REGULAR MEETING
of the
Village Council
August 3, 1970
Pursuant to due call and notice thereof, a regular meeting of the Village
Council of the Village of Golden Valley, Hennepin County, Minnesota, was
held at 7800 Golden Valley Road in said Village on August 3, 1970, at 7:30
o'clock P. M.
The following members were present: Bies, Jensen, Paulson, Stockman, and
Teresi; and the following were absent: None.
Present were Village Manager, Barkley G. Omans; Village Attorney, Robert
Barth; Village Engineer, Lowell Odland; Village Clerk, Helen Penniman, Super-
intendent of Building & Zoning, Jon Westlake; Chairman of Park & Recreation
Commission, G. Burton Brown.
Minutes of July 20_1 1970:
MOVED by Stockman seconded by Bies carried to approve the minutes of July 20,
1970, as corrected.
Award of Plaque and Certificates:
The Mayor presented certificates of appreciation for service on committees to
the following residents:
Park & Recreation
Robert J. Jodan
Malvin Weisenburger
G. William Forster
Daniel Oukrop
A plaque for 10 years service to John H. Sullivan
Planning Commission
John F. Daly, Jr.
Mr. Jodan and Daly were not present for the awards.
Communication - re:� Hennepin County Commissioner Board of Equalization:
The Village Manager presented a notice from the Hennepin County Commissioners
regarding the equalization meeting on August 4, 1970. No action was taken.
Request for Public Hearing - Street Lighting, Natchez Avenue_ ( RSL -38):
Member Stockman introduced the following resolution and MOVED its adoption:

"RESOLUTION PROVIDING FOR PUBLIC HEARING
ON CERTAIN PROPOSED PUBLIC IMPROVEMENTS"
(Proposed Street Lighting X RSL -38)
The motion for the adoption of the foregoing resolution was duly seconded
by Member Paulson, and upon vote being taken thereon the following members
voted in favor thereof: Bies, Jensen, Paulson, Stockman, and Teresi; and
the following voted against the same: None, whereupon said resolution was
declared duly passed and adopted, signed by the Mayor and his signature
attested by the Village Clerk. See Resolutions Book page4,3.
Communication - State Highway Department, Traffic Division:
The Village Engineer presented a letter regarding new traffic signals on
T.H. #55, at Douglas Drive and Winnetka Avenue North.
Council agreed in principle to the proposal, but felt that street improve-
ments should be in conjunction with the proposed new signals. No action
taken.
License List:
MOVED by Paulson seconded by Jensen carried to approve the license list as
MOVED by Jensen seconded by Paulson carried to defer the application of
Richard Stoeckmann until he is present to answer questions for the Council.
Request for House Movers License:
All present agreed to add the above item to the agenda.
The Superintendent of Building and Zoning presented a request for a House
Movers License for Doepke Building Movers, Inc., to move the portable class-
room to Carl Sandburg Jr. High.

Regular Meeting of the Village Council, August 3, 1970
Storm Water Treatment Report - Barr Engineering:
The Village Manager distributed the storm water treatment report from Barr
Engineering to Council for study. Council set an informal meeting with
representatives of neighborhood groups, to discuss storm water treatment on
September 2, 1970, at 8:00 P.M., and a general public informal hearing on

Mrs. Frank R. Slevin, 201 Meadow Lane North, interupted Council discussion
of storm water treatment report to state that Council had not represented
the resident on Meadow Lane North when they approved the construction of 69 -
SS -1, the residents did not want the storm sewer, but got it anyway.
When Council was ready to hear Mrs. Slevin, she and her friends had left.
Waiver of Platting Ordinance - 5235 - 33rd Avenue North, Lot Division:
MOVED by Jensen seconded by Paulson carried to grant the waiver of Platting
Ordinance at 5235 -33rd Avenue North, for lot division of the following prop-
erty:
Parcel 1•
The North 97.33 feet of the East 201.67 feet of the West 668.32
feet of Lot 16, all in Yale Garden Homes, Hennepin County, Minnesota.
Parcel 2:
The North 15.0 feet of the East 160.0 feet of the West 330.0 feet of
Lot 16 and the North 97.33 feet of all that part of the east 338.32
feet of the West 668.32 feet of Lot 16 lying West of the East 201.67
feet of said East 338.32 feet, all in Yale Garden Homes, Hennepin
County, Minnesota.
Subject to the following:
The structure on Parcel 1 shall be no closer than 75' West of the
East line of said lot.
Drainage ditch to meet the requirements of the Golden Valley Engineer-
ing Department:
(a) minimum elevations to be established on proposed dwellings.
(b) grading shall conform to surrounding lots.
Parcel 2 to have no structure within 35' West of the East property
line nor within 195' East of the West property line.
An Easement between Parcel 1 and Parcel 2 for storm sewer.

