REGULAR MEETING
of the
VILLAGE COUNCIL
March 18, 1974
Pursuant to due call and notice thereof, a regular meeting of the Council of
the Village of Golden Valley, Hennepin County, Minnesota, was held at 7800
Golden Vallev Road, in said Village on March 18, 1974, at 7:30 o'clock P.M.
The following members were present; Anderson, Bix, Hoover, Moberg, and Riggs;
and the following were absent: None.
Present were Village Manager, Barkley C. Omans, Village Attorney, Robert M.
Skare; Village Engineer, Lowell Odland Village Clerk, Helen Penniman.
Minutes of March 4,_1974:
MOVED by Bix seconded by Moberg carried to approve the minutes of March 4,
1974, as corrected and amended.
Police/Community Relations Committee -Police Commendation n Awards:
Mayor Riggs presented merit commendation awards for outstanding service to
the following Police Officers:

There was enthusiastic recognition and applause by the audience.
1974 Sidewalk Construction - Informal Hearin:
The Mayor announced the first area of consideration was Glenwood Avenue on
the south side from Edgewood Avenue to Harold Avenue.
Leland LeBlanc, 225 Brunswick Avenue South, presented a petition in favor
of sidewalk construction, signed by 180 residents. The petitions also re-
quested a traffic device or blinking light at Edgewood and Glenwood Ave.
Mr, Charles Burmeister, 6505 Glenwood Avenue, in favor of sidewalk, but why
not go all the way to Glenwood and T,H. #55.
Mr. Walter Mills, 6835 Glenwood Avenue, stated he could not maintain the side-
walk during the winter months. will the Village maintain it.
Mrs. Louis Martin, 6454 Western Avenue, there is not much pedestrian traffic
on Glenwood Avenue, is opposed to the sidewalk, will be more litter on the
lawn.

1974 Sidewalk Construction Olympia Street:
Construction of sidewalk is proposed on Olympia Street from Winnetka Avenue
to Louisiana Avenue.
Mr. Milton Saliterman, 7345 Olympia Street, presented a petition in opposi-
tion to sidewalk construction on Olympia Street, children use the crossing
near the school and the sidewalk should be on the north side of the street
rather than the south side.
Mr. Michael Plitman, 7601 Olympia Street, presented another petition in
opposition to sidewalks on Olympia Street.
Mr, Lester Kittler, 744.5 Olympia Street, new resident of one month, in
favor of sidewalks, watches 45 to 50 children cross Olympia morning and
night,
Mr. Ray Zauzlack, 7110 Olympia Street, the traffic is causing the problem
95 to 98 Dercent come to a rollinc stop, traffic is intolerable.
Mr. Dave G. Roston, 7551 Olympia Street, traffic is the big thing on Olympia
sidewalks will cause upgrading to a complete thorough -fair.
MOVED by Moberg seconded by Anderson carried to continue consideration pend-
ing a meeting with neighbors before April 1, 1974.
1974 Sidewalk Construction - Noble Avenue:
Construction of sidewalk is proposed on Noble Avenue on the west side from
Golden Valley Road to Bassett Creek Drive. Also consideration of street
improvement for the same area, (74 -SI -1).
Mr. John A, Kent, 2257 Noble Avenue North, spokesman for residents of the
area, presented a petition in opposition to the proposed sidewalk construc-
tion, and displayed a map of the area in opposition.
Mr. R. A. Wagman, 2243 Noble Avenue, objected to sidewalk and stated they
did not need retaining walls, shorter driveway. They were proud of trees
and shrubs the boulevard created by sidewalks would be a dead area.
Mr. W. J. Houlihan, 2620 Noble Avenue, opposed to widening the street, it
will increase the noise level, should establish need first, the neighbor-
hood is completely developed. Traffic comes from outside of the village,
highway should be developed on 36th street to T.H. 4100 for traffic to
downtown Minneapolis. Widening the street will encourage parking on Noble,
and they have no drainage problem on Noble. Widening street will increase
speed and speeders,
Mr, Jack R, Kelcher, 4820 Markay Ridge, in favor of sidewalk, but not in
favor of widening street,
Dr, M. Garvey, 4810 Markay Ridge, the school children walk through his
yard, they will not change habit pattern, will still go through the yard,
don't need the sidewalk.

