SPECIAL MEETING
of the
VILLAGE COUNCIL
September 24, 1973
Pursuant to due call and notice thereof, a special meeting of the Council
of the Village of Golden Valley, Hennepin County, Minnesota, was held at
7800 Golden Valley Road in said Village on September 24, 1973, at 7:30 o'clock
P. M.
The following members were present: Bix, Hoover, Moberg, Riggs, and Ulstad;
and the following were absent: None.
Present were Assistant Village Manager, John Murphy and Village Clerk, Helen
Penniman.
The Mayor opened the budget hearing as advertised in the official newspaper.
The Assistant Manager made a general statement on the budget procedure.
Mrs. Syrile Ellison and Mrs. Katharine Hakala, members of the Open Space
Committee requested Council to consider budgeting $100,000 annually for a
fund to acquire approximately 1/3 of the remaining open space in the village.
Mr. Bernard Ness, 7410 Ridgeway Road, long time resident in the village
complained of a 32% increase in realestate taxes last year and stated the
village did not need any additional open space, that there were too many
parks, that they were unused and overdeveloped. That population, i.e.,
school children were decreasing, no need for additional school facilities.
Proposed employee wage increase was too high.
Council discussed the increased State Aid funds and made the following ten-
tative allocation of $253,257.00:
Reduction of Mill Levy $ 50,000
Special Contingency Undedicated 100,000
Land Acquisition
Building Fund (garage) 50,000
Oil Spreader - -
Sidewalks 26,000
Regular Contingency 272257
$ 253,257
The Council continued study and analysis of village finances and budget for
1974.
MOVED by Ulstad seconded by Hoover carried to adjourn the meeting at 9:30 P.M.
