REGULAR MEETING
of the
VILLAGE COUNCIL
May 6,1974
Pursuant to due call and notice thereof, a regular meeting of the Council
of the Village of Golden Valley, Hennepin County, Minnesota, was held at
7800 Golden Valley Road, in said Village on May 6, 1974, at 7:30 o'clock
P. M.
The following members were present: Anderson, Bix, Hoover, Moberg, and
Riggs; and the following were absent: None.
Present were Director of Administrative Services, John Murphy; Village
Attorney, Robert M. Skare; Village Engineer, Lowell Odland; Village Clerk
Helen Penniman; Director of Planning & Inspections, Jon Westlake; Director
of Park & Recreation, John Brenna,
Minutes of April 15th and April 22, 1974:
MOVED by Anderson seconded by Hoover carried to approve the minutes of
April 15, 1974, as corrected and the minutes of April 22, 1974, as submit-
ted.
Proclamation - National Public Works Week:
Mayor Riggs read a proclamation "National Public Works Week" proclaiming
the week of May 19 - 25, 1974, as National Public Works Week.
MOVED by Anderson seconded by Hoover carried to approve and issue the Nat-
ional
ational Public Works Week Proclamation.
Informal Public Hearin - Extension of Bus Service Glenwood Harold & T.H.#55:
Mr, Sam Jacobs, representing Metropolitan Transit Commission, discussed exten-
sion of Route #9 on Glenwood Avenue to Harold Avenue to T.H. 455 to Shelard
Park, with two trips in the a.M., and two trips in the P.M., during the rush
hours on a six months trial basis.
Mr. Leland LeBlanc, 225 Brunswick Avenue South, questioned the leaving time
and requested a noon or mid-day bus.
Mr. Harry Karasov, 6615 Cortlawn Circle South, suggested the first bus leave
a little earlier for earlier arrival downtown.
MOVED by Bix seconded by Moberg carried to approve the extended bus service
as proposed by Metropolitan Transit Commission,
MOVED by Anderson seconded by Moberg carried to instruct the Village Engineer
to change the "No Left Turn" sign from Winnetka Avenue onto Harold Avenue to
except buses.

Public Hearing,_- Street_ Vacation. Portion of Manor Drive:
The Village Clerk presented the affidavit showing publication in the official
newspaper of the Notice of Public Hearing on proposed street vacation. Said
affidavit was examined, approved and ordered filed in the office of the
Village Clerk.
The Mayor then announced that the meeting was open for public hearing on
said proposed street vacation and all persons present to do so were afford-
ed opportunity to express their views thereon.. There were no objectors.
MOVED by Bix seconded by Anderson carried to give preliminary approval for
street vacation for a portion of Manor Drive, subject to approval by Build-
ing Board of Review and Board of Zoning Appeals.
MOVED by Bix seconded by Hoover carried that the Council retain an interest
in the proposed building permit and review the request after the Building
Board of Review and Board of Zoning Appeals have approved same, and con-
tinue public hearing to June 17, 1974.
Public hearing - Street Vacation,- Portion of Busch Street:
The Village Clerk presented the affidavit showing publication in the official

approved and ordered filed in the office of the Village Clerk.

said proposed public improvements, and all persons present to do so were
afforded opportunity to express their views thereon. No persons present-
ed objections except the following:

Mr. L. P. Giffin, 7701 Laurell Avenue, stated that they have not had three
hours of maintenance all year, their cars are wrecked, and 997 of the
traffic on Laurel Avenue is from Liberty Carton Company,
Mr. Gerald Brown, 611 Sumter Avenue South, said the street is not evenly
divided in the right--of-way and requested the roadwav be reestablished,
and the village grade the boulevards from the property lines to the street.
Mrs, Lois Ekeren, 521 Quebec Avenue South, questioned the assessment policy
regarding the long side of the lot.
Mr. Morton Gray, 7700 Laurel Avenue, asked if Laurel is 30° wide now, and
suggested down -grading the street, vacating it and putting sod on it.
The Mayor closed the public hearing.
Member Moberg introduced the following resolution and MOVED its adoption:

ments (75--SI-5) described in the resolution of this Council relating thereto,
adopted April 1, 1974. Said affidavit was then examined, approved and order-
ed filed in the office of the Village Clerk.
The Mavor then announced that the meeting was open for public hearing on
said proposed public improvements, and all persons present to do so were
afforded opportunity to express their views thereon. No persons presented
objections except the following:
Mr. Vern Nelson, 2575 Kewanee Way, asked if the improvement would go to 26th.
Avenue and France Avenue.
Mrs. P. D. Wagner, 2408 Kewanee Way, asked if the railroad would be assessed.
Mr. Vincent L. Jaehning, 2316 Kewanee TJay, questioned why the curb and gutter
should be constructed.
Mr. Francis Bohnenstingel, 2515 Byrd Avenue North., said curb and gutter was
not installed on Byrd Avenue last year, why on Kewanee Wav, will both sides
of the lot be assessed.
Mrs, Harold Olausen, 2350 Kewanee Way, questioned the cost without curb and
gutter.
Mr. John Rieschl, 2416 Kewanee Way, asked how a side view of the curb and
gutter would look, will there be a sloping curb.
Mr. D. J. Haedt, 2480 Kewanee Way, asked how close to estimate will the
assessment be, not in favor of curb and gutter.