Mrs, Mary Johnston, 2151 Perry Avenue North, in favor of a blacktop path,
not necessary to widen street,
Mr, H. L. Eckdahl, 2700 Noble Avenue, has lived there 25 years, just con-
tinue the blacktop walk to Noble School, do not widen the road.
Mr, Harlan Meyers, representing Valley of Peace Lutheran Church, opposed
to the proposed construction,
Mr. Keith Sherck, 4805 Markay Ridge, objected to widening of Noble Avenue.
Mr. R. W. Seagren, 2640 Noble Avenue, a resident for 25 years, no children
have been involved in accidents, only fatalities were auto accidents.
Mr. Hal Sweet 2160 Windsor Way, need a path or a sidewalk.
Mrs. K. A. Dale, 2164 Perry Avenue North, there will be more children in the
next 2 to 5 years, young families are moving into the area.
Mrs. R. N. Damuth, 3321 Noble Avenue, raised three children who walked on
Noble Avenue, children were trained,
Mr, John W, Rawley, 3790 Orchard Avenue North, has teen aged children, glad
to hear about young children moving into the area, his children need baby
sitting jobs,
Mr. G. A, Fuller, 2224 Windsor Way, likes to ride a bicycle, opposed to
widening Noble Avenue.
A resident asked how a State -Aid designation can be taken off of Noble Ave-
nue,
Mr, Neil Freeman, 2135 Noble Avenue, no need to widen Noble Avenue and no
need for a sidewalk on Noble Avenue,
Mr, R. A. Wagman, 2243 Noble, doesn't want street widened, but do need a
walk,
The Mayor closed the informal hearing.
MOVED by Bix seconded by Moberg to delete street improvement (74 -SI -2)
from construction in 1974,
The following amendment was made to the above motion:
MOVED by Hoover seconded by Anderson to defer action for one year to study
general alternatives, move roadway slightly to the east to allow safe side-
walk for west side, a 36' wide road, study of bridge, alignment of right-of-
way, Bix spoke against the amendment and voted "NO".
Upon call for the motion it carried that Improvement 74 -SI -2 is deleted from
construction.

MOVED by Hoover seconded by Moberg carried to delete Noble Avenue from 1974
sidewalk construction program and appoint a committee to study the matter.
MOVED by Hoover seconded by Anderson carried to approve miscellaneous pedes-
trian ramps on existing sidewalk and curb and gutter.
MOVED by Bix seconded by Hoover carried to continue sidewalk construction
from Glenwood Avenue on Harold Avenue to Louisiana Avenue.
MOVED by Anderson seconded by Moberg to meet with the Principal of Sunnyhollow
School for informal study of sidewalks on the south side of Medicine Lake Road
and ask the Village Engineer for recommendation for a temporary solution for
the crossings at Cavell Avenue and Decatur Avenue. The motion failed.
Discussion Third Lane on T.H, #12 East of T.H. #100:11
The Village Attorney read Resolution No. 614, "Rescinding Prior Resolutions
Respecting Plan Approval for Third Lane on U, S. Highway No. 12 and
Providing Conditions Precedent for Re -approval",
The Mayor read the Highway Department's reply, which did not comply with
Council's Resolution conditions.
MOVED by Moberg seconded by Hoover carried to negotiate with the Highway
Department, Minneapolis Park Board and Prudential Insurance Company -for
right-of-way on the south side of T.H. 412,
MOVED by Bix seconded by Anderson carried to authorize the Mayor and Village
Manager to sign the agreement with the State Highway Department regarding
construction of concrete walk extending from both ends of Trunk Highway No. 12
Pedestrian Bridge No, 27001 near June Avenue within the corporate limits and
the construction of traffic barrier to the piers of said pedestrian bridge.
Waiver of Plattinp� Ordinance Inde endent School District #275:
The request is for the waiver of the Platting Ordinance for division of the
following property:
The request for a division consists of the Golden Valley School District
acquiring a 50 foot parcel from Chester Bird American Legion Post:

