SPECIAL MEETING
OF THE
CITY.COUNCIL
SEPTEMBER 26, 1977
Pursuant to due call and notice thereof, a special meeting of the City Council
of the City of Golden Valley, Hennepin County, Minnesota was held at 7800
Golden Valley Road in said City on September 26, 1977 at 7:30 p.m.
Those present were: Anderson, Hoover, Johnson, Swartz and Thorsen. Also present
were City Manager, Barkley Omans, Administrative Services/City Clerk, John Murphy
and Council Secretary Kathy Middleton.
1978 Budget
The City Clerk presented an affidavit. showing publication in the official news-
paper of the Notice of Public Hearing on the proposed 1978 Budget. Said affidavit
was then examined, approved and ordered filed in the office of the City Clerk.
The Mayor then opened the public hearing.
Burt Brown, chairperson of the Park & Recreation Commission was present to
request three items to be put into the 1978 budget. 1) Request full time
Recreation Supervisor. 2) Requests a full time forester 3) Requests Commission
secretarial help.
Roz Anderson, chairperson for Open Space Commission was present to request that
the City Council adopt two items for the 1978 Budget.
1) Capital Outlay Fund for undeveloped Natural Areas
2) Full time Forester which they feel could give better continuity to the
development of Golden Valley.
Virginia Levy, chairperson for the Housing & Community Development Commission
was present to request a Contingency Fund be adopted in the 1978 Budget for Commission
members to attend conferences and set up dinner meetings. Also requests funding
for community survey on attitudes and demographics.
Mayor then closed the public hearing.
The City Clerk presented an.affidavit showing publication in the official
newspaper of the Notice of Public*Hearing on Intended use of Federal Revenue Sharing
Funds for Entitlement period 8 & 9.
The Mayor then opened public hearing.
The Council asked questions and no public input was given. The Council with held
any action on final designation which will be made at the time of budget adoption.
Mayor then closed the public hearing.
Campaign.Ethics Committee Resolution
Member Swartz introduced and read the written resolution and moved its adoption:

The Motion for the adoption of the foregoing resolution was seconded by Member
Johnson and.upon vote being taken thereon, the following voted in favor thereof:
Anderson, Hoover, Johnson, Swartz and Thorsen and the following voted against
the same: none, whereupon said resolution was declared duly passed and adopted,.
signed by the Mayor and his signature attested by the City Clerk.
MOVED by Swartz, seconded by Johnson and carried to transfer from 1977 Budget
Contingency of $6,000 to program 106 Assessing for contract appraisal cost.
Preliminary actions taken by the Council for the purpose of general discussion
and review at their next budget work session of September 28, 1977.
MOVED by Swartz,.seconded by Johnson and carried to increase the Assessing 1978
Budget by $10,000.
MOVED by Thorsen, seconded by Johnson and carried to increase salary contingency
in the 1978 Budget by $14,000.
MOVED by Johnson, seconded by Anderson and carried to increase the Civic Center
Energy Conservation Implementation by $35,700.
MOVED by Thorsen, seconded by Swartz and carried to put $15,000 into a Land
Acquisition Fund or a public use fund.
MOVED by Johnson, seconded by Swartz and carried to put $40,000 into a general
land acquisition fund.
MOVED by Thorsen, seconded by Swartz and carried to increase 1978 Budget by
$3,000 for an Open Space Consultant.
MOVED by Johnson, seconded by Anderson and carried to add $9,000 in the 1978
Budget for a full time Recreation Programer.
MOVED by Swartz, seconded by Johnson and carried to reduce the proposed Human
Rights budget by $532.00 for consulting services.
MOVED by Johnson, seconded by.Swartz and carried to appropriate $3,000 from the
1978 Budget to I-394 Litigation Budget.
MOVED by Johnson, seconded by Anderson and carried to add $1,000 to Mayor and
Council Budget for Commission members to attend conferences and to work out a
policy on approvals at a later date.
MOVED by Johnson, seconded by Anderson and carried to urn at 10:35 p.m. to
reconvene on September 28, 1977 at 6:35 p.m. for co ss' n in iewing and
further consideration of 1978 budget.

Pursuant to due call and notice thereof, a special meeting of the City Council
of the City of Golden Valley, Hennepin County, Minnesota was held at 7800
Golden Valley Road in said City on September 28, 1977 at 7:30 p.m.
The following members were present: Anderson, Hoover, Johnson, Swartz and
Thorsen. Also present were: City Manager, Barkley Omans, Finance Director/
City Clerk, John Murphy and Council Secretary, Kathy Middleton.
1978 Budget
The Council.reconvened from the meeting of September 26, 1977 to continue
discussion of the adoption of the 1978 Budget.
General Contingency
MOVED by Thorsen, seconded by Swartz and carried to direct the Finance Director
to combine program 601 with program 181 "payment of special assessments".
Dutch Elm Program
MOVED by Thorsen,. seconded by Johnson and carried to add $20,00:0 to the Dutch Elm
Program (account #4420).
Special Contingency for Capital Outlay
MOVED by Swartz, seconded by Thorsen and carried to appropriate $145,000 in a
special contingency for capital outlay expenditure and to transfer to the Public
Land Fund $10,000.00 instead of $15,000 making the total to the General Land
Acquisition Fund $50,000.00. (#4922).
Also, to increase the Mayor and Council Budget by $2,000.00 for Bulletin Boards
or the Newsletter.
The Meeting was adjourned at 9:45 p.m. to reconvene at the regular council meeting
of October 3, 1977 for budget adoption.
