Regular Meeting
Of The
City Council September 19, 1977
Pursuant to due call and notice thereof, a regular meeting of the Council of the
City of Golden Valley, Hennepin.County, Minnesota, was held at 7800 Golden
Valley Rd. in said City on September 19, 1977•
The following members were present: Anderson, Hoover, Johnson and Swartz.
Also present were City Manager Barkley G. Omans, City Engineer Lowell Odland
and Council Secretary Kathy Middleton. City Attorney, Robert Skare arrived at
6:40 p.m. Council member Rosemary Thorsen was absent.
Approval of Minutes of September 6, 1977
MOVED by Swartz, seconded by Johnson and carried to approve the minutes of
September 6,-1977 as corrected.
Page 140 Under Fund Transfer Public Works Reserve to Storm Sewer
Western Ave. Sentence reading "Storm Sewer that runs off
the end of Western Avenue onto the golf course", is not
a complete sentence. It should read "Storm water now runs
off the end of Western Avenue onto the golf course."
Approval of Verified Accounts (Bills and Claims)
MOVED by Anderson, seconded by Swartz and carried to approve the payment of the
verifiedaccountsas submitted on the prelist.
Approval of Licenses
MOVED by Swartz, seconded by Anderson and carried to approve the issuance of
the licenses as submitted.
Minutes of the Civil Service Commission Meeting - August 26,1977
MOVED by Johnson, seconded by Swartz and carried to receive and file the minutes
of the Civil Service Commission Meeting of August 26, 1977.
Minutes of the Park & Recreation Commission Meeting - September 1, 1977
MOVED by Anderson, seconded by Swartz and carried to receive and file theminutes
of the Park & Recreation Commission Meeting of September 1, 1977.
MOVED by Anderson, seconded by Johnson and carried to refer the resolution
regarding the Trail Corridor Back to the Park and Recreation Commission for them
to report back to us at a later date and also to have the Park and Recreation
Commission set up a meeting with the Hennepin County Park Reserve and the City
Council for October 3, 1977 meeting at 6:30 p.m.
Dutch Elm Exempt Areas - Bert Brown, Chairman of Park and Recreation Commission
Bert Brown, Chr. made a recommendation that the City Council make an ad hoc
committee of five people consisting of members of the Park and Recreation Commission
Environmental Commission, Open Space Commission, and the former Trails Committee
and/or interested residents with a forester as staff advisor to study each
request for exempt areas.

MOVED by Anderson, seconded by Johnson and carried to accept recommendation to
form a special ad hoc committee and to have the Staff report back within two
weeks on the organization of the committee.
Minutes of the Safety Council Meeting - May 23, 1977
MOVED by Johnson, seconded by Swartz and carried to receive and file the
minutes of the Safely Council Meeting of May 23, 1977•
Recommendation for Stop Si4ns at Toledo Ave. & Greenview Lane
Ken Garfield, member of Safety Council was present to make recommendation
to the City Council.
Dr. Dexter Whittemore - 4225 Golden Valley Rd. - Stated the greatest hazard
is a car going north on Toledo Ave. because of the right hand turn and left
hand turns and because of trees along the road.
Mrs. Whittemore - Stated she was almost hit by a car while walking along Toledo
Ave.
George Murad, Safety Councilmember, stated it is a hazard not to be able to
see the road ahead of you going north on Toledo.
MOVED by Swartz,.seconded by Johnson and carried to grant the 3 -way stop signs
as requested by the Safety Council.
MOVED by Anderson, seconded by Johnson and carried to request that the Staff
look at the area and report back to the City Council alternate and concurrent
solutions that might be recommended.
The City Council. received a letter from the Safety Council regarding Safety
Council vacancies. The letter was received and filed.
Minutes of the Bassett Creek Flood Control Commission Meeting - August 18, 1977
MOVED by Swartz, seconded by Johnson and carried to receive and file the minutes
of the Bassett Creek Flood Control Commission Meeting of August 18, 1977.
Minutes of the Planning Commission - September 12, 1977
MOVED by Johnson, seconded by Anderson and carried to receive and file the minutes
of the Planning Commission Meeting of September 12, 1977.
Extension of Project Mobility of MTC
Eugene Sylvestre, consultant of the Human Rights Commission, representing Ron
Haskavitz, reviewed the surveys taken around Golden Valley concerning the
extension of Project Mobility Services.

Extension of Project Mobility of MTC
Bill Hopkins, member of the Project Management Board for Project Mobility and
Co -Chairman of the Metropolitan Transit Committee for the Disabled, gave
the background of the consultants report.
MOVED by Johnson, seconded by Anderson and carried to support the expansion
of Project Mobility in the Golden Valley area and to have the Mayor write a
letter to the Metropolitan Transit Commission stating our interest.
Waiver of Platting Ordinance - 760 Boone Ave. N.
Mr. Herb Polachek, Planning Commission Member, gave the Planning Commission
recommendations of the waiver.
MOVED by Swartz, seconded by Johnson and carried to grant the waiver of platting
ordinance as requested.

