of the CITY COUNCIL

Pursuant to due call and notice thereof, a continuation of a regular meet-
ing of the Council of the City of Golden Valley, Hennepin County, Minnesota
was held at 7800 Golden Valley Road in said City on May 27, 1975 at 7:30 P.M.
The following members were present: Anderson, Bix, Riggs and Thorsen.
Also present were City Engineer Lowell Odland Administrative Assistant Jeff
Sweet.
Ed Silberman the City's representative to the Bassetts Creek Flood Control
Commission was present to discuss proposals before the Commission concerning
flooding which has occurred on Bassetts Creek. (Councilmember Hoover arrived
at 7:40 P.M.) Mr. Silberman indicated that the Commission would be consider-
ing various plans at its June meeting and that a final decision would have to
be made by the Commission by July 19th. The Council and the Engineer then
discussed with Mr. Silberman the merit and feasibility of various flood con-
trol proposals before the commission. (Councilmember Hoover left at 8:10 P.M.
The Mayor indicated that the issue will be on the agenda for the June 2, 1975
regular meeting for possible council action.
The council then moved to a discussion of the philosophy of allocating revenue
sharing. The council discussed whether revenue sharing should be regarded as
a windfall bonus or whether it should be viewed as part of the total revenue
and proposed uses weighed against all other needs. (Councilmember Bix left
the meeting at 8:45 P.M.) The Mayor directed that the item be put on the
agenda of the June 2, 1975 meeting pending further information concerning
the status of the General and Land Purchase Contingency accounts.
The council briefly discussed rationales for the establishment of liquor license
fees. Councilmember Anderson reported that she had received material from the
City of Bloomington and the League of Minnesota Municipalities concerning
liquor licenses. She directed that copies of the material be included in the
council agenda packets.
The meeting adjourned at 9:30 p. m.
