CONTINUATION OF
REGULAR MEETING
of the
VILLAGE COUNCIL
(August 5, 1974)
August 6, 1974
Pursuant to due call and notice thereof, a continuation of a regular meeting
of the Council of the Village of Golden Valley, Hennepin County, Minnesota,
was held at 7800 Golden Valley Road, in said Village on August 6, 1974 at
8:30 o'clock P.M.
The following members were present: Anderson, Bix, Hoover, Moberg and Riggs.
Present were Village Manager, Barkley G. Omans, Village Clerk, Helen Penni-
man.
The Mayor called the meeting to order.
Department of Natural Resources_:_ re: Flood Plain Ordinance:
Council discussed the letter from the Department of Natural Resources dated
June 28, 1974.
MOVED by Hoover seconded by Bix carried to receive and file the DNR letter
dated June 28, 1974.
Suburban Hennepin County Nursing Service - Reports:
MOVED by Bix seconded by Hoover carried to receive and file the suburban
Hennepin County Nursing Service reports for April and May, 1974.
Town Taxi re: Cab Stand:
Town Taxi requested a cab stand on Golden Valley Road west of Winnetka Avenue
North.
MOVED by Anderson seconded by Moberg carried to authorize a cab stand for
Town Taxi on Golden Valley Road west of Winnetka on the north side of the
road, the details to be worked out by the Village Engineer.
Minnesota DNR re: Bicycle Trail Application:
The bicycle trail application was denied by the Minnesota Department of Nat-
ural Resources.
MOVED by Anderson seconded by Hoover carried to receive and file the letter
from the DNR dated July 26, 1974.
Half -Way Houses 5730 Olson Highway - Food License:
MOVED by Moberg seconded by Hoover carried to remove the iime stipulation on
the food license for the Half -Way House at 5730 Olson Highway.

The Village Manager made a request for the following budget transfers:

MOVED by Anderson seconded by Hoover carried to approve the budget transfers
as requested above.
Joint Programs Fund:
Member Hoover introduced the following resolution and MOVED its adoption:
RESOLUTION ESTABLISHING
JOINT PROGRAMS FUND
The motion for the adoption of the foregoing resolution was duly seconded by
Member Anderson and upon vote being taken thereon, the following members
voted in favor thereof: Anderson, Bix, Hoover, Moberg, and Riggs; and the
following voted against the same: None, whereupon said resolution was de-
clared by the Village Clerk. See Resolutions Bookpage 3 -z
Miscellaneous Items:
Council discussed several miscellaneous items, No action taken.
Request _for Waiver of Platti_.L.Ordinance:
The request is for Waiver of the Platting Ordinance for the following property:
1801 & 1831 Ma_ rvland Avenue North:
Lot 2, Block 2, Melody Manor, except that part lying South-
easterly of a line drawn from a point in the Northeasterly
line of said Lot 2 distant 16.0 feet Northwesterly along
said Northeasterly line from the most Easterly corner of
said Lot 2, to a point in the Southeasterly line of said
Lot 2 distant 45.00 feet Southwesterly along said South-
easterly line from the most Easterly corner of said Lot 2,
and there terminating.
Member Anderson abstained from voting and removed herself from the Council
table.
MOVED by Moberg seconded by Hoover carried to approve the Waiver of Platting
Ordinance for the above referenced property.

The request is for Waiver of the Platting Ordinance for the following property:

1332 Oregon Avenue North:
West 135 feet of that part of East 1/2 of Lot 9 lying North
of the South 267 feet thereof, and the West 135 feet of that
part East 1/2 of Lot 10 lying South of the North 267 feet
thereof except road, all in Keene, Higbee and Bitzer's Golden
Valley Outlots, according to the plat thereof on file and of
record in the office of the Register of Deeds, Hennepin County
Minnesota. Subject to that part taken for street purposes.
MOVED by Hoover seconded by Anderson carried to approve the Waiver of Platting
Ordinance for the above referenced property.
Request for Public Hearing - Easement Vacation, 925-1109 Zane Avei.; 9-3-74:
Member Hoover introduced the following resolution and MOVED its adoption:
RESOLUTION PROVIDING FOR PUBLIC HEARING
ON CERTAIN PROPOSED PUBLIC IMPROVEMENTS
(Easement Vacation - Zane Avenue)
The motion for the adoption of the foregoing resolution was duly seconded by
Member Anderson, and upon vote being taken thereon, the following members
voted in favor thereof: Anderson, Bix, Hoover, Moberg, and Riggs; and the
following voted against the same: None, whereupon said resolution was declar-
ed duly passed and adopted, signed by the Mayor and his signature attested by
the Village Clerk. See Resolutions Book page

Member Bix introduced the following resolution and MOVED its adoption:
RESOLUTION PROVIDING FOR PUBLIC HEARING
ON CERTAIN PROPOSED PUBLIC IMPROVEMENTS

The motion for the adoption of the foregoing resolution was duly seconded by
Member Hoover, and upon vote being taken thereon, the following members voted
in favor thereof: Anderson, Bix, Hoover, Moberg, and Riggs; and the follow-
ing voted against the same: None, whereupon said resolution was declared
duly passed and adopted, signed by the Mayor and his signature attested by
the Village Clerk. See Resolutions Book page 3
Building Board of Review Minutes - July 18, 1974:
MOVED by Anderson seconded by Moberg carried to receive and file the Building
Board of Review Minutes for July 18, 1974. Hoover abstained.
Planning Commission Minutes = July 22. 1974:
MOVED by Moberg seconded by Riggs carried to receive and file the Planning
Commission minutes for July 22, 1974.

MOVED by Moberg seconded by Bix carried to receive and file the Human Rights

Recreation Commission minutes for July 25, 1974.
Environmental Commission Minutes - July 8, 1974:
MOVED by Bix seconded by Hoover carried to receive and file the environmental
Commission minutes for July 8, 1974.
Scott Avenue Storm Sewer, Discussion With Crystal - Robbinsdale:
Council discussed the percentage of cost sharing with Crystal and Robbinsdale
and State Highway Department for construction of the Scott Avenue Storm Sewer.
Council requested the Village Manager to prepare a memo listing alternatives
for council to consider.
Claim - Herman P. Max, 3384 Scott Avenue North:
MOVED by Hoover seconded by Moberg carried to receive and file the amended
claim of Herman P. Max, 3384 Scott Avenue North.
I-394 - Attorney:
MOVED by Bix seconded by Hoover carried to retain Best, Flanagan, Lewis,
Simonet & Bellows to represent the village regarding I-394 and request the
Village Attorney to prepare a plan of action and cost estimates.
MOVED by Moberg seconded by Bix carried to establish a Special Legal Fund
for I-394 in the amount of $1,000.
MOVED by Hoover seconded by Moberg carried to adjourn the meeting at 11:10 P.M.
