VILLAGE COUNCIL.
January 13, 1975
The following members were present at the Special Meeting of January 13,
1975: Anderson, Bix, Hoover, Moberg and Riggs.
Also present were: Village Engineer, Village Park and Recreation Director,
Mr. G. Burton Brown, Park and Recreation Commission.
After considerable discussion of the proposed trail on County Road 66 east
of Douglas Drive a motion was made by Member Moberg, seconded by Member
Hoover to refer the Golden Valley Road trail back to the Park and Recrea-
tion Commission for their recommendation and to return to the Council meet-
ing of February .3, 1975. Motion was carried.
Member Anderson reported on a proposed joint Council committee of New Hope,
Crystal, and Golden Valley to discuss the status of the County Road 70
(Medicine Lake Road) project. Discussion would consider both passenger
car and bus use of the road. The Mayor appointed Mary Anderson to represent
Golden Valley on the Committee.
Discussion of the Transportation Section of the Comprehensive Plan followed.
Three areas of concern were brought up:
1. The possibility of increasing building set -backs
along County roads.
2. The primary emphasis should be on moving traffic
within the Village rather than thru the Village.
3. There should be more emphasis on other types of
transportation: e.g. bikes, buses, walking.
The following changes in the Transportation Section of the Plan were pro-
posed:
1. Page 23,omit the last paragraph.
2. Page 25, third paragraph - name the four principal
arterials - TH 100, TH 12, TH 55, & CSAH 18. First
sentence, fourth paragraph change "underway" to
"completed". Next sentence omit "the vicinity of..."
Fifth paragraph omit "the fourth sentence.
3. Page 27 - First paragraph, omit the third and fourth
sentences. Omit the third and fourth paragraphs.
4. Page 30 - Omit the first four sentences of the first
paragraph. In the fourth paragraph, second sentence
omit "to freeway status".... Omit the last paragraph.
5. Page 31 - Under Minor Arterials No. 1, omit "Louisiana
Avenue". No. 5 change to read Glenwood Avenue (County
Road 40) from east City limits to Winnetka Avenue.

6. Page 32 - Omit all of page 32.
7. Page 36 - Omit all of Page 36.
Motion by Member Moberg, seconded by Member Anderson to designate Laurel
Avenue to be an industrial collector from Winnetka Avenue to Turner's
Crossroad and to provide a green belt on the north side of Laurel Avenue.
The motion was withdrawn.
MOVED by Member Bix, seconded by Member Anderson to refer the issue of
Laurel Avenue to the staff for alternatives to solution of street patt-
erns for the area south of TH 55, between Winnetka Avenue and Turner's
Crossroad. Staff is to report back to the Council by April 7, 1975.
Motion carried.