That part of Lot 11, BUSCH's GOLDEN VALLEY ACRES, according to the plat thereof
on file and of record in the office of the County Recorder, Hennepin County,
Minnesota, which lies southerly of a line parallel with and 635.15 feet South
of the North line of Lot 9 and northerly of a line parallel with and 905.02 feet
south of the north line of Lot 9• Subject to a perpetual drainage and walkway
easement in, on, over and across all that part of Lot 11, lying easterly of
a line parallel with and 60.00 feet westerly of the easterly line of said
Lot 11, in BUSCH'S GOLDEN VALLEY ACRES, Hennepin County, Minnesota.

Athletic Court Grant Agreement (by 9-21-78)
John Brenna, Director of Park & Recreations, gave background for the request.
Stated out of 7 areas requested for funding only 2 areas were eligible;
Glenview Terrace Park and Sheid Park.
MOVED by Johnson, seconded by Anderson and carried to authorize the City Manager
and the Mayor to sign the Athletic Court Grant Agreement.
MOVED by Johnson, seconded by Anderson and carried to transfer from contingency
in the 1977 Budget $6,655.00 to Park and Recreation capital outlay.

Hennepin County Assessing Agreement
Jeff Sweet, Assistant City Manager, was present with Bob Martin, Assistant
County Assessor, to present the proposed agreement with Hennepin County
Assessing and recommended agreement be approved.
MOVED by Swartz, seconded by Anderson and carried to defer this to the October 17,
1977 Council Meeting.
Youth Aiding Seniors Work Program
Joyce Orbuch, Director of Youth Employment Service, gave a brief overview of
the youth employment and presented a proposal of Youth Aiding Seniors Work
Program.
MOVED by Anderson, seconded by Johnson and carried to approve the Youth Aiding
Seniors Work Program and authorization for the participation and solicitation
of funds.
Suburban Public Health Nursina Service Re: Discussion of operation & services
The City Manager stated this letter was an offer from the existing Board
of Suburban Nursing Service to come out and discuss with the Councils the Public
Health Nursing Services.
MOVED by Johnson, seconded by Anderson and carried to lay this request aside
until November 21, 1977 Council Meeting.
Petition & Waiver of Right to Public Hearing - RSL 79 - Curry-Tieva Addition -
Ornamental Street Lighting
The City Engineer stated this was a new addition on Brunswich and Manchester
Avenue. Estimated cost would be $140.00 for fixtures.
Member Johnson introduced the following written resolution and moved its
adoption:

AND ORDERING CONSTRUCTION
OF CERTAIN PROPOSED PUBLIC IMPROVEMENTS

The motion for the adoption of the foregoing resolution was duly seconded by
Member Swartz and upon vote being taken thereon, the following members voted in
favor thereof: Anderson, Hoover, Johnson, Swartz and the following members
voted against the same: none, whereupon said resolution was declared duly passed
and adopted, signed by the Mayor, and his signature attested by the City Clerk.

Marilynn Huret Re: Resignation from the Safety Council
MOVED by Swartz, seconded by Johnson and carried to receive and file the letter
of resignation from Marilynn Huret and send a letter of appreciation for her
work on the Safety Council.
Parking Hazard on Ottawa Avenue between Glenwood and Natchez
City Engineer stated this has been a reoccuring problem for years.
MOVED by Anderson, seconded by Johnson and carried to set an informal public
hearing on the Parking Hazard on Ottawa Avenue between Glenwood and Natchez
at the Council Meeting of October 17, 1977 and request the staff to notify the
residents on Ottawa Avenue and also to notify Mr. Harold Flolid, Principal
of Golden Valley High School, to make a presentation at the hearing.
J.F. "Skeets" Held's letter Re: Approval for construction and assurance of
commercial zoning.
MOVED by Johnson, seconded by Anderson and carried to refer Mr..Held's letter to
the Planning Commission.
City Vehicle Use Policy
MOVED by Johnson, seconded by Swartz to adopt the City Vehicle Use Policy as
presented.
August Budget Report - Appropriation $174.00 CLRIC
MOVED by Anderson, seconded by Swartz and carried to receive and file the August
Budget Report.
MOVED by Swartz, seconded by Johnson and carried to transfer from 1977 budget
contingency of $174.00 to Capital Long Range Improvement Committee.
Lowry Terrace Emergency sewer repair
MOVED by Anderson, seconded by Johnson and carried to approve the request for an
emergency contract with Northdale Construction Company to assist the City in
the repair of the sanitary sewer on Lowry Terrace between Regent Avenue and
Scott Avenue and authorize expenditure on emergency contract on the broken sewer.
Estimated cost of $18,000 to be charged to Utility Reserve.

to the Housing & Community Development Commission for completion of Mona
Moede's term.
MOVED by Anderson, seconded by Swartz and carried to appoint Virginia Ginsberg
to the Human Rights Commission for a term expiring 1980.
Redrafting of the Ethics Committee Report
Councilmember Swartz submitted his redrafting of the Campaign Ethics Report.
MOVED by Johnson, seconded by Anderson and carried to receive the proposed
resolution and refer it to the City Attorney for redrafting and contemplated
.action on September 26th.
