VILLAGE COUNCIL
(July 1, 1974)
July 8, 1974
Pursuant to due call and notice thereof, continuation of a regular meeting of
the Council of the Village of Golden Valley, Hennepin County, Minnesota, was
held at 7800 Golden Valley Road, in said Village, on July 8, 1974 at 8:00
o'clock P.M.
The following members were present: Anderson, Moberg, Hoover and Riggs.
Mayor Riggs arrived at 8:25 P.M.
Present were Village Manager, Barkley G. Omans; Village Attorney Robert M. Skare;
Village Engineer, Lowell Odland; Acting Village Clerk, Ingrid Woehning.
Hoover, Mayor Pro tem, called the meeting to order.
Communications: Northern States Power re: Metro Rate Authority:
MOVED by Anderson, seconded by Moberg, carried to approve the first reading of
the Metro Rate Authority Ordinance.
Hennepin County: Glenwood Seal Coat:
MOVED by Moberg seconded by Anderson, carried to receive and file the letter
relating to the seal coating of Glenwood Avenue (CSAH) from Highway 455
to Glenwood Parkway.
Glenwood Spot Safetv Improvement:
Mr. Odland, Village Engineer, explained the spot safety project anticipated
by Hennepin County on Glenwood Ave. (CSAH) between Harold Avenue and T.H. 55.
MOVED by Anderson, seconded by Moberg, carried to request the construction of
a triangular divider at the intersection of T.H. #55 and Glenwood Avenue
(CSA14O)i.ncluding a stop sign.
Budget Report for May, 1974:
MOVED by Moberg, seconded by Hoover, carried to receive and file the budget
report.
Fire Department Annual Rrportq
MOVED by Moberg, seconded by Hoover, carried to receive and file the Fire
Department's Annual Report.
MOVED by Moberg, seconded by Hoover, carried to send a letter commending the
Fire Department for their outstanding job done in behalf of the community.
Mr. Omans stated he would send the letter.

Budget Calendar:
Mr. Omans discussed the budget preparation with the Village Council.
Mary Anderson suggested publishing an article in the Sun Newspapers stating
laws and procedure used in preparing the budget.
Salaries for the council members were discussed. Moberg stated she would be in
favor of an increase of $50 or $75 per month.
Mr. Omans recommended that the percentage between the councilmen and the Mayor
should remain the same. The Council requested the attorney draw up an ordinance
about the first of December in regard to salaries.
State Hiahwav Devartment - Hiahwav 455 Safetv Imurovements:
Member Moberg introduced the following resolution and MOVED its adoption:
RESOLUTION APPROVING PLANS AND SPECIFICATIONS
AND ORDERING MANNER OF CONSTRUCTION
(Highway #55 - Safety Improvement)
The motion for the adoption of the foregoing resolution was duly seconded by
Member Anderson, and upon vote being taken thereon, the following members voted
in favor thereof: Anderson, Hoover, Moberg, and Riggs; and the following voted
against the same: None, whereupon said resolution was declared duly passed and
adopted, signed by the Mayor and his signature attested by the Clerk.

The Council requested putting the Sweeney Lake (66 -SS -1) on the Agenda for July 15, 1974.
Claims:
Mr. Omans reported on two claims received by the Village.
Mrs. Marian G. Kiener, 2524 Quebec Ave. So., turned in a claim of $73.09.
The Minneapolis Clinic of Psychiatry and Neurology turned in a claim for $12,000.
MOVED by Moberg, seconded by Anderson carried to adjourn the meeting at 9:00 P.M.

July 15, 1974
Pursuant to due call and notice thereof, a regular meeting of the Council of
the Village of Golden Valley, Hennepin County, Minnesota, was held at 7800
Golden Valley Road, in said Village, on July 15, 1974 at 7:30 P.M.
The following members were present: Anderson, Bix, Moberg, Hoover, and Riggs;
the following were absent: None.
Also present were Village Manager, Barkley G. Omans; Village Attorney, Robert
M. Skare; Village Engineer, Lowell Odland; Director of Planning and Inspection
Jon Westlake; and Acting Village Clerk, Karen Olson.
Council Minutes of June 17, 1974:
MOVED by Moberg, seconded by Anderson, carried, to approve the minutes of the
June 17, 1974 Council meeting with the following corrections: (Corrections
underlined):
Add to beginning of fifth paragraph under Licenses, page 8, In reviewing the
application for "On -Sale" Intoxicating Liquor License for Carriage House....
Under corrections of June 17, 1974 Council minutes, first paragraph, motion
should read "Moberg voted "no", stating she approved seeking legal advice and
recommendations on I-394, but wanted the report to come from our attorney on
I-394, Mr. Charles Dayton."
Council Minutes of July 1, 1974:
MOVED by Anderson, seconded by Hoover, carried, to approve the minutes of the
July 1, 1974 Council meeting with the following corrections: (Corrections
Underlined):
Second paragraph, Page 2, add _connecting Wasatch Lane to Indiana Avenue would
go through his house. Also, delete four lane.
Fifth paragraph, Page 3, should read "Mr. Nordhaus stated that they had liabil-
ity insurance up to $100,000.00.
Page 5, Waiver of Platting: 7501 Western Avenue: First paragraph, should
state Member Bix removed himself from the Council. Also, motion should read
Member Bix and Anderson abstained from voting.
Public Hearing - Residential & Institutional Zoning - Northwest corner of City:
Ron Edstrom, Chairman of the Planning Commission, was present to explain the
rezoning.
Mayor Riggs announced the meeting was open for public hearing.
Mr. Sulzbach, 9011 Medicine Lake Road, asked if future sale or use of the
