REGULAR MEETING
of the
VILLAGE COUNCIL
April 1, 1974
Pursuant to due call and notice thereof, aregular meeting of the Council of
the Village of Golden Valley, Hennepin County, Minnesota, was held at 7800
Golden Valley Road, in said Village on April 1, 1974, at 7:30 o'clock P.M.
The following members were present: Anderson, Bix, Hoover, Moberg, and Riggs;
and the following were absent: None.
Present were Village Manager, Barkley G. Omans; Village Attorney, Robert M.
Skare; Village Engineer, Lowell Odland: Village Clerk, Helen Penniman; Asses-
sor, James Ingemunson; Director of Planning & Inspections, Jon Westlake.
Minutes of March 181974:
MOVED by Moberg seconded by Anderson carried to approve the minutes of March
18, 1974, as corrected and amended.
First Reading Ordinance - Streaking & Snailiing:
Council took no action on the above item.
Minutes Cham Request - Wollman Property, 6520 Glenwood Avenue:
The Village Attorney read a proposed minute change in the March 4, 1974, min-
utes, regarding the Wollman property at 6520 Glenwood Avenue. The change was
requested by the Attorney for Wollman.
MOVED by Hoover seconded by Moberg carried to approve the requested change in
minutes as presented by the Village Attorney.
.Public Hearing - Easement Vacation. 6520 Glenwood Avenue:
The Village Clerk presented the affidavit showing publication in the official
newspaper of the Notice of Public Hearing on proposed easement vacation. Said
affidavit was examined, approved and ordered filed in the office of the Vill-
age Clerk.
The Mayor then announced that the meeting was open for public hearing on said
proposed easement vacation and all persons present to do so were afforded
opportunity to express their views thereon. There were no objectors.
The Mayor closed the public hearing.
Member Hoover introduced the following resolution and MOVED its adoption:

Sidgak -, So, Side Olympia Street, From Winnetka to Zouisiana:
Mr. Dave G. Roston, 7551 Olympia Street, stated the residents could meet
with Council between the 1st and 12th of April. 1974. Council decided to
meet with the residents regarding sidewalk on the south side of Olvmpia
Street from Winnetka Avenue to Louisiana Avenue on April 8, 1974, at 7:30
P, m.
MOVED by Anderson seconded by Hoover to continue the informal sidewalk
construction hearing to April 15, 1974.
Second Reading Ordinance Revision on Litter:
MOVED by Anderson seconded by Moberg carried to give a second reading to
an ordinance entitled:
AN ORDINANCE AMENDING THE CITY CODE

MOVED by Moberg seconded by Anderson carried to approve the ordinance
herein quoted by title on its second reading and to order publication

Mrs. Pat Prigge, 8045 Jonellen Lane, complained about litter on a vacant
lot across the street from her residence, she requested the owner be no-
tified to clean up the lot at least twice a year.

P„roposed Pamphlet�Police/Communit_ Relations Commission:
Mrs. Sue Garvis, Chairman of Police/Community Relations Commission present-
ed a proposed pamphlet prepared by the Police/Community Relations Commission
and requested approval for publication.
MOVED by Anderson seconded by Moberg carried to approve printing 10,000
copies of the Plice/Communith Relations booklet and transfer $375.00 from
Contingency Fund to the Police/Community Relations Commission for printing.

Appeal from BZA Denial - R.C.Ernst. 9235 Medicine Lake Road:
Mr. LeRoy Anderson, representing BZA, reviewed the BZA decision on the
property at 9235 Medicine Lake Road,
Mr. Dick Ernst, requested two variance waivers and a waiver of parking
requirements.
A representative of Westview Groceries spoke against the proposed waivers,
stating Mr. Ernst was overbuilding for the area, a lack of parking and
another grocery would increase traffic in the area.
MOVED by Hoover seconded by Moberg carried to refer the request for waivers
back to the BZA for action contingent upon the outcome of the request for
zoning before the Planning Commission, in view of proponents statement that
he intends to redesign the building.
Construction of Louisiana Ave. from T.H. #12 to Western Avenue:
A written request was received from V.J. Sauer, 225 Jersey Avenue North for
construction of Louisiana Avenue from T.H. #12 to Western Avenue.
Staff informed the Council that the village does not have the right-of-way_
for the requested construction and a transportation plan is under study
involving the area.
Mr. Paul St. Marie, 7440 Ridgeway Road, stated the commercial traffic should
be separated from Laurel Avenue and the residential traffic. Mr. St. Marie
suggested opening Market _treet and the service drive on the north side of
T.H. #12 and also Boone Avenue to the west. Mr, St. Marie also suggested a
citizen group to work on transportation and assist the Planning Commission
and Council with their traffic study.
MOVED by Moberg seconded by Anderson carried to receive and file the request
from V.J. Sauer at 225 Jersey_ Avenue North and send a letter to Mr, Sauer in-
forming him that the area is being considered as part of open space.
Council decided to meet on April 22nd at 7:30 P,M., to work on the Transporta
tion Plan,
Petition for Bituminous Surfacing on Laurel Avenue from Winnetka Ave, to Penn-
sylvania Ave:

A petition from all the residents on Toledo Avenue requesting "No Park-
ing'' on either side from Duluth Street to Scott Avenue was presented to
Council, Mr. Frank Connor, 1920 Toledo Avenue, was present representing
the residents,

Mr. Allan E. Law, requested exemption for ten solicitors applying for
license to sell candy in Golden Valley. Council denied the request
since the group is not an incorporated non-profit organization and reques-
ted a stipulation be placed on the license that 16 year old or less be
restricted from selling after 8:00 P.M., or on Sundays.

at 11:00 A.M., on March 28, 1974, and publicly opened and read the bids as

Sidewalk Policy___& Estimates:
The Village Manager presented a written report on the village sidewalk policy
with estimated costs on the remainder of 1st, 2nd and 3rd priorities on con-
crete walks.
After discussion of the sidewalk construction policy it was MOVED by Hoover
seconded by Anderson to adopt the policy and authorize the Village Manager
to print copies of the policy for distribution to residents petitioning for
sidewalks.
MOVED by Moberg seconded by Hoover carried to place `Appointment of Citizen
Committee on Nobel Avenue" on the Council agenda for September 3, 1974.

Establishing a Committee on Transit Options:
MOVED by Anderson seconded by Moberg carried to establish a committee on
Transit Options consisting of the following: Planning Commission, League
of Women Voters, Chamber of Commerce, one citizen from each voting precinct.
Council Member Anderson was designated the convener for the committee.
Council requested the Village Manager to send a letter to these organiza-
tions.
