VILLAGE COUNCIL
November 21, 1967
Pursuant to due call and notice thereof, a regular meeting of the Village
Council of the Village of Golden Valley, Hennepin County, i-innesota, was
held at 7600 Golden Valley Road in said Village on 11ovember 21, 1967, at
7:30 o'clock P. M.
The following members were present: Bies, Garis, Stockman, and Teresi; and
the following was absent: T,adasdy.
Present were Village Manager, Roger K. Ulstad; Village Attorney, Robert M.
Skare; Village Engineer, Lowell Odland; Village Clerk, Helen Penniman;
Building Inspector, Dan Lynch; Chairman of Board of Appeals, Glenn Christiansen;
President of the Planning Commission, Paul Senstad.

MOVED by Garis seconded by Stockman carried to approve the minutes of Ilovember
7, 1967, as corrected..
Continued Public Hearing - Midi,�est Federal Savings u Loan, Zoning, Institutional:
The Village Manager announced that this was a continued public hearing from
the meeting of October 17, 1967, and that the proponent requested a deferment
of the continued public hearing indefinitely.
" ppeal from Board of Ap eals 7500 11'ayzata Blvd., Sinclair Service Station:
The Village Manager read the appeal from the Board of Appeals dated October
2L, 1967.
Mr. Glenn Christiansen, Chairman of the Board of Appeals reviewed the minutes
of the Board of Appeals for November 14, 1967.
Mr. Dale Tiller, representing Sinclair Oil Company and Goodyear Tire Company,
presented the proposed plans to remodel the Sinclair Service Station at
7500 Wayzata Boulevard.
MOVED by Stockman seconded by Bies carried to refer the matter to the Board
of Appeals due to changes in the plans previously submitted to the Board of
Appeals.
Request for Buildin Permit-- 755 Jinnetka Avenue North Print Shop:
The Building Inspector presented the proposed plans for a print shop at
755 Winnetka Avenue North, American Color Press.

. . Ehrenberg appeared to represent the proponent., American Color Press.
The building will be brick on the east, north and south with a treatment
other than plain block on the west wall.
11OVE1D by Stockman seconded by Bies carried to approve the building permit
for American Color Press at 755 INTinnetka Avenue North, subject to a X3,000
landscaping bond, an enclosure around the hearing units on the roof and
approval of the Building Inspector.
Appointment of Human Rights Commissioners:
11r. Donald Weise, Chairman of the Human Rights Commission, appeared and
recommended the commission be enlarged from nine members to eleven with the
quorum remaining at five members. Present members whose terms expires in
December to be contacted to determine if they wish to continue on the commission.
MTOVED by Garis seconded by Stockman carried to increase the total number
of the commission to eleven with quorum remaining at five members, the appoint-
ment of Human Rights Commission be placed on the agenda for December 6, 1967.
Request for BuildinE Permit - 7145 Sandburg Road, Harvey 111achine (Preliminary):
The Building Inspector presented the proposed plans for Harvey Machine at
7145 Sandburg Road for preliminary approval, building 70 7, 350 X 28t high
for machinery storage.
MOVED by Bies seconded by Stockman carried to approve the preliminary plans
for Harvey Ilachine at 7145 Sandburg Road, subject.to posting a (35,000 bond
against damages to the sanitary sewer, effectiVe for one year after completion
of the building, a X5,000 bond for landscaping, approval by the Village
Engineer and the Building Inspector, and assume responsibility of any damage
to the sanitary sewer.
Request for Building Permit - 8100 Wayzata Boulevard - Shedd -Brown:
All present agreed to add the above matter to the agenda.
The Building Inspector presented the request for approval of an addition
of an attached garage to the north side of the building at 8100 Wayzata
Doulevard for Shedd -Brown, Inc., all brick 24 x 20.

MOVED by Stockman seconded by Garis carried to call a public hearing on
December 19, 1967, for Nei,, Sub -Division Ordinance.
Communication - State Highway Department:
All present agreed to add the above matter to the agenda.

100 from the State Hightiaay Department.

The motion for the adoption of the foregoing resolution was duly seconded
by Tlember Stockman, and upon vote being taken thereon, the following voted
in favor thereof: Bies, Garis, Stockman, and Teresi; and the following
voted against the same: None, whereupon said resolution was declared duly
passed and adopted, signed by the Hayor and his signature attested by the

Member Bies introduced the following resolution and MOVED its adoption:

The motion for the adoption of the foregoing resolution was duly seconded
by Member Stockman, and upon vote being taken thereon, the following voted
in favor thereof: Bies, Garis, Stockman, and Teresi; and the following
voted against the same: "None, whereupon said resolution was declared duly
passed and adopted, signed by the Mayor and his signature attested by the

Request for Public Hearing - Zoning, 23rd & Winnetka Avenue "North (Multiple M-2)
Council took no action on the request for public hearing to zone 23rd &
Winnetka Avenue North to Multiple Dwelling M-2.
Request to Call a Bond Sale - Public Improvements 1966 & 1967 ; (12-28-1967):
Member Garis introduced the following resolution and MOVED its adoption:
" T OLUTION AUTHORIZING ISSUANCE AND SALE,
OF $595,000 IMPROVEMENT BONDS OF 1967"
The motion for the adoption of the foregoing resolution was duly seconded
by Member Stockman, and upon vote being taken thereon, the following voted
in favor thereof: Bies, Garis, Stockman., and Teresi; and the following
voted against the same: None, whereupon said resolution was declared duly
passed and adopted, signed by the Mayor and his signature attested by the

Chance of Council Meeting Date From December 5, 1967 to December 6, 1967:
MOVED by Garis seconded by Stockman carried to change the regular meeting
of the council from December 5, 1967, to December 6, 1967, due to the
Village Election on December 5, 1967.
License Fee for Sunday Sale of Intoxicating Liquor:
Council discussed a possible fee of 1"200.00 for special license for the sale
of Liquor on Sunday, no action was taken pending the results of the election
on the question on December 5, 1967.
