ADJOURNED MEETING
of the
CITY COUNCIL
January 12, 1976
Pursuant to due call and notice thereof, an adjourned meeting of the Council
of the Citv of Golden Valley, Hennepin County, Minnesota was held at 7800
Golden Valley Road in said City on January 12, 1976 at 7:30 p.m.
The following members were present: Anderson, Hoover, Johnson and Thorsen.
Also present were City Manager Barkley G. Omans and City Clerk Mary H.
Marske.
Appointments to Boards and Commissions:
The Council requested the City Clerk to coordinate the processing of appli-
cations and siotification of appointments to boards and commissions.
MOVED by Anderson, seconded by Thorsen and carried to defer further discus-
sion on appointments to boards and commissions and place the Bassett Creek
matter next on the agenda.
Response to Corps of Engineers on Bassett Creek Flood Plan:
Councilmember Thorsen introduced the following resolution and MOVED its
adoption:

Control Plan for Bassett Creek)
The motion for the adoption of the foregoing resolution was seconded by
Member Johnson and upon vote being taken thereon, the following members
voted in favor thereof; Anderson, Hoover, Johnson and Thorsen and the
following voted against the same: None, whereupon said resolution was
declared duly passed and adopted, signed by the Mayor and his signature
attested by the City Clerk. See Resolution Book page 6,9 _.
Campaign Election Practices:
Councilmember Thorsen expressed objection to taking any action on the re-
solution passed by the Human Rights commission at this time.
Mr. William Barbeau of the human Rights Commission presented some of the
background to the request made by the commission for the formation of an
ad hoc committee to examine ethical campaign practices in Golden Valley.
MOVED by Anderson, seconded by Thorsen and carried to place the item on
the council agenda near the end of May to consider the need for an ad hoc
committee on the local level after the State Legislature either acts or
fails to act on a bill dealing with this matter. Councilmember Johnson
voted nay.

MOVED by Anderson, seconded by Thorsen and carried to request the League
of Women Voters to study the campaign practices and policies at the local
level in an unbiased manner and report their findings to the Council.
Council Discussion Lieutenancv Position:
Pierre Meyer of the Police Community Relations Committee stated his opin-
regarding the need to fill the second lieutenant position.
MOVED by Anderson, seconded by Thorsen and carried to remove the deferment
of appointment by the City Manager of a second lieutenant as stated in the
Council minutes of December 15, 1975.
Appointments to Boards and Commissions:
It was determined that the Mayor and Councilmember Anderson would meet on
January 22, 1976 to draft an agenda for the January 22, 1976 meeting with
the chairmen of boards and commissions regarding the philosophy and func-
tion of the committees. The City Manager's secretary will set up fifteen
minute appointments with each chairman of the nine boards and commissions
for a meeting on January 26, 1976.
MOVED by Anderson, seconded by Johnson and carried to accept the resigna-
tion as received from Craig Stellmacher from the Police Community Relations
Commission and direct the City Manager to send a letter of appreciation to
Mr. Stellmacher for his service on the commission.
