Of The
City Council September 4, 1979
Pursuant to due call and notice thereof, a regular meeting of the City Council of the
City.of Golden Valley, Hennepin County, Minnesota, was held at 7800 Golden Valley Road
in said City on September 4, 1979 at 6:30 P.M.
The following members were present: Anderson, Hoover, Johnson, Stockman and Thorsen.
Also present were: City Manager, Jeff Sweet, Attorney, Robert Skare, Engineer, Lowell
Odland and Secretary, Terri Schroetke.
Approval of Minutes of August 20, 1979
MOVED by Stockman, seconded by Thorsen and carried to approve the minutes of August
20, 1979 as amended:
Page 143, under Larry M. Smith - Resignation from BZA, second motion:
". . . and carried to consider an appointment to the BZA, replacing
Larry M. Smith, at the September , 1979 Council Meeting."
Page 145, under Waiver of Platting: change 4337 Culver Road to 4735
Culver Road.

MOVED by Thorsen, seconded by Johnson and carried to approve the payment of bills as
submitted on the check register.

to sign a contract providing for representation in 1980 Contract negotiations.

Agreement for Golden Valley/New Hope Consol.diated Communications Dispatch Center
MOVED by Johnson, seconded by Thorsen and carried to authorize the Mayor and City
Manager to enter into the Agreement for Golden Valley/New Hope Consolidated Com-
munieations Dispatch Center.
Manager's Proposed Budget
MOVED by Anderson, seconded by Thorsen.and Carried to receive and file the Manager's
Proposed 1980 Budget for future consideration on the following dates:

Appointment to the Board of Zoning Appeals
MOVED by Stockman, seconded by Johnson and carried to appoint Roger Ulsted to the
Board of Zoning Appeals, contingent upon his acceptance of position.
Appoint to Building Board of Review
MOVED by Johnson, seconded by Thorsen and carried to begin scheduling appointments
for interviews for the appointment to the Building Board of Review.
Task Force on Building Ordinance
MOVED by Johnson, seconded by Stockman and carried to place discussion of a task
force and updating of building ordinance on September 17, 1979 Council Agenda.

Public Hearing - PUD #24
Mayor Hoover opened the meeting for public input and persons present to do so were
afforded the opportunity to express their views thereon.
Mike Holly, the developer was present to ask for a continuance.
Mayor Hoover closed the public hearing.
MOVED by Thorsen, seconded by Johnson and carried to continue the public hearing on
PUD #24 at the October 15, 1979.City Council meeting.
Public Hearing - T.H. #12 Moratorium - First Reading
Mayor Hoover opened the meeting for public input and persons present to do so were
afforded the opportunity to express their views thereon.
Glenn B. Brown,.611 Sumter Ave. So. - asked questions re the area the moratorium
will encompass and affect.
Pat Tweet, 1510 Ottawa opposed to moratorium
Dave Squire, 820 Rhode Island Ave. So. - Asked how the moratorium would affect him
personally as, a home owner.
Don Thorud, .1530 Ottawa - opposed - questioned why one group of people should pay
when it will benefit people in a wide area.
Mayor Hoover closed the public hearing.
MOVED by Thorsen, seconded by Stockman and carried to bring on the table for first
reading an..ordinance amendment entitled:
AN ORDINANCE AMENDING THE -CITY
ZONING CODE BY PROVIDING A MORATORIUM ON
DEVELOPMENT IN THE TRUNK HIGHWAY 12 AREA
MOVED by Thorsen, seconded by Stockman to approve the ordinance herein quoted by title
on itt-first. Upon roll call vote the following voted as follows:

Public Hearing - Storm Sewer - Zephyr Place (79 SS 8)
City Engineer gave presentation on installation of storm sewer and recommended approval.
Mayor Hoover opened the meeting for public input and persons present to do so were
afforded the opportunity to express their views thereon.
Robert E. Merriman, 1806, Zephyr Place - read a letter he had written to Council -.
dated July 8, 1979, expressed concern for children playing on exposed pipe, asked
for a solution to the drainage problems on his property.
Doug Sanstad, 1816 Zephyr Place - opposed to sewer project.
Bob Monroe - 1831 York - opposed to sewer project.

Steve Erickson, 1812 York - opposed to sewer project.
Dave Astin, 1832 York - opposed to sewer project.
James Ware - 3015 Golden Valley Road - concerned about drainage on lots on
Golden Valley Road.
Brenda Johnson, 1810 Zephyr Place - expressed concern over the veolcity of water
coming down the hill, not necessarioly the amount of water.
John Fitze, 1828 York Ave. No. - Opposed to sewer project
J. J. Golfus, 1814 York Ave. No. - opposed to sewer project
Mayor Hoover closed the public hearing.
MOVED by Anderson, seconded by Johnson and carried to defer action to October 15, 1979
Council meeting pending receipt of information from staff re cost of possible alter-
natives, etc.
9:30 P.M. - Mayor Hoover called for a 2 -minute recess. Councilmember Johnson left
the meeting.
Waiver of Public Hearing - Street Light at Vale Crest & Bassett Creek Park

on street light at Vale Crest and Bassett Creek Park.
Jack Galant - Offer of PUD #14
MOVED by Anderson, seconded by Thorsen and carried to refer request of Mr. Galant
to Planning Commission to be considered along with other items he has pending before
the Planning Commission.
Melvin Erickson - RE 79 SS 8
MOVED by Thorsen, seconded by Anderson and carried to receive and file letter from
Melvin Erickson re 79 SS 8.
Petition for. Public Improvement - Dust Abatement
MOVED by Thorsen, seconded by Anderson and carried to set public hearing re dust
abatement on Ellis Lane for October 2, 1979 Council Meeting.
Middle School Land Use Referral to Planning Commission
MOVED by Anderson, seconded by Thorsen and carried to carry forward to September
17, 1979 Council meeting Middle School Land Use Referral to Planning Commission.
Comments from Mayor Hoover
Mayor Hoover expressed his feelings regarding his decision not to run for Mayor In
the coming election. Councilmembers Anderson, Thorsen and Stockman expressed their
feelings concerning his decision.
