01-27-70 Special Meeting1 1 ADJOURNED MEETING of the VILLAGE COUNCIL January 27, 1970 An adjourned meeting of the Village Council of the Village of Golden Valley, Hennepin County, Minnesota, was held at 7800 Golden Valley Road in said Village on January 27, 1970, at 7:30 o'clock P.M. The following members were present: The following was absent: Jensen. Human Rights Commission Meeting: Bies, Paulson, Stockman and Teresi. The Village Council met with the Human Rights Commission to discuss the 1970 Program and to discuss the communication from the Human Rights Com- mission in reference to liason with the State Human Rights Commission on Golden Valley complaints. Problems of approach and enforcement of human rights matters were discussed. No action was taken. Advisory Board Ordinance: The Council discussed the Advisory Board Ordinance and reviewed the com- ments of the various boards and commissions. With general agreement of those present, the Manager was asked to redraft the ordinance covering the following items: 3 - In Section 170:02, the heading would remain; however, the duties and responsibilities would be those as out- lined in A - F by the Human Rights Commission. Rather than make reference to Resolution No. 68, the Manager was going to check on whether it would be just as well to reiterate the public policy contained in Resolution No. 68. 2 - The Council agreed that provision should be made for a Golden Valley Building Review Board, consisting of six (6) members. 3 - It was agreed that the Park and Recreation Board should be nine (9) members. 4 - It was agreed that the matter of being named a board or commission had no practical effect and we should concur in the desire of the Planning and Human Rights to be called "commissions". 5 - It was also a concensus that three-year terms should be used with one-third of an advisory group appointed each year. 16 Adjourned Meeting of the Village Council, January 27, 1970 Knutson Property Condemnation No. 882: Manager discussed with the Council negotiations between the Village Attorney and John A. Knutson on Condemnation No. 882, The Commissioners' award was $1,250. The award has been appealed and the Attorney recommen- ded settlement at $1,750, MOVED by Bies, seconded by Paulson, carried, that the Council authorize settlement at $1,750 rather than court action on the appeal. Legal Counsel for Village Employees: MOVED by Stockman, seconded by Paulson, carried, that in accordance with the Human Rights Commission's recommendation of January 8, 1970, the Village Manager, at his discretion and subject to Council review, be authorized to, at Village expense, provide independent legal counsel to and upon written application of Village employees requested to appear before the Human Rights Commission on matters involving complaints against said employees, so long as it appears that said employees were acting within the scope of their authority, directives and duties with respect to the matters complained of.
