March 6, 1972
Pursuant to due call and notice thereof, a regular meeting of the Council of
the Village of Golden Valley, Hennepin County, Minnesota, was held at 7800
Golden Valley Road in said Village on March 6, 1972, at 7:30 P. M.
The following members were present: Paulson, Riggs, Stockman, Ulstad, Hoover.
Present were Village Manager, Barkley G. Omans; Village Attorneys, Robert M.
Skare, Allen Barnard; Village Engineer; Lowell Odland, Director of Public
Safety, David Gorski; Secretary, Phyllis Jordahl.
Minutes of February 23, 1972:
MOVED by Stockman seconded by Paulson carried to approve the minutes of Feb-
ruary 23, 1972, as submitted.
Re: Valwood Sign - Dan Otten:
The Village Manager stated that the sign has been removed, therefore, Mr. Otten
was told that he did not have to attend this meeting. Future placement of the
sign has not been decided upon at this point.
Re: T.H. 100 & CSAH 66:
The Village Engineer presented the construction plans for T.H. 100 & CSAH 66
and explained that they were the same layout previously approved by Council.
MOVED b y Ulstad seconded by Paulson carried to approve the plans and specifi-
cations for T.H. #100 & CSAH #66 as submitted.
The Village Engineer presented an agreement which turns over the right-of-way
and service drives to the Village for maintenance after construction and ex-
plained that this was a new policy of the State Highway Department.
Member Stockman introduced the following resolution and MOVED its adoption:
"RESOLUTION"
(Authorizing Conveyance of T.H. #100 Frontage Road
at CSAH #66 Interchange to Golden Valley)
The motion for the adoption of the foregoing resolution was duly seconded by
Paulson, and upon vote being taken thereon, the following voted in favor there-
of: Hoover, Paulson, Riggs, Stockman and Ulstad, and the following voted again-
st the same: None, whereupon said resolution was declared duly passed and
adopted, signed by the Mayor and his signature attested by the Village Clerk.

Fireworks and Other Weapons"
Allan Greenberg Opposed to three day waiting period.
Attorney for Golden Valley Propose a picture taken similar to
Sports Center check cashing. To pass a law that
is non -effective is worse than no
law at all.
Ken Williams Works in Golden Valley and because
Plymouth of his occupation might carry a
handgun. Would be hard to plan a
route because he has to have a per-

MOVED by Ulstad seconded by Stockman to approve the first reading of this ord-
inance with the following revisions noted:
Sect. 525.01 (1) Omit "shall be at least 21 years of age;"
525.06 (1) (d) add "approximately" a 3 x 5 photograph
(5) change character testimony to "character evidence"
525.10 (1) (1) three (3) years.
The following voted in favor thereof: Hoover, Paulson, Riggs, Stockman, and
Ulstad and the following voted against the same: None.
MOVED by Paulson to give this ordinance a second reading this evening also with
the revisions that we have noted. Motion died for lack of a second.
MOVED by Hoover, seconded by Paulson carried to place this ordinance on the
Council Agenda for March 20, 1972 for a second reading.
Proposed Ordinance - First Readinsz Ban -the -Can:
The Village Manager apprised the Council of the fact that this ordinance is

not the same ordinance that was presented January 3, 1972.
Mr. Eugene Sander, member of the Environmental Committee presented the
changes to the Council.
MOVED by Hoover seconded by Stockman carried to table the ordinance as given
January 1, 1972 and give a first reading to an ordinance entitled:
"An Ordinance Prchibiting the Sale of Certain
Non -returnable Disposable Beverage Containers,
Providing for the Redemption of Returnable
Containers, Providing for Inspections, and
Providing Penalties for Violations of the
Provisions Thereof, Adding Sections 836:00-836:06"

reading with the understanding that the Environmental Committee will be requested
to study other approaches to solid waste and report at the second reading.
The following voted in favor thereof: Hoover, Paulson, Riggs, and Stockman and
the following voted against the same: Ulstad.
MOVED by Paulson seconded by Hoover to set the second reading for this ordinance
at the second meeting in May. The following voted in favor thereof: Hoover,
Paulson, Riggs, and the following voted against the same: Ulstad, Stockman.
State Highway Department re: Speed Zones, Certain Streets:
Village Manager apprised the Council of a communication from the Minnesota
Highway Department establishing a 30 mile per hour speed zone on the following
named Village Streets:
Fairlawn Way between the intersection with Douglas Avenue and T.H. f12.
June Avenue between the intersection with Douglas Avenue and T.H. #12.
Avondrle Road between the intersection with Fairlawn Way and June Ave.
Sussex Road between the intersections with Avondale Road and June Ave.

