Regular Meeting of the City Council - April 16, 1979
Pursuant to due call and notice thereof, a regular meeting of the City Council of
the City of Golden Valley, Hennepin County, Minnesota was held at 1800 Golden
Valley Road in said City on April 16, 1979 at 6:30 p.m.
The following members were present: Anderson, Hoover, Johnson, Stockman and Thorsen.
Also present were: City Manager, Jeff Sweet; City Attorney, Robert Skare; City
Engineer, Lowell Odland and Council Secretary, Sue Ann Oman.
Approval of Minutes of April 2, 1979
MOVED by Thorsen, seconded by Johnson and carried to approve the minutes of April
2, 1979 as amended:

Land Fill Permit - Golden Valley Health Center
MOVED by Johnson, seconded by Thorsen and carried to approve the land fill permit
for Golden Valley Health Center for land fill on its own property, provided the
fill is clean.
Minutes of Bassett Creek Flood Control Commission - April 4, 1979
MOVED by Anderson, seconded by Thorsen and carried to receive and file the April 4,
1979 minutes of the Bassett Creek Flood Control Commission.
Environmental Commission - Energy Program
Al DeSautel and David Thompson of the Environmental Commission were present to
answer any questions of the Council concerning the Energy Program.
MOVED by Johnson, seconded by Thorsen and carried to refer the report to the newly
formed°Planning Commission with a cover letter from the Mayor for their information
along with the recommendations.
Hennepin County Agricultural Society Be Hennepin County Fair
MOVED by THorsen, seconded by Johnson and carried to receive and file the letter
dated April $, 1979 from the Hennepin County Agricultural Society and reply that
we do not consider this an appropriate contribution for this municipality.

Member Johnson introduced and read the written resolution and moved its adoption:

the Council an evaluation of the variour public improvement assessment policies
and a recommendation for a formula so that we can make a determination prior to
December.
Call Public Hearing - PUD #18A - Laurel Ave West of Turners Crossroad 5-7-79
MOVED by Thorsen, seconded by Johnson and carried to call a public hearing for
May 7, 1979 for PUD #18A.
MOVED by Johnson, seconded by Stockman and carried to call on 5-7-79 to consider
rezoning from open development to residential.
Mary Jessen, Chief Parks Planner - Metro Council
Marty Jessen, Chief Parks Planner of the Recreation and Open Space Commission of'the
Metropolitan Council was present to express how the Recreation and Open Space
Commission looks upon local government in providing recreational needs through
programing and facilities.

Contractural Agreement: Title VI Public Service Employment Program.
MOVED by Johnson, seconded by Stockman and carried to authorize the Mayor and
Manager to enter into the agreement with Hennepin County regarding the extension
of this.program.
Bid Opening 5-11-79 - Street Maintenance Materials
MOVED by Johnson, seconded by Stockman and carried to receive and defer the award
until May 7, 1979.
Bid Opening 5-16-79 - Redevelopment Bonds
The Finance Director/Clerk presented affidavits showing publication in the official
newspaper and in the Commercial West of the notice of sale of $1,925,000 General
Obligation Redevelopment Bonds of the City, bids for which were to be considered
at this meeting as provided by the resolution adopted March 5, 1979. The affidavits
were examined and approved and ordered placed on file.
The City Finance Director/Clerk reported that sealed bids for the purchase of the
Bonds has been received at his office at or before the time stated in the notice,
and the bids were then opened and publicly read and considered, and were all
found to conform to the notice of sale and to be accompanied by the required
security, and the purchase price, coupon rates and net interest cost under the
terms of each bid were found to be as follows:

Appointments to Commissions
MOVED by Johnson, seconded by Anderson and carried to request the Mayor to meet
with the Planning Commission on April 30 and accept Council member Anderson's
cover letter to go with the housing element to be submitted to the Planning
Commission and set a meeting for May 14 and request Council member Anderson and
Mayor Hoover to work as a committee to set out a time frame.

Edstrom and Jody Sehlin for 3 year terms.

to interview with the Park & Recreation Commission, Open Space Commission and
new applicants.

dinner for the commissions at 6:30'p.m. at Brookview.
The Council set April 17, 1979 at 5:30 to meet at the Laurel Avenue Ponds site
for inspection.
The Council set May 1, 1979 at 7:00 p.m. to receive the Open Space Consultants
Report.
On April 24, 1979 at 3:00.p.m. Thorsen and Stockman will meet to draft a letter
Re Park & Recreation Commission duties.
Housing Policy

subject to any conditions that are made at the Manager's meeting on April 24, 1979.