That 50 foot wide parcel being the north 50 feet of the following described
tract owned by Chester Bird American Legion Post:
Commencing at a point in East line of West 1522 26/100 feet
of SW 1/4 distant 363 feet North from SE'corner thereof the
North 528 68/100 feet the West thence West at right angles
360 feet thence South 28 degrees 17 minutes West to N easterly

feet South from Northwest corner thereof and parallel with
North line thereof continuing Easterly to a point 1522. West
at right angles 360 feet thence Northwesterly along a line at
right angles to center line of said right-of-wav to the South-

MOVED by Anderson seconded by Hoover carried to approve the Waiver of
Platting Ordinance for the above referenced property.
Request "No Left Turn" Sign onto Harold Avenue from Winnetka Avenue:
Karen Deters, 7710 Harold Avenue, submitted a petition signed by 25 resi-
dents requesting a "No Left Turn" sign from Winnetka Avenue Southbound
onto Harold Avenue between the hours of 7:00 to 9:00 A.M., weekdays.
MOVED by Bix seconded by Hoover carried to request Hennepin County approval
of a "No Left Turn'` sign from Winnetka Avenue onto Harold Avenue between
the hours of 7:00 to 9:00 A.M., weekdays.
Second Reading Ordinance Repealing Dumping Sections:
MOVED by Anderson seconded by Moberg carried to give a second reading to an
ordinance entitled:
AN ORDINANCE REPEALING THE CITY CODE
(Dump - Municipal)
MOVED by Moberg seconded by Anderson carried to approve the ordinance herein
quoted by title on its second reading and to order publication thereof. See

Golden Vaenue North:
The Golden Valley Safety Council request "No Parking" signs on the South side
of 7th Avenue North between Boone Avenue and Decatur Avenue.
MOVED by Moberg seconded by Anderson carried to approve "No Parking" signs on
the south side of 7th Avenue North between Boone Avenue and Decatur Avenue.

Council discussed dates for meeting with various village groups as follows:
Olympia Sidewalk Group - March 27th at 9:00 P.M. (Manager on contact
with the people found they could not meet
at this time)
Planning Commission - March 25, 1 7:00 P.M. re: Comprehensive Plan.
Interviews for Boards & Commissions - April 1st at 6:30 P.M.
Glenwood Hills Hospital Officials - March 27th at 7:30 P.M.
Citizens Advisory Committee - Conflicts & Disclosure Policy:
MOVED by Moberg seconded by Bix carried that it is Council Policy that spouses
of Council Members not serve on Village Commissions. It is further Council
request that spouses of Council Members now serving on committees be asked to
resign and that no further appointments be made by the Council which would
conflict with this policy.
Boards & Commissio- n fitments:
MOVED by Moberg seconded by Anderson carried to appoint Jerry Mundt to the
Building Board of Review for a one year term. Bix abstained.
MOVED by Moberg seconded by Hoover carried to appoint Syril Ellison the
Environmental Commission for three vearterm.
MOVED by Moberg seconded by Hoover carried to appoint Molly Lyon to the
Environmental Commission for a two year term.
MOVED by Moberg seconded by Anderson carried to appoint Arlene Goldberg to
the Human Rights Commission for a three year term.
MOVED by Moberg seconded by Anderson carried to appoint Matthew Johnson to
the Human Rights;Commission for a three year term.
MOVED by Anderson seconded by Moberg carried to re -appoint Jeanette R. Glim,
merveen to the Golden Valley Safety Council for a three year term.
MOVED by Anderson seconded by Moberg carried that Council send the following
communication to the Chairman of Boards and Commissions:
It is important for all new commission and board members to
become oriented to and knowledgeable about their new job.
The Council requests the chairperson be responsible for pro-
viding information and materials to the new members. This
should be done at the time the new member assumes the posi-
tion. Some suggested items to be covered:
1. Their role as a member of the group

2, The Commissions role in village government
a. duties and functions
b. relationship to the Council
3, Specific history of the commissions immediate past
actions
4. Any and all materials and documents necessary to
their being knowledgeable about their job.
Commissions are a vital part of our form of government. The
Council relies heavily on them for research and recommendations.
Council appreciates their willingness to serve and would be
happy to discuss with them any suggestions for improvement
of the system.
