Pursuant.to due call and notice thereof, a regular meeting of the Council of the City
of Golden Valley, Hennepin County, Minnesota, was held at 7800 Golden Valley Rd.
in said City on November 7, 1977 at 6:30 p.m.
The following members were present: Anderson, Hoover, Johnson, Thorsen. Also
present were: City Manager, Barkley G. Omans, City Engineer, Lowell Odland,
Assistant City Attorney, Allen Barnard and Council Secretary, Kathy Middleton.
Councilmember Stephen Swartz arrived at 6:40 p.m.
Approval of Minutes of October 17, 1977
MOVED by Anderson, seconded by Johnson and carried to approve the minutes of
October 17, 1977 as submitted.
Approval of Verified Accounts (Bills and Claims)
MOVED by Thorsen, seconded by Anderson and carried to approve payment of bills as
submitted on the prelist and file the claims from Mr.. Charles Scroggins and
Mr Reid Evenson.
Approval of Licenses
MOVED by Johnson, seconded by Anderson and carried to approve the issuances of the
licenses as submitted on page 1055.

Mr. and Mrs. Thomas were present to answer questions regarding their application
for an on -sale liquor license as new owners of the Golden Valley House, Inc.
Hugh Maynard their attorney was also present.
MOVED by Johnson, seconded by Thorsen and carried to defer action until the next council
meeting to allow time for City Attorney's review.
Northeast Fire Station Committee Progress Report and Recommendations
Glen Olson and Bob Watson were present and made recommendation of the Fire Station.
MOVED by Anderson, seconded by Johnson and carried to accept and endorse the plan
as presented.

minutes of the Park & Recreation Commission Meeting of October 13, 1977.
Planning Commission Re: Turners Crossroad and Hwy. 12
Jody Sehlin, Chairperson of the Planning Commission, gave background information.
MOVED by Anderson, seconded by Johnson and carried to request that -the Staff
communicate to the Planning Commission an interim report on the status of the
intersection including the St. Louis Park proposals and any alternatives discussed
with Golden Valley property owners and any response or lack of response to
that.

Member Johnson introduced and read the written resolution and moved its adoption.
RESOLUTION PROVIDING FOR PUBLIC HEARING
TO CONSIDER ENTERING INTO A COOPERATIVE AGREEMENT WITH ST. LOUIS PARK
AND FOR CERTAIN PROPOSED PUBLIC IMPROVEMENTS

The motion for the adoption of the foregoing resolution was duly seconded by
Member Anderson and upon vote being taken thereon the following voted in favor
thereof: Anderson, Hoover, Johnson, Swartz and Thorsen and the following voted
against the same: none, whereupon said resolution was declared duly passed and
adopted, signed by the Mayor and his signature attested by the City Clerk.

Lyle Larsen Retirement and Recognition
Mayor Hoover presented a gift from the City Council to Lyle Larsen for his
years of service to the City of Golden Valley.
Public Hearing Preliminary Plat - Lakeview Terrace Addition - Schl&gel Construction
Winnetka & 23rd Ave.
Jody Sehlin, Chairperson of the Planning Commission, made report and recommendations.
Proponent, Schlegel Construction Company, was present to answer questions.
The Mayor announced.themeeting was open for public hearing on said preliminary
plat and persons.present to do so were afforded opportunity to express their
views thereon. No persons were present to express their opposition.
MOVED by Anderson, seconded by Johnson and carried to approve the preliminary
plat as recommended by the Planning Commission.
Second Reading of Noise Ordinance - Appropriation $1,200.00 for equipment
MOVED by Anderson, seconded by Swartz and carried to bring on table for second
reading an ordinance amendment entitled:
AN ORDINANCE AMENDING THE CITY CODE
(Providing additional noise regulations)
MOVED by Thorsen, seconded by Johnson and carried to approve the ordinance herein
quoted by title on its second reading. Upon roll call vote the members were
recorded as voting as follows:

MOVED by Swartz, seconded by Johnson and carried to transfer $1,200.00 from 1977
budget contingency to Police Patrol to cover the purchase of noise meters.

Valley Community Presbyterian Church Re: Bingo notification
MOVED by Anderson, seconded by Swartz and carried to receive and file the
letter from the Valley Community Presbyterian Church.
Joint Powers Agreement - Scott Ave. Storm Sewer
City Manager stated this is an amendment to the original agreement with Crystal
and Robbinsdale on sharing the cost on the extension.
MOVED by Swartz, seconded by Anderson and carried to authorize the Mayor and
Manager to sign the joint powers agreement.
Petition - RSL 80 - Street Lights - Walley & Decatur Ave. (PH 12-5-77)
Member Johnson introduced and read the written resolution and moved its adoption

Hennepin County Re: Traffic Control devices along Plymouth Ave.
MOVED by Swartz seconded by Johnson and carried to refer letter from Hennepin
County to the Safety Council.
Dr. John Murray letter Re: Blacktopping Sunnyridge Lane
MOVED by Thorsen, seconded by Anderson and carried to ask the Mayor to write a
letter to Dr. Murray outlining the savings of cost over next years and the
reasons for the initial approving of the improvements and the bidding procedures
included in this process and also that there was no misunderstanding of his
position at the public hearing.
Minneapolis Elk Lodge #44: Bingo notification
MOVED by Thorsen, seconded by Johnson and carried to receive and file the letter
from the Elks Lodge #44.

