, at 7:30 o'clock P. M. The following members were present: Bies, Garis, Stockman, and Teresi; and the following was absent: Nadasdy. Present were Village Manager, Roger K. Ulstad; Village Attorney, fbbert M. Skare; Village Clerk, Helen Penniman; Village Engineer, Donald Sorensen; Building Inspector, Dan Lynch. Minutes of December 29, 1966; January 3, 1967; January 17, 1967; January 31,1967: MOVED by Stockman seconded by Bies carried to approve the minutes of December 29, 1966; January 3, 1967; January 17, 1967; January 31; as corrected. Award of Bid - One Motor Grader: The Village Manager presented the affidavit of publication in the official news- paper. The Village Engineer reviewed the bids and recommended awarding the bids to the Zeigler Company in the amount of $18,811.00, including 1 wing plow, and five year warranty, and trading in the 1954 cat. MOVED by Stockman seconded by Bies carried to award the bid to the low bidder the Zeigler Company in the amount of $18,811.00, upon recommendation of the Village Engineer. Member Garis voted "NO". Council requested future bids t o reflect a dollar value for any guaranteed repurchase price. Continued Public Hearing - Residential Street Lighting (67 -RSL -14B): MOVED by Stockman seconded by Garis carried to continue the public hearing to the meeting of February 21, 1967. Request to Move House at 1626 Lilac Drive South to 318 Lilac Drive South: The Building Inspector presented a request to move a house at 1626 Lilac Drive South to 318 Lilac Drive Fouth for Mr. Max Kaiser. !,,Ir. Willard Elsner, 308 Lilac Drive South and another neighbor were present and objected to moving Mr. Kaiser's house in their neighborhood because the valuations would be adversely affected. MOVE by Stockman seconded by Bies carried to defer the matter to the meeting of March 7, 1967. Regular Meeting of the Village Council, February 7, 1967 Request to Move douse at 1620 Lilac Drive South to 4220 Beverly Avenue: The Building Inspector presented the request to move the house at 1620 Lilac Drive South to 4220 Beverly Avenue. MOVED by Bies seconded by Stockman carried to approve the request to move the house at 1620 Lilac Drive South to 4220 Beverly Avenue, upon recommendation of the Building Inspector. Request for Sign Permit Waiver - 2300 Nevada Avenue North, United Dressed Beef: The Building Inspector presented the request for a sign permit for United Dressed Beef at 2300 Nevada Avenue North. A representative of Miller Construction Company was present to answer questions for Council. MOVED by Garis seconded by Stockman carried to defer the matter to the meeting of February 21, 1967. Request for Heating Permit - 2429 Douglas Drive: The Building Inspector presented the request for a heating permit for 2429 Douglas Drive for an illegal use of a double bungalow, which appears to be a zoning problem. Council recommended the matter be referred to the Board of Appeals. MOVED by Garis seconded by Stockman carried to approve the request for a heating permit at 2129 Douglas Drive. Request for Electrical 2ermit - 7900 -6th Avenue North, Malikts Pure Oil: The Building Inspector presented the request for an electrical permit at 7900 6th Avenue North for Malik's Pure Oil Service Station, for head bolt heaters and additional lights in the lot where rental trucks are stored. MOVED by Stockman seconded by Garis carried to deny the request for an electrical permit, since the zoning ordinance requires that there be no outside storage in a commercial zone. Public Hearing - Ordinance Regulating Parking & Requiring Landscaped Areas: The Village Manager read the Planning Commission recommendations. (See minutes of 11-10-66) . Member Bies reviewed the Planning Commission work on the proposed ordinance. MOVED by Bies seconded by Stockman carried to give a first reading to an ordinance entitled: "AN ORDINANCE AMENDING THE ZONING CODE" (Regulating Parking and Requiring Landscaped Areas) Regular Meeting of the Village Council, February 7, 1967 MOVED by Garis seconded by Stockman carried to approve the ordinance herein quoted by title on its first reading. Request for Building Permit - 7000 Wayzata Boulevard, Shell Oil Station: MOVED by Garis seconded by Stockman carried to defer the above referenced matter to the meeting of February 21, 1967. Request for Preliminary Approval - Building Permit, Sweigert Meats;801 Zane Ave.: Mr. Starr Parker, Architect for Sweigert Meats, presented the request for a preliminary approval for a building permit at 801 Zane Avenue North. Mr. Parker stated the operation was principally boning, cooking hamburger patties from fresh meat for hotel and restaurant supply. The cook room comprised cooking fresh meat in kettles and some cereals which were then made into patties and packaged for distribution. The proposed building would be concrete block with brick face on the office portion with a 20 foot brick return on the sides. Mr. Parker stated that they would comply with all regulations and controls regarding air pollution and odor controls required by the Village. 