MOVED by Jensen seconded by Paulson carried to grant the waiver of Platting
Ordinance at 1114 Zane Avenue North for lot division of the following
property:
1114 Zane Avenue North:
The Southeasterly 35 feet of Lot 6, all of Lot 7 and the Northwesterly
55 feet of Lot 8, Block 1, Lindsay's Second Addition, Hennepin County,
Minnesota.
1170 Zane Avenue North:
Lot 6, except the Southeasterly 35 feet thereof and the Southeasterly
100 feet of Lot 5, Block 1, Lindsay's Second Addition, Hennepin County,
Minnesota.
Golden Valley School District #275 - Temporary Classrooms:
Mr. Glen Cording, Architect, represented the School District #275 with a
request for two temparary classrooms 14 x 60 feet, location on the east side
of the building adjacent to the cafetorium.
MOVED by Paulson seconded by Jensen carried to approve the temporary class-
rooms for School District #275 for two years.
School District #281 Plans - Elementary School, 1751 Kelly Drive:
Dr. Hood, Superintendent of School District #281, and Mark Windsor, archi-
tect, presented the plans for the elementary school at 1751 Kelly Drive.
Dr. Hood stated the neighbors have reviewed the proposed school plans.
MOVED by Stockman seconded by Jensen carried to approve the building plans
and request for building permit, but waive the fee. Member Stockman compli-
mented the School Board on their public relations with the residents in the
neighborhood.
Rice Lake Area•
The Village Manager reviewed the various plans for acquisition of the prop-
erty in the Rice Lake Area for approximately $15,000.00.
Mr. G. Burton Brown, representing the Park & Recreation Commission, presented
their recommendation to acquire the entire Rice Lake area for open water,
natural area, creek area and neighborhood park area. No action taken.
State Aid - Brookview Golf Club:
The Village Manager reviewed the state aid received for the sewer and water
system at Brookview Golf Club. No action taken.
Give & Take Help Center:

The Village Manager presented information regarding a local group called
"Give & Take Help Center" comprised of St. Louis Park, Edina, Hopkins,
Golden Valley and Minnetonka, seeking a grant from the Governor's Crime
Commission. No action taken.
Brookview Golf Report - July, 1970:
Council reviewed the Brookview Golf Report for July, 1970. No action taken.
1969 Village Audit:
All present agreed to add the above item to the agenda.
The Village Manager distributed the 1969 Village Audit to Council for study.
Informal Grading Bids - Medley Hills Park:
All present agreed to add the above item to the agenda.
The Village Manager presented informal bids for grading of Medley Hills

Crippled Children (MISCCA):
Mr. Robert VanHousen, representing MISCCA, presented slides of the proposed
plat, site plans, landscape plans and building plans at 3915 Golden Valley
Road.
MOVED by Stockman seconded by Paulson carried to call a public hearing on
August 17, 1970, on the hospital location, subject to recommendations of the
Planning Commission at their meeting of July 27, 1970.
Monthly Police Report - June, 1970:
MOVED by Jensen seconded by Paulson carried to receive and file the Police
report for June 1970.

MOVED by Stockman seconded by Paulson carried to call a public hearing to
vacate a portion of Ensign Avenue North on August 17, 1970, upon recommendation
of the Golden Valley Planning Commission.
