of the
City of Golden Valley
February 4, 1975
PRESENT: Mary Anderson, Milton Bix, Robert Hoover, City Attorney Robert
Skase; also present were four members of Golden Valley Human
Rights Commission and their consultant.
ABSENT: Patricia Moberg, Robert Riggs.
The meeting was called to order by Mayor Protem Robert Hoover
at 7:00 P.M.
There was discussion regarding the recent hospitalization of our
City Clerk, Helen Penniman, and her long and devoted service as City Clerk.
Motion by Bix, seconded by Anderson, to extend sick leave with pay and
benefits to City Clerk Helen Penniman for the period to the Council Meeting
of March 17, 1975, at which time the Council will again review the issue
of benefits to Mrs. Penniman.
Motion Carried.
Discussion was held on the Human Rights Commission's proposals
and recommendations regarding the need for a Local Human Rights ordinance
and possibility of a procedure for hearing complaints at the local level
of government.
Motion by Anderson, seconded by Hoover, to instruct the City
Attorney to draw up a proposed Human Rights Ordinance for City of Golden
Valley incorporating the State Human Rights Statute therein and including
a hearing procedure as recommended by the Human Rights Commission Chair-
man. Further, the attorney is to report back to the Council at the March
3, 1975 regular meeting.
Motion Carried.
There was agreement to Anderson's suggestion that a Special
Council Meeting be held on Monday, February 24, 1975 to complete Commiss-
ion interviews and decide appointments to the Council Commissions.
8:15 P.M.
There being no further business, the meeting was adjourned at