14r. W. A. Klovstad, 1220 Welcome Avenue; Mr. D. A. Young, 1129 Welcome Circle; Mrs. Kadiesky, 1117 Welcome Circle; Mr. Philip Whiteside, 1125 Welcome Circle; P•1r. Neal Boderman, 1107 Welcome Avenue; Mr. George Ewing, 5740 Golden Valley Road; Mr. R. Allanson, 1114 Welcome Circle; were present to question the designs for elimination of odors and stated they felt it was premature at this time to allow another meat processing business to locate in Golden Valley until the problem with Feinberg Meats is solved. They requested that the consultant hired by the village, to recommend a solution for Feinberg 'Meats, be asked to analyse this proposed operation also. Mr. Ray Sweigert stated he has resided in Golden Valley for 12 years and would not construct anything but the finest modern plant in the country, and if any problem comes up measures will be taken to correct them. There have been no complaints about odors at their present location, this operation is the same as a private kitchen, only on a larger scale. Mr. Sweigert requested a letter stating Council decision on the request for a building permit. MOVED by Stockman seconded by Garis carried to defer action on the request for a building permit for Sweigert Meats at 801 Zane Avenue North, until a report is received from Mr. Hendrickson of Resources Research, Inc., the consultant retained by the Village. Amendment to Hotel Registration -Ordinance - First Reading: MOVED by Garis seconded by Stockman carried to give a first reading to an ordinance entitled: "AN ORDINANCE AMENDING THE VILLAGE CODE? (An Ordinance Regulating Hotel Registrations) MOVED by Garis seconded by Stockman carried to approve the ordinance herein quoted by title on its first reading. Regular Meeting of the Village Council, February 7, 1967 Resolution Requesting Amendment to Municipal State Aid Laws: The Village Engineer reviewed the reason for amending the State Aid Laws, and recommended the resolution. Member Stockman introduced the following resolution and MOVED its adoption: "RESOLUTION" (Requesting Sidewalk Amendment To Municipal State Aid Laws) The motion for adoption of the foregoing resolution was seconded by Member Bies, and upon vote being taken thereon, the following voted in favor thereof: Bies, Garis, Stockman, and Teresi; and the following voted against the same: None, whereupon said resolution was declared duly passed and adopted, signed by the 'Mayor and his signature attested by the Village Clerk. See Resolutions Book page /o�. Request to Advertise for Bids - Police Patrol Vehicle: The Village Manager presented the request to advertise for a police patrol vehicle. MOVED by Stockman seconded by Bies carried to advertise for bids on a police patrol vehicle on March 7, 1967. Appointment - Library Advisory Board: Council appoihted sir. George Burda, 4950 Douglas Avenue, as a member of the Library Advisory Board. Anderson: MOVED by Bies seconded by Stockman carried to call a public hearing to zone the N.W. corner of Glenwood & Lilac Drive North to Business & Professional Office on February 21, 1967. 1 W E Regular Meeting of the Village Council, February 7, 1967 Communication - Park & Recreation Commission: The Village Manager read a letter from the Park & Recreation Commission dated February 7, 1967, recommending the acquisition of Lots 1, 2 & 3, Block 2, Medley Hills Second Addition and part of Outlot 2, Medley Hills Second Addition from Ginkel Development Corporation for park purposes, in the amount of $8,231.25. MOVED by Stockman seconded by Garis carried to purchase Lots 1, 2 & 3, Block 2, Medley Hills Second Addition and part of Outlot 2, Medley Hills Second Addition from Ginkel Development Corporation for park purposes, in the amount of $8,231.25 upon recommendation of the Park and Recreation Commission. Request for Special Permit - Golden Valley Jaycees: The Village Manager presented a request from the Golden Valley Jaycees for a special permit to use a loudspeaker on a vehicle on February 11, 1967, to publicize an Ice Fishing Derby at Medicine Lake. MOVED by Stockman seconded by Bies carried to approve the request for a special permit for a loudspeaker on a vehicle to publicize an Ice Fishing Derby at Medicine Lake on February 11, 1967. Joint Meeting of the Village Council and Human Rights Commission: Council called a joint meeting with the Human Rights Commission for March 16, 1967, 7:30 P. M.
