REGULAR MEETING
of the
VILLAGE COUNCIL
Pursuant to due call and notice thereof, a regular meeting of the Council
of the Village of Golden Valley, Hennepin County, Minnesota, was held at
7800 Golden Valley Road in said Village on February 23, 1972, at 7:30 o'clock
P. M.
The following members were present: Paulson, Riggs, Stockman, and Ulstad;
and the following was absent: Hoover.
Present were Village Manager, Barkley G. Omans; Village Attorney, Allen
Barnard; Village Engineer, Lowell Odland; Village Clerk, Helen Penniman;
Director of Public Safety, David Gorski.
'Minutes of February 7, 1972:
MOVED by Paulson seconded by Stockman carried to approve the minutes of
February 7, 1972, as submitted.
Public Hearing, Informal - Public Improvements (Sidewalks):
Glenwood Avenue is a county road and needs improvement before sidewalk con-
struction on the entire street. State tax bill limits money available, it
may be necessary to issue bonds for future construction.
Mr. Eldon H. Ranney, 2370 Zealand Avenue North, representing the Golden Val-
ley Chamber of Commerce, supported the proposed sidewalk construction.
Ms. Nancy Roll, 5770 Westbrook Road, stated that sidewalks are needed.
Ms. Susan Becker, 5840 Golden Valley Road, asked how many proposed sidewalks
would be constructed this year.
Mr. George Murad, Chairman of the Golden Valley Safety Council, stated the
Council supports the proposed sidewalk program and recommended another
traffic count be taken at Turner's Crossroad and Glenwood Avenue.
The Village Manager reviewed generally the background on proposed construc-
tion of sidewalks.
The Village Engineer reviewed the areas of proposed sidewalk construction.
Mr. R. Etzler, 721 Turner's Crossroad South, asked who will pay for side-
walks. Mr. Clyde Braden, 5431 Glenwood Avenue, questioned how soon other
areas would have sidewalks constructed, and would curb and gutter also be
installed. Mr. Jody Sehlin, 4525 Douglas Avenue, need sidewalks for child-
ren especially and also adults.
Mr. Virgil Behounek, 5301 Glenwood Avenue, asked how long a time for construc-
tion. Ms. Irene Kaplan, 2365 Valecrest Road, Chairman of Committee on Side-
walks, from League of Women Voters, expressed support for sidewalks by the
League.
Mr. Lowell Swanson, 245 Brunswick Avenue South, asked about long range plans.

The Village Engineer will submit final plans and cost estimates for the pro-
posed sidewalks.
There were no objections to the proposed sidewalk program.
Human Rights Commission - Re: Liquor Licenses:
Mr. Richard Gustafson presented a request that council amend the Golden Valley
liquor ordinances that license not be granted to any one who discriminates on
the basis of religion, race, creed or national origin.
Mr. Arthur Carr, Exalted Ruler of B,P.O.E., Elks Lodge No. 44, stated they
were a subordinate lodge and it required a 2/3 vote to change the Elks By -Laws
and regulations. The Minnesota State Elks are on record to remove the word
"white" from their application. Mr. Carr requested the matter be tabled until
the court hands down a decision.
MOVED by Paulson seconded by Stockman carried that the Village Attorney be given
30 days to report on policy and legal questions involved in the proposed amend-
ment to the village liquor ordinances.
Park & Recreation Commission - Report on 5 Acres (Duluth & Pennsylvania):
Mr. Burton Brown, Vice -Chairman of the Park & Recreation Commission, presented
a schematic map showing the parks in the village and the specific area of Dul-
uth Street and Pennsylvania Avenue North. Mr. Brown recommended the five acres
be placed into the village park system.
MOVED by Ulstad seconded by Stockman carried to approve the request of the Park
& Recreation Commission and designate the five acres for park use.
The Park & Recreation Commission was requested to review and suggest to the
Council a name for the Park.
Open Space Grant Request; Park & Recreation Commission:
Member Ulstad introduced the following resolution and MOVED its adoption:
"RESOLUTION AUTHORIZING FILING OF APPLICATION FOR
GRANT TO ACQUIRE AND DEVELOP OPEN -SPACE LAND"
The motion for the adoption of the foregoing resolution was duly seconded by
Member Paulson, and upon vote being taken thereon, the following voted in
favor thereof: Paulson, Riggs, Stockman, and Ulstad; and the following voted
against the same: None, whereupon said resolution was declared duly passed
and adopted, signed by the Mayor and his signature attested by the Village

Second Reading Ordinance - Advisory Boards & Commissions:

MOVED by Stockman seconded by Ulstad carried to give a second reading to
an ordinance entitled:

Re: Opening Laurel Ave., Florida to Jersey - Florida Properties, Inc:
Mr. Jess Root, representing Florida Properties, Inc., requested that Laurel
Avenue be opened from Florida Avenue to Jersey Avenue for traffic.
MOVED by Paulson seconded by Ulstad carried that the Village Engineer prepare
plans and cost estimates within thirty days for the opening of Laurel Avenue
from Florida Avenue east to Colorado and west to Hampshire Avenue.
Letter of Commendation - St. Louis Park Police Department:
All present agreed to add the above item to the agenda.
The Village Manager read a letter of commendation from the St. Louis Park
Police Department to Officers Garry Wehr and Darroch Smith and the Golden
Valley Police Department.
MOVED by Paulson seconded by Stockman carried that the Village Council of
Golden Valley also commend Officers Wehr and Smith and the Public Safety
Department.
Annual Meeting - Suburban Hennepin County Relief Board:
MOVED by Ulstad seconded by Paulson carried that the Village Clerk represent
Golden Valley at the Suburban Hennepin County Relief Board annual meeting on
March 22, 1972.

Mr. Green and Dr. Brown to submit a statement of the problems which council
can refer to the Planning Commission and Village Attorney for review.
