04-04-67 City Council MinutesREGULAR MEETING of the VILLAGE COUNCIL April 4, 1967 49 Pursuant to due call and notice thereof, a regular meeting of the Village Council of the Village of Golden Valley, Hennepin County, Minnesota, was held at 7800 Golden Valley Road in said Village on April 4, 1967, at 7:30 o'clock P.M. The following members were present: Bies, Garis, Stockman, and Teresi; and the following was absent: Nadasdy. Present were Village Manager, Roger K. Ulstad; Village Attorney, Robert M. Skare; Village Engineer, Lowell Odland, Village Clerk, Helen Penniman, Building Inspector, Dan Lynch, Former Village Engineer, Donald Sorensen. Invocation: Rev. Norman D. Long, Church of the Brethren. Minutes of March 7, 1967; March 21,_1967: MOVED by Garis seconded by Stockman carried to approve the minutes of March 7, 1967, as submitted to Council. MOVED by Bies seconded by Stockman carried to approve the minutes of March 21, 1967, as submitted to Council. Award of Bid - Police Patrol Vehicle: The Village Manager presented the affidavit of publication in the official news- paper. Sealed bids were received and the Police Chief, Village Treasurer, and Village Clerk met at the Civic Center at 7800 Golden Valley Road at 11:00 A.M. on March 31, 1967, and have then and there publicly opened and read the bids received. The Police Chief tabulated said bids,they were found to be as follows: BIDDER NET BID Dahlberg -Ford, Inc. $ 1,956.35 Brookdale-Chrysler-Plymouth, Inc. 1,841.20 Iten-Chevrolet Company 1,692.26 Jay Kline -Chevrolet Company 11671.81 The Chief of Police recommended the bid be awarded to the low bidder meeting the specifications, Jay Kline -Chevrolet Company in the amount of $1,671.81. MOVED by Garis seconded by Stockman carried to award the bid to the low bidder, Jay Kline Chevrolet Company, in the amount of $1,671.81, upon recommendation of the Chief of Police. E Regular Meeting of the Village Council, April 4, 1967 Public He - Public nts MCSA 28-521-03 67 -CP -5 67 -CW -1 NannPnin County Project No. 6615: The Village Clerk presented an affidavit showing publication in the official newspaper of the Notice of Public Hearing on Certain Proposed Public Improve- ments (Proposed MCSA 28-521-03, 67 -CP -51 67 -CW -1, Hennepin County Project No. 6615) described in the resolution of this Council relating thereto, adopted on March 7, 1967. Said affidavit was then examined, approved and ordered filed in the office of the Village Clerk. The Mayor announced that the meeting was open for public hearing on said proposed public improvements, and all persons present to do so were afforded opportunity to express their views thereon. No persons presented objections except the following: OBJECTOR OBJECTION Mr. Earl Johnson, representing Can't visualize this being a residential Mrs. Johnson, his mother. area. The proposed sidewalk should be 2531 Douglas Drive North on the east side of the street. Mr. Johnson questioned the assessment. Mr. C. Lind 241.7 Douglas Drive North Mr. Wm. J. Thomas 2511 Douglas Drive North mr. Lind was concerned over the cost per front foot of the project. Mr. Lind stated the children would not use the sidewalk. Stated he was quoted a cost of $1.50 per front foot by a county representative. Mr. Thomas requested that the sidewalk be installed all the way to Medicine Lake Road and questioned how the cost of $6.00, per front foot was arrived at. Mr. Thomas stated the traffic was related to Honeywell, Inc. Mr. Donald Sorensen, Former Village Engineer, was present and explained the proposed project and presented the costs for the construction. Mr. Donald Spielman, representing Hennepin County Highway Department, reviewed the County's project and gave a cost break -down for the project. Mr. Spielman stated they hoped to open bids on the project the last week in May and start construction in June, if this is possible they will try to complete the construction on Douglas Drive, from south of County Road i#66 to Medicine Lake Road, this year. Council stated the total assessment for concrete street, curb & gutter, side- walk and drainage is $6.00 per front foot. No additional charge will be made for sidewalk construction whether the work is completed now or later. 1 i 1 Regular Meeting of the Village Council, April 4, 1967 Traffic signals are scheduled for installation at a later date at County Road #66 and Sandburg Road. The Acting Mayor closed the public hearing. Member Garis introduced the following resolution and MOVED its adoption: "RESOLUTION ORDERING CONSTRUCTION OF CERTAIN PROPOSED PUBLIC IMPROVEMENTS" (MCSA 28-521-03, 67 -CP -5, 67-C4-1, Hennepin County Project No. 6615) The motion for the adoption of the foregoing resolution was duly seconded by Member Stockman, and upon vote being taken thereon, the following members voted in favor thereof: Bies, Garis, Stockman, and Teresi; and the following voted against the same: None, whereupon said resolution was declared duly passed and adopted, signed by the Mayor, and his signature attested by the Village Clerk. Member Garis introduced the following resolution and MOVED its adoption: "RESOLUTION" (Approval of Alignment and Grade) The motion for the adoption of the foregoing resolution was duly seconded by Member Stockman, and upon vote being taken thereon, the following members voted in favor thereof: Bies, Garis, Stockman and Teresi; and the following voted against the same: None, whereupon said resolution was declared duly passed and adopted, signed by the Acting Mayor, and his signature attested by the Village Clerk. Member Garis introduced the following resolution and MOVED its adoption: "RESOLUTION" (Appropriation of Municipal State -Aid Funds- MCSA 28-521-03, 67 -CP -5, 67 -CW -11 To Project No. 6615) The motion for the adoption of the foregoing resolution was duly