Association of Metropolitan Municipalities Re: Metropolitan Waste Control
Commission
City Manager stated the resolution speaks to the matter of restrictions with
respect to sewage extensions and limitation on increased quantities of waste
from any individual user.
Member Johnson introduced and read the resolution and moved its adoption

Objecting to consideration of wastewater restrictions and limitations
to the metropolitan wastewater treatment plant at Pig's Eye Lake in
the matter of NPDES and State Permit Hearing Docket NO. PCA -78 -006 -EG.

Member Thorsen andupon vote being taken thereon, the following members voted

MOVED by Anderson, seconded by Johnson and carried to bring on the table for
the first reading an ordinance amendment entitled:

herein quoted by title on its first reading and to set the second reading at

Bid Opening October 27, 1977 11:00 a.m. - 77 WM 7, 77 IF 5 - 6155 Duluth
St. and miscellaneous repairs.
City Manager stated this bid opening covers sewer and water on Duluth Street
and also covers general sewer and water repairs. Recommends the award to
Northdale Construction as low bid.
MOVED by Johnson, seconded by Thorsen and carried to award the bid of
Watermain and Sanitary Sewer repair to Northdale Construction for $43,740.00
as low bidder.
North Suburban Mutual Aid Fire Agreement
City Manager stated the purpose is to add the City of Rogers.
MOVED by Swartz, seconded by Johnson and carried to authorize the Mayor and
the City Manager to sign the North Suburban Mutual Aid Fire Agreement.
Quotations microfiche reader/printer
City Manager stated this is a printer used for all records that are to be stored.
Recommends award to Bell & Howell - Spacemaster as low quote.
Quotes were received as follows:
M & W, Inc. - Canon $1,402.20
3M Business Products - 800 1,513.50
Bell & Howell - Spacemaster 1,195.00
MOVED.by Johnson, seconded by Swartz and carried to award.the quote of a
Microfiche Recorder/Printer to Bell & Howell - Spacemaster for $1,195.00 as
low quote.
Motion to approve agreement of understanding for donation of land from Elmo
Ginkel
MOVED by Thorsen, seconded by Johnson and carried to approve the agreement of
understanding for donation of land and directing the City Attorney to draft
the resolution and paying the incidental costs from the Park and Recreation
budget.

City Engineer stated as far as the pla tis concerned there are no problems in
the plat.

City Manager stated this is a zoning hearing in response to the Council's
request for a change in the P.U.D. Ordinance.

Correction of Surveyors error - 825 Louisiana Ave. S.
City Manager stated a motion is needed correcting the error in the minutes of
August 16, 1976 regarding 825 Louisiana Ave. S.
MOVED by Johnson, seconded by Thorsen and carried to correct the minutes of
August 16, 1976 surveyors error to read Parcel 1 - The South 260 feet rather
than 250 feet and Parcel 2 - Tract P. RLS No. 648 except the South 260 feet
rather than 250 feet.
City Engineer Re: Construction schedule for pedestrian bridge over TH #55 &
Winnetka Ave.
MOVED by Anderson, seconded by Thorsen and -carried to receive and file the memo
from the City Engineer regarding construction schedule.
Election Judges Appointment
MOVED by Swartz, seconded by Johnson and carried to approve the list of election
judges as submitted on the prelist.
Regular Meeting of the City Council - November 7, 1977
Hennepin County Assessing Contract
MOVED by Swartz, seconded by Thorsen and carried to authorize the Mayor and
Manager to enter into the contract for assessing services from Hennepin County.
Councilmember Johnson voted against the motion.
Community Education Advisory Council District #281 Representative
Mayor Hoover stated he received a letter from Harvey Lange, Mayor of Robbinsdale,
informing us that Verne Baker's name was selected and submitted to the School
District Board of Education for ratification.

Disclosures of Valley Square Committee members
MOVED by Swartz, seconded by Thorsen and carried to receive and file the
disclosures of the Valley Square Committee members.
Appointment of neighborhood representative of the Southeast Fire Station
Planning Committee
MOVED by Johnson, seconded by Thorsen and carried to appoint Ruth Sargent
pending her acceptance.
Appointments to Senior/Community Center Task Force
MOVED by Thorsen, seconded by Swartz and carried to establish a seven member
task force to study the feasibility of the Senior Community Center to be
funded by Housing Community Development Block Grant Funds and further move
that we interview applicants for that Committee and our intent is to have two
senior representatives; onemember of the Park and Recreation Commission;
two user and service organization representatives and two industrial commerical
user representatives.
Next issue of the Bulletin
Council decided to put into the next bulletin a list of Boards and Commission-
vacancies.

Golden Valley Rd. Traffic Speed
MOVED by Anderson, seconded by Johnson and carried to request Hennepin County
to make a traffic access study on Golden Valley Road between Nobel Ave.
and Hwy. 100.
Metro Council response to Development Frame Work
MOVED by Johnson, seconded by Anderson and carried to have the proposed
statement that Rosemary Thorsen has presented to the Council and accept it in
concept and direct the Staff to put it in an appropriate form.
