Of The
City Council June 8, 1978
Pursuant to due call and notice thereof, an adjourned meeting of the City Council
of the City of Golden Valley, Hennepin County, Minnesota was held at 7800 Golden
Valley Road in said City on June 8, 1978 at 3:30 p.m.
The followinq members were present: Anderson, Hoover, Johnson, Stockman and
Thorsen. Also present were: Citv Manaqer, Jeff Sweet; Citv Enqineer, Lowell Odland;
Citv Attorney, Allan Barnard and Council Secretarv, Kathv Middleton.
Mavor Hoover stated this meetinq is a coninuation of the Citv Council Meetinq
from June 5, 1978 for special tasks to be prepared in the forming of an H.R.A.
Mayor Hoover appointed Robert R. Hoover, Mary E. Anderson, Ray B. Stockman,
Rosemary Thorsen and Gloria L. Johnson as commissioners of the Housing and
Redevelopment Authority.
Member Johnson introduced and read the written resolution and moved its adoption:
A RESOLUTION APPROVING THE APPOINTMENT OF THE COMMISSIONERS OF
THE HOUSING AND REDEVELOPMENT AUTHORITY OF GOLDEN VALLEY, MINNESOTA
The motion for the adoption of the foregoing resolution was duly seconded by
Member Thorsen and upon vote being taken thereon, the following voted in favor
thereof: Anderson, Hoover, Johnson, Stockman and Thorsen and the following voted
against the same: none, whereupon said resolution was declared duly passed and
adopted, signed by the Mayor and his signature attested by the City Clerk.

MOVED by Thorsen, seconded by Johnson requestinglapproval of designation of Rhode
Island Avenue North and 10th Avenue North as State Aid Streets.
After discussion motion was withdrawn.
Member Thorsen introduced and read the written resolution and moved its adoption:
RESOLUTION REVOKING MUNICIPAL STATE AID STREETS
(Harold Avenue from T.H. 55 to Winnetka Avenue)
The motion for the adoption of the foregoing resolution was duly seconded by
Member Johnson andupon vote being taken thereon, the following voted in favor
thereof: Anderson, Hoover, Johnson, Stockman and Thorsen and the following voted
against the same: none, whereupon said resolution was declared duly passed and
adopted, signed by the Mayor and his signature attested by the City Clerk. See

(Harold Avenue from Glenwood Avenut to T.H. #55)
The motion for the adoption of the foregoing resolution was duly seconded by
Member Johnson andupon vote being taken thereon, the following voted in favor
thereof: Anderson, Hoover, Johnson, Stockman and Thorsen and the following
voted against the same: none, whereupon said resolution was declared duly passed
and adopted, signed by the Mayor and his signature attested by the City Clerk.

(Rhode Island Avenue from 10th Avenue to Golden Valley
Road)
The motion for the adoption of the foregoing resolution was duly seconded by
Member Thorsen and upon vote being taken thereon, the following voted in favor
thereof: Anderson, Hoover, Johnson, Stockman and Thorsen and the following voted
against the same: none, whereupon said resolution was declared duly passed
and adopted, signed by the Mayor and his signature attested by the Citv Clerk.

Member Anderson introduced and read the written resolution and moved its adoption:
RESOLUTION ESTABLISHING MUNICIPAL STATE AID STREET
(Tenth Avenue North from Winnetka Avenue to Rhode
Island Avenue)
The motion for the adoption of the foregoing resolution was duly seconded by Member
Johnson and upon vote being taken thereon, the following voted in favor thereof:
Anderson, Hoover, Johnson, Stockman and Thorsen and the following voted against
the same: none, whereupon said resolution was declared duly passed and adopte4,
signed by the Mayor and his signature attested by the City Clerk. See Resolution

MOVED by Anderson, seconded by Johnson and carried to authorize the Mayor and
Manager to enter into agreement with Golden Valley H.R.A. to provide Staffing.
James Brandt, President Calvary Lutheran Church, was present to answer questions
regarding the process of the proposal.

Member Johnson introduced and read the written resolution and moved its adoption:
RESOLUTION AUTHORIZING ACQUISITION OF CERTAIN PROPERTIES
ON RHODE ISLAND AVENUE NORTH FOR STREET RIGHT-OF-WAY BY
NEGOTIATION OR COMDEMNATION.
The motion for the adoption of the foregoing resolution was duly seconded by Member
Thorsen and upon vote being taken thereon, the following voted in favor thereof:
Anderson, Hoover, Johnson, Stockman and Thorsen and the following voted against
the same: none, whereupon said resolution was declared duly passed and adopted,
signed by the Mayor and his signature attested by the City Clerk. See Resolution

Mayor Hoover announced that June 13, 1978 at 3:00 p.m. in the City Manager's
Office a subcommittee will be meeting to establish the charge for a permanent
Valley Square Commission.
MOVED by Johnson, seconded by Anderson and carrie tradj at 4:45 p.m.
