CITY COUNCIL
September 29, 1976
Pursuant to due call and notice thereof, a special meeting of the Council
of the City of Golden Valley, Hennepin County, Minnesota was held at 7800
Golden Valley Road in said City on September 29, 1976 at 7:30 p. m.
The following members were present: Anderson, Hoover, Johnson, Swartz and
Thorsen. Also present was the Director of Administrative Services, John
F. Murphy.
1977 Budget
The Council discussed the City Manager's proposed budget and the prelimin-
ary estimate of levy limits presented by the Director of Administrative
Services.
The Council then reviewed the budget proposal programs which they, in their
preliminary review had indicated they would further study and those items
which were discussed at the Public Hearing of September 27, 1976.
Recreational Fees: Council took no action.
Funding of the Housing and Community Development Commission Budz►et
MOVED by Anderson, seconded by Thorsen and carried to fund the Housing and
Community Development Committee Budget with Housing Community Development
funds and provide for transfer of an additional $3,876.00 from the Housing
and Community Development Fund to the General Fund.
Golden ValleyBulletin
The Council expressed a desire to consider revision of the process of pre-
paring the Bulletin and its format, No budget action was taken.
Commission Memberships in State or National Organizations
No budget action was taken but Council agreed to discuss in conjunction woth
Board and Commission guidelines.
Detached Workers Program.
MOVED by Swartz, seconded by Thorsen and carried to add $6,361.00 to the
Manager's Proposed Bidget to provide full-time funding of the Detached Worker.
Nursing„Service
After discussion, it was MOVED by Anderson, seconded by Johnson and carried
to fund the program as proposed by the Manager and send a letter of explana-
tion asking justification of the proposed rate increase. The Council indi-
cated that they desired to review the program after six months.

Secretarial Services at Board and Commission Meetings^
The Council agreed to take no action in consideration of the policy set
forth in the guidelines for Board and Commission.
Crime Prevention
Council discussed and took no action.
Fire Eightip
MOVED by Swartz, seconded by Thorsen and carried to add $800.00 to the
Fire Fighting Budget to cover overtime for fire inspection and arson in-
vestigations.
MOVED by Anderson, seconded by Thorsen and carried to increase the Fire
Fighting Budget $3,600.00 to provide salaries for the Volunteer Chief of
$400.00 per month and $200.00 per month for each of the two volunteer
assistant chiefs and to provide no additional salaries for captains as
proposed by the Volunteer Firemen's Relief Association.
The Council reviewed the equipment requests for new pumping engine
accessories and MOVED by Johnson, seconded by Anderson and carried to
increase the apprqAtions as proposed by the Manager by the amount of
$3,500.00.
The Council reviewed the request for dress uniforms for Volunteer Fire-
fighters and MOVED by Anderson, seconded by Swartz and carried to add
$350.00 to the appropriation proposed by the Manager and to establish
as policy the providing of a dress uniform for each firefighter who attains
four years of service following completion if his probationary period.
The Council discussed security provisions at Fire Station #2 and took no
action.
TrafficSi nals,
MOVED by Swartz, seconded by Thorsen and cattied to add $1,200.00 to the
Manager's Proposal for electricity for two sets of signals ordered in by
the Council in 1976.
Bituminous Overlay
The Council discussed but took no budget action.

MOVED by Johnson, seconded by Thorsen and carried to add $2,500.00 to the
Manager's Proposal for steel and tire storage racks.
Dutch Elm Disease Program
The Mayor reported on a meeting that he had attended and possible actions
by the 1977 Legislature. The Council took no budget action.

Teen Center
MOVED by Thorsen, seconded by Johnson and carried to reduce the proposed
budget by $1,200.00 in account 4420 and add $900.00 in account 4130 in
accordance with the request of the Park and Recreation Commission.
Youth Activities
MOVED by Swartz, seconded by Thorsen and carried to add $500.00 to
account 4420 and deduct $500.00 from account 4130 in accordance with the
request of the Park and Recreation Commission.
Discussion followed regarding the effectiveness of the various programs
as expressed by participation and cost per revenue relationships. The
Director of Administrative Services was asked to work with the Park and
Recreation Director to provide more definitive financial information re-
garding each program in regards to cost effectiveness, participation, and
revenues.
Senior Citizens
MOVED by Johnson, seconded by Thorsen and carried to add $300.00 to the
Manager's Proposal to provide instruction in various activities in the
Senior Citizen Program.
Sewer Back -Up Claims
MOVED by Johnson, seconded by Swartz and carried to add $500.00 to the
proposed budget for indemnities in the Utility Fund Sewer Maintenance
Programs for possible claims for back-up in accordance with policies
previously expressed.
Contingencies
The Council after a lengthy discussion of the future needs and financial
condition of the City took the following actions:
MOVED by Johnson, seconded by Anderson and carried to provide $27,000.00
in a Special Contingency to provide partial funding for full accrual of
year end payrolls in view of the Budget Year 1978 which will have 27 pay-
rolls due to the bi-weekly pay periods.
MOVED by Anderson, seconded by Swartz and carried to add $100,000.00 to
the Manager's Proposed Transfer to the Public Works Reserve Fund and
$40,000.00 to a Special Contingency for land purchase.
There being no further business to come before the Council, the meeting
was adjourned at 11:45 p.m.