the railroad for the improvement.
Waiver of Platting !ordinance 2428-2436 Kewanee Way:
Mr. Jon Westlake reviewed the Planning Commission recommendation to approve
the Waiver of Platting Ordinance for 2428-2438 Kewanee Vay.
The request is for the Waiver of the Platting Ordinance for the following
property:
2428 Kewanee Way'
Lot 11, Block 5, `Delphian Heights Third Unit, Hennepin County,
Minnesota", except the Northwesterly 12.5 feet of said Lot 11 as
measured at right angles to the Northwesterly line of said Lot 11
and all of that part of the Northwesterly 1/2 of Glen Lane, vaca_7
ted extending from the Northerly line of. Kewanee Way to the exten-
sion Southeasterly of the Northeasterly line of said Lot 11.

the 4th Principal Meridian, except the West 110 feet North to South

Rice Lake Park Layout and Construction:
Mrs. Carol Haj, 2600 Kyle Avenue North, introduced three neighborhood
children who presented a petition in opposition to the proposed park
development of Rice Lake area with 42 signers.
Mr. Burton Brown, Park & Recreation Commission, presented three proposed
layouts for development and construction of Rice Lake Park, the commiss-
ion recommended Plan No. II as the best choice with the re-routing of
the creek.
Mr. Otto Christenson, Hennepin County Park Reserve, showed slides of
nature areas and park development, of a similar area.
Mr, Vern Steffens, 4321 Bassett Creek drive, asked if there will be a
skating area and baseball grounds.
Mr, Robert Brose, Chairman of Open Space Committee, read a report by the
Open Space Committee.
Dr.. Ray G. Peterson, Park & Recreation Commission, stated his concern for
the children in the area for recreation & programs.
Mr. William H. Kulhmann, 2621 Kyle Avenue North, suggested that the Park
and Recreation Commission pursue acquisition of the north area from the
City of Robbinsdale,
Mr. Wally Klovstad, Chairman of the environmental Commission, presented
the environmental Commission report in favor of a controlled environment-
al area, open for public access.
Dr. E. Jorgenson, 2360 Kyle Avenue North, read a story depicting Rice Lake
as a unique area and requested Council to deny development of the Rice Lake
area,
Mr. Gerald Warner, 2420 Kyle Avenue North, presented a petition for the
record of 325 residents objecting to development of any park or playground
in the Rice Lake Nature Area.
Mr, James Hagman, 2341 Kyle Avenue North, presented a map of the area
showing residents opposed to development of playground in Rice Lake Area.
Mrs, Katharine Hakala, 7500 Western Avenue, Play area for 425 children
is incompatible with a nature area.

Mr.. Loren Laskow, 2400 Kyle Avenue North, stated people want access to the
area, but why can't it remain as is without trails into the area.
Mr, Beckwoth Horton, 2480 Kyle Avenue North, in favor of nature area and for
parks.
Mrs. Gloria Johnson, 4200 Golden Valley Road, repeated a quotation that
"Human beings be given preference over wildlife".
Mrs, Lyle Cheney, 2401 Dresden Lane, stated she had moved away from parks,
that all the wildlife in the parks were not ducks.
Mrs, Mary King, 4025 Wasatch Lane, wished the people present would have
volunteered to help fight the real enemy which is Glenwood Hills Hospital
and Hennepin County Highway Department.
MOVED by Bix seconded by Ander$on,,.carried to give preliminary approval to
Plan I concept and refer to the Park & Recreation Commission for availability
of additional land and explore the moving of the creek.
Leaeue of Women Voters - Review of Budget Consensus:
The League of Women Voters requested that public input at an early stage of
the budget making process even before the department requests. They express-
ed an interest in long range priorities including long range plans.
MOVED by Bix seconded by Moberg carried to receive and file the League Con-
sensus on Village Financing and Budgeting report, and hold public session on
budget June 3, 1974,
Park Department - Trail Construction Program 161:
John Brenna, Director of Park & Recreation Commission, presented a map with
the proposed trails for Program 161 construction.
MOVED by Moberg seconded by Hoover carried that limestone chip paths be con-
structed in the following areas:
Betty Crocker drive & 1618 to Boone Avenue, Boone to M , Boone to 7th.
Ave., 7th Avenue & Bassett Creek to Winnetka Avenue North, on Plymouth
Ave., from 1618 east to Orkla Drive, Pennsylvania Avenue east on Country
Club Drive to Douglas Drive, on Douglas Drive north from 1655 to Golden
Valley Road.
On Bridal Path from June Avenue to Ortler. From Turner's Crossroad east
to Golden Valley High School to Ottawa Avenue. Vail Crest Avenue south
to Duluth Street, Bassett Creek Park to Duluth Street thru Benson Orth
property to St. Croix Avenue. Dawnview Terrace to Briarwood PUD to
Unity Avenue. It is the intent to construct concrete sidewalk on Doug-
las Drive from County Road 1666 to Golden Valley Road and on Golden Val-
ley Road from Regent to Noble Avenue as a part of the 1975 sidewalk
program.

in the parks as presented by the Director of Park & Recreation and call an in-
formal public hearing on trial construction on the south side of Golden Valley

MOVED by Bix seconded by Hoover carried to refer the request for "Stop Signs"