MOVED by Stockman seconded by Hoover carried to receive and file and inform
the residents of the speed on the street.
Resignation - Ray Brand - Park & Recreation Commission:
MOVED by Paulson seconded by Stockman carried to accept the resignation of
Ray Brand from the Park & Recreation Commission with regret and ask that a
letter of commendation be sent to him for his service.
Resignation - Tom Tart - Park & Recreation Commission:
MOVED by Hoover seconded by Ulstad carried to accept the resignation of
Tom Tart from the Park & Recreation Commission with regret and ask that a
letter of commendation be sent to thank him for his service.
Fireworks at Country Club - Schaak Electronics:
All present agreed to add the above item to the agenda.
The Village Manager read a communication from Schaak Electronics requesting
permission for fireworks display at their annual party on March 11, at the
Golden Valley Country Club.
MOVED by Stockman seconded by Ulstad carried to grant permission for the use
of fireworks on March 11, 1972 at the Golden Valley Country Club.
Award of Bids - Street Construction & Maintenance Materials:
The Village Manager presented an affidavit of publication in the official
newspaper..Sealed bids were received and the Village Manager, Village Engineer
and Village Clerk met at the Civic Center at 7800 Golden Valley Road at
11: A.M., on February 24, 1972; and publicly opened and read the bids as follows:

RESOLVED that the Village Council approves an application for grant for the
title project "Consolidated Comsunication Training Program";
RESOLVED, FURTHER, that the Village Manager be designated as the authorized
official to sign the application and all matters necessary to process the
program through federal and state agencies.
The motion for the adoption of the foregoing resolution was duly seconded
by Hoover and upon vote being taken thereon, the following voted in favor
thereof: Hoover, Paulson, Riggs, Stockman and Ulstad, and the following
voted against the same: None, whereupon said resolution was declared duly
passed and adopted, signed by the Mayor and his signature attested by the

Police Department Fund:
Member Ulstad introduced the following resolution and MOVED its adoption:
"RESOLUTION"
(Establishing a Special Police Fund)
WHEREAS Laws 1971 Chapter 695 establishing an aid program to local police
departments requires that a special police fund be established to receive
the aid apportioned to the local municipality;
NOW THEREFORE, BE IT RESOLVED that the Village Council of the Village of
Golden Valley hereby establishes a SPECIAL POLICE FUND for the purposes of
receiving and accounting for State Aid to Police Departments, and such other
funds as the Council may appropriate thereto in accordance with the Statutes
of the State of Minnesota.
The motion for the adoption of the foregoing resolution was duly seconded bt
Paulson, and upon vote being taken thereon, the following voted in favor
thereof: Hoover, Paulson, Riggs, Stockman & Ulstad, and the following voted
against the same: None, whereupon said resolution was declared duly passed
and adopted signed by the Mayor and his signature attested by the Village

Sale of 1954 GMC Van - Fire Department:
The Village Manager asked permission to sell the Fire Department's old 1954
GMC Van with the smoke extractor on it because he has an offer from the
Randolph, Minnesota Fire Department for $1500.00.
MOVED by Ulstad seconded by Paulson carried to approve sale of the 1954 GMC
Van.
Waiver of Platting Ordinance - 5729 IbM. #55 - 444 Yosemite Avenue North:
Richard R. Miller requested a Waiver of the Platting Ordinance for 5729 Hwy.

Regular Meeting of the Village Council, March 6, 1972
The Village Engineer presented a layout of the proposed clean-up of the
Honeywell Pond and two quotations for dragline rental as follows:
J. A. Danen & Son, Inc. - 47.50/hr
Hurley Construction Company - 60.55/hr
MOVED by Paulson seconded by Stockman to accept the Engineer's recommend-
ation of low bid and authorize the award be made to J. A. Danen for equip-
ment rental and to North Star Concrete for materials.
The motion carried with the following voting in favor thereof: Paulson
Stockman, Ulstad and the following voted against the same: Hoover and
Riggs.

The Village Manager presented the following recommendations for appointments
to the various boards and commissions.

of the Park & Recreation Commission for February 24, 1972.
Mrs. Kathy Herje reported that the Park & Recreation Commission recommended
that the Council give approval to the following resolution.
Member Hoover introduced the following resolution and MOVED its adoption:
RESOLUTION EXPRESSING SUPPORT AND COOPERATION
WITH ST. LOUIS PARK ON THE PROPOSED
WESTWOOD HILLS ENVIRONMENTAL EDUCATION CENTER
The motion for the adoption of the foregoing resolution was duly seconded by
Member Stockman, and upon vote.being taken thereon, the following voted in
favor thereof: Hoover, Paulson, Riggs, Stockman, Ulstad and the following
voted against the same: None, whereupon said resolution was declared duly
passed and adopted, signed by the Mayor and his signature attested by the

Communication I-394 Curt Green:
MOVED by Hoover seconded by Ulstad carried that the letter from Mr. Curt
Green, representative of Golden Valley on the Citizens Advisory Committee
for I-394 regarding the need for assistance to the committee in the planning
field be received and filed and a copy sent to the Planning Commission for
their meeting of March 13th, with Mr. Green and Mr. Brown.

on the prelist.
MOVED by Stockman seconded by Paulson carried to adjourn the meeting at
