SPECIAL MEETING
of the
VILLAGE COUNCIL
August 30, 1971
Pursuant to due call and notice thereof, a special meeting of the Council
of Golden Valley, Hennepin County, Minnesota, was held at 7800 Golden Valley
Road in said Village on August 30, 1971, at 7:00 o'clock P. M.
The following members were present: Paulson, Stockman, Teresi, Ulstad; and
the following were absent: Hoover.
Present were Village Manager, Barkley G. Omans; Director of Finances, John F.
Murphy (after 8:00 P.M.).
The Council viewed the site of the proposed multiple development in St. Louis
Park, known as Cedar Trail, located directly south of Kennedy's South Tyrol.
The Council met with the St. Louis Park Council at the St. Louis Park City
Hall to discuss the project. The Golden Valley Council unanimously request-
ed the St. Louis Park Council to withhold final action at the regular meet-
ing of the St. Louis Park Council that evening until such time as the two
councils could meet to review the impact and traffic problems of this devel-
opment on the area.
Golden Valley Council reconvened at the Golden Valley Council Chambers at
8:15 P.M.
The Council interviewed Mr. Dwight Wells and Mr. Glenn W. Cording for
commission positions.
Harold Evarts, representing legal counsel for Golden Valley appeared to dis-
cuss the St. Louis Park Cedar Trails project with the Village Council. Sev-
eral residents of the South Tyrol area appeared after attending the St. Louis
Park Council meeting and notified the Council that St. Louis Park had approved
the Cedar Trails development by a 4 to 3 vote.
Mr. Howard Cox, 1410 Fairlawn Way, suggested action based on the following
possible points:
1. Declaratory Judgement based on Environmental Act.
2. The suggestion of Sheldon Karlins re: denial of Constitutional
rights of Golden Valley residents by St. Louis Park.
3. The approval without provision of traffic problems even though
they were acknowledged.
Mr. Charles Whitaker, Jr., 4315 Tyrol Crest, pointed out that Mr. Galinson
of St. Louis Park had recommended to the other councilmen a three week delay
to study the traffic problems and that each St. Louis Park Councilman, in his
comments, had recognized the traffic problems existence before the vote was
taken.

Mrs. Jody Sehlin, 4525 Douglas Avenue, pointed out that the proposed
development would more than double existing traffic in the area. This
would in turn add to the already difficult access for emergency services
and the 7 or 8 school buses a day into the area.
Mr. Richard Bloom 4417 Avondale Road, stated that he felt the St. Louis
Park action was arbitrary in that no solution for the traffic problem was
included.
Mr. Lewis Mirviss, 1435 Natchez Avenue South, pointed out that the traffic
problem must be solved by both communities. Others in the audience made
similar comments.
Mr. Evarts, outlined several possible steps which might be taken pending
determination of the legal status.
Member Stockman pointed out that the solution to the whole problem involves
more than just the two communities and that the eventual solution may be
more painful than the current problem.
Mr. Evarts explained his position regarding conflict of interest since his
firm has represented Neslund Construction Company and is presently repres-
enting St. Louis Park in a suit. He would have to turn this over to an-
other firm.
Member Ulstad explained that as an employee of Neslund Construction he would
abstain from voting.
MOVED by Stockman seconded by Paulson carried to authorize an attorney to
be selected with consent of the Mayor to seek a temporary restraining order
in re: The Action of the St. Louis Park City Council In Approving a Spec-
ial Use Permit for the proposed "Cedar Trails" development adjacent to
Golden Valley. Member Ulstad abstained.
Member Paulson was excused at 10:30 P. M.
1972 Budget:
MOVED by Ulstad seconded by Stockman carried to call a public hearing re-
garding the 1972 budget for September 21st at 7:30 P. M., at which time any
requests for changes, additions or deletions would be considered.
MOVED by Ulstad seconded by Stockman carried to hold a special budget meet-
ing at 5:00 o'clock on September 1, 1971.
Meeting adjourned at 11:00 P. M. on September 1, 1971, at the Boulevard Cafe.