seconded by Member Stockman, and upon vote being taken thereon, the following members voted in favor thereof: Bies, Garis, Stockman and Teresi; and the following voted against the same: None, whereupon said resolution was declared duly passed and adopted, signed by the Acting Mayor, amd his signature attested by the Village Clerk. H. #55 north to Medicine Lake Road upon completion of Douglas Drive Project No. 6615. Brookview Recreation Committee Recommendation: Mr. Don Palmer, member of the Brookview ;recreation Area Committee, presented the recommendation for $1,600,000 for the Bond Issue referendum on June 6, 1967. Mr. Palmer reviewed the plans for the development of the recreation area. Regular Meeting of theVillage Council, April 4, 1967 MOVED by Stockman seconded by Garis carried unanimously to approve the recommendation of the Brookview Recreation Area Committee in principal. Proposal - Village Pro2erty, Lot 65 Auditor's Subdivision 322 (Louisiana Avenue & Glenwood Avenue): The Village Manager submitted a proposal from Rev. Sylvan A. Lange of the Golden Valley Baptist Church dated March 27, 1967, to purchase Lot 65, Auditor's Subdivision from the village for the sum of $6,750.00 plus cost of survey. Member Stockman introduced the following resolution and MOVED its adoption: "RESOLUTION" (Authorizing the Sale of Lot 65, Auditor's Subdivision 322) The motion for the adoption of the foregoing resolution was duly seconded by Member Bies, and upon vote being taken thereon, the following members voted in favor thereof: Bies, Garis, Stockman, and Teresi; and the following voted against the same: None, whereupon said resolution was declared duly passed and adopted, signed by the Acting Mayor, and his signature attested by the Village Clerk. Preliminary_ Report - Resources Research, Inc:.(Odor Control): The Village Manager presented a preliminary report by Resources Research, Inc., dated March 22, 1967, regarding odor control at the Feinberg Distributing Company at 1111 Zane Avenue North. Regular Meeting of the Village Council, April 4, 1967 Mr. Dean Knutson, 1109 Welcome Circle, stated he is very interested in the preliminary report. Mr. Russell Allanson, 1114 Welcome Circle, stated the odor is still present this spring. Mr. Philip Whiteside, 1125 Welcome Circle, stated controls were needed. Mr. Hendrickson of Resources Research, Inc., was here the wrong time of year. Mr. Wallace A. Klovstad, 1220 Welcome Avenue, said Mr. Feinberg is responsible, he should take care of the solution. Council reviewed the preliminary report and ordered samefiled in the Clerk's office. No action was taken. Hopkins House, Inc., Request for Liquor License at Viking Motel, 4820 Olson Hwy.. Mr. Calvin I. Olson, Secretary for Hopkins House, Inc., was present to request the following licenses for the Viking Motel at 1820 Olson Memorial Highway; "On -Sale" Liquor, "Off -Sale" Liquor, Cigarette, Motel and Food. Mr. White of Northwest Motels, Inc. former owners and operators of the Viking Motel at 4820 Olson 1-7emorial Highway, requested cancellation of all licenses held in their name effective April 5, 1967, at 12:01 o'clock A.M. MOVED by Stockman seconded by Bies carried to cancel the licenses held by Northwestern Motels, Inc., effective April 5, 1967, upon their request. MOVED by Garis seconded by Stockman carried to approve the new licenses for "On Sale" Liquor, "Off -Sale" Liquor, Motel, Cigarette and Food for the Hopkins House, Inc. at 4820 Olson Memorial Highway. Discussion re: Maxims Beauty Salons, Inc., 621 Lilac Drive North: Mr. Elliot Cohen, representing Maxims Beauty Salons, Inc., requested approval for the use of all the garages at 621 Lilac Drive North for storage of equip- ment and supplies used in their business. Mr. Cohen stated the prime use of the property was offices. Council reaffirmed their action of February 21, 1967, permitting the use of one-half of the garage space only for storage of equipment used in the operation of their business. Discussion of Tavern License, Michael's, 604 Lilac Drive North: The Manager of Michael's at 604 Lilac Drive North, appeared to inquire if they could obtain a Tavern License permitting dancing. Council indicated they would approve a Tavern License upon receipt of an application and license fee. Request to Use Public Works Reserve Funds_- Emergency Storm Water Drainage, DeCola's Wildwood Estates: The Village Manager presented the request to use Public Works Reserve Funds for emergency storm water drainage in DeCola's Wildwood Estates, and submitted quotations on the cost of the proposed drainage construction. Barbarossa & Sons quoted a cost of $2,850.00 for the construction. MOVED by Stockman seconded by Bies carried to approve the use of Public Works Reserve Funds for emergency storm water drainage in DeCola's ?,,ldwood Estates, and contract with Barbarossa and Sons to construct the project for the sum of $2,850.00. Bills: MOVED by Stockman seconded by Garis carried to approve the bills as submitted on the prelist. House Moving Permit - 6945 Glenwood Avenue: All present agreed to add the above matter to the agenda. MOVED by Garis seconded by Stockman carried to approve the house moving permit for Rev. Lange at 6915 Glenwood Avenue, subject to the approval of the Building Inspector. Regular Meeting of the Village Council, April 4, 1967 Communication - Population Growth: The Village Manager presented a communication from the Village Planner regarding estimated population growth for Golden Valley. Council considered the proposed growth and the use of the 1965 census for the allocation of state aid funds $3.00/capita. MOVED by Garis seconded by Stockman carried that the council favors the use of the 1960 census for the allocation of state aid funds and does not favor the use of the 1965 special census